Vanaf de verplichtstelling van de rekenkamer zien we al een discussie over de positie en betekenis van de rekenkamer. Deze discussie laat zich goed samenvatten met de vraag: 'rekenkamer als instituut of als instrument?' Wat ons betreft is het inzetten op de rekenkamer als instituut een verklaring voor de beperkte meerwaarde van rekenkamers. In dit artikel bieden we een weg om de meerwaarde van rekenkamers te vergroten. Daarbij pleiten de auteurs voor een 'rekenkamer nieuwe stijl' waarbij dienstbaarheid en onafhankelijkheid zeer goed samen gaan. English: By law, every municipality and province in the Netherlands has an independent Court of Audit or Audit Commission. Its main task is evaluating the effectiveness and efficiency of public policy. While independent, Courts of Audits should also function as a means to elected bodies,the city or provincial council, namely better enabling them to checking that government carries out its work properly. Research indicates that local/ provincial Courts of Audits are not yet effective in serving these needs of the elected bodies. Dwindling budgets for the local and provincial Courts of Audit are just one indicator of this problem. In this article we argue that an extreme stance towards an independent position and work process can lead to an ivory tower from which Courts of Audit conduct their work. They become out of touch with the needs of the elected body and the real life implications of public policies for that matter. We provide concrete suggestions preserving a healthy stance on independence (especially keeping politics out of the evaluation process) while serving the needs of the elected body.
