Definitions of Micro, Small & Medium Enterprises
 As per MSME Act -2006 , the enterprises engaged in manufacturing or
rendering of services are defined in terms of investment in Plant &
Machinery/Equipments.
 Manufacturing Sector Enterprises:Limit for Investment in plant & machinery:
 Micro Enterprises :Does not exceed twenty 25 lakh rupees.
 Small Enterprises : More than 25 lakh rupees but does not exceed 5 Cr rupees.
 Medium Enterprises: More than 5 Cr rupees but does not exceed 10 Cr Rupees.
Service Sector Enterprises : Limit for Investment in equipments:
 Micro Enterprises :Does not exceed 10 lakh rupees.
 Small Enterprises: More than 10 lakh rupees but does not exceed 2 Cr rupees.
 Medium Enterprises: More than 2 Cr rupees but does not exceed 5 Cr Rupees.
Proposed Change in Classification Criteria
The Cabinet has approved a change in the basis of classifying MSMEs from ‘investment in
Plant & Machinery/Equipment’ to ‘Annual Turnover’.
Micro Enterprises – Annual Turnover upto 5 Cr.
Small Enterprises – Annual Turnover above 5 Cr & upto 75 Cr.
Medium Enterprises – Annual Turnover above 75 Cr & upto 250 Cr.
Udyog Aadhar Memorundum (UAM)
 Ministry of Micro, Small and Medium Enterprises(MSME) has notified the
Udyog Aadhaar Memorandum(UAM) under the MSMED Act, 2006 vide
gazette notification in order to promote ease of doing business for
MSMEs.
 A one-page simple registration form for online filing of UAM has been
introduced which has replaced the filing of Entrepreneur’s Memorandum
Part I&II.
 The filing of UAM can be done on http://udyogaadhaar.gov.in
 The salient features of Udyog Aadhaar are:
 Registration is online and user-friendly.
 UAM can be filed on self-declaration basis.
 No documentation required.
 No Fee for filing.
 File more than one Udyog Aadhaar with same Aadhaar Number.
Total No. of UAM registered in the state “2,54,119” (as on 16/03/2018).Out of which 2,26,224 Nos.
are Micro, 27,016 are Small & 959 Nos. are Medium Eterprises)

Udyog Aadhar Memorundum (UAM)
Public Procurement Policy For MSEs
 OBJECTIVE
• To increase participation of MSEs in govt. sector procurement.
 SALIENT FEATURES
• It is mandatory for every Central Ministry/ Department / PSU to procure a minimum
20% of the Total Annual Purchases of Products and/or Services produced /
rendered by MSEs.
• A sub-target of 4%(i.e.20% out of 20%) earmarked for procurement from MSEs
owned by SC/ST entrepreneurs.
• In the event of failure of such MSEs to participate in Tender Process/meet the
Tender Requirement, 4% sub-target will be given to other MSEs.
• Participating MSEs quoting price in the tender within the band of L1+15% may also
be allowed to supply a portion of the requirement (20% of the total tendered value)
by bringing down their price to L1 price (in a situation where L1 price is from
someone other than an MSE).
• In case of more than one such MSE, the supply will be shared equally.
• Defence Armament & Equipments are kept out of purview of such policy of
reservation.
• Achievement made are required to be shown in Annual Reports.
• Non-conforming Department are required to provide reasons to Review Committee
set up under policy.
• Procurement for 358 reserved items have been reserved for exclusive purchase
from MSEs.
• Public Procurement Policy Monitoring Portal – SAMBHAND PORTAL
(https://sambandh.msme.gov.in/MinistryWisesReport.aspx) for Procurement
monitoring from Central Ministries / Departments / CPSEs.
Delayed Payment Act for MSEs
• Under MSMED Act -2006, protections are offered for timely payment of
goods and services by the buyers to MSEs.
• State govt. has established a Micro and Small Enterprises Facilitation
Council (MSEFC) under the chairmanship of Commissioner of Industries,
GOR, with the representatives from Industry Associations, Banks, etc.
• In case of delay in payments beyond 45 days, the MSE may approach the
Council for dispute resolution, in accordance with the sections 15 to 24 of
MSME Act, 2006.
 Nature of assistance
• Where any Buyer fails to make payment to MSE on their supplied Goods
or Services, is liable to pay compound interest with monthly rests on the
amount from the appointed day or immediately following the date agreed
upon at three times of the bank rate notified by the RBI.
• Section 18(5) of the MSME Act, 2006 stipulates that every reference
made to MSEFC shall be decided within a period of 90 days from the date
of making such references.
Salient Features
• If the Appellant (not being the supplier) wants to file an appeal, no
application for setting aside any decree or award by the MSEFC shall be
entertained by any court unless the appellant (not being supplier) has
deposited with it, the 75% of the award amount (Section 19).
MSME SAMADHAN Portal - Ease of filing application
• An initiative for filing online application by the supplier MSE unit
against the buyer of goods/services before the concerned
MSEFC of his/her State/UT.
• These will be viewed by MSEFC Council for their actions.
• These will be also visible to Concerned Central Ministries,
Departments, CPSEs, State Government, etc. for pro-active
actions.
• The scanned PDF documents of work orders of Respondent and
invoices generated by MSE against those work orders are
required to be uploaded on portal.
DELAYED PAYMENT ACT(cont.)
Credit Guarantee Fund Trust Scheme For MSEs
 Objective
• Availability of Bank Credit without collaterals /3rd Party Guarantee mainly to
support the 1st Generation Entrepreneurs for setting up of MSEs.
 Eligible Activities
• Guarantee for Credit Facilities available for both term loan and working capital.
• Scheme extend the facilities for new as well as existing MSEs including service
enterprises.
• Credit to MSEs upto 200 lakh available.
 Annual Guarantee Fee
• Upto Rs. 5.0 lakh Credit : 0.75 % for Women /Micro Enterprises and 1.0 % for others.
• Beyond Rs.5.0 lakh Credit: 0.85 % for Women /Micro Enterprises and 1.0 % for
others.
 Guarantee cover
• For Micro Enterprises(Up to Rs.5 lakh Credit) : 85% of the credit exposure.
• For MSEs owned/ operated by women( above 5 Lakh & upto Rs.50 lakh Credit): 80%
of the credit exposure.
• For MSEs other than Women owned(above 5 Lakh & upto Rs.50 lakh Credit Up to
Rs.50 lakh Credit): 75% of the credit exposure.
• Above Rs.50 lakh and up to Rs.200 lakh: with a uniform guarantee at 50 % of the
credit exposure .
Marketing Assistance & Technology Up-gradation Scheme for MSMEs
 Participation of manufacturing MSEs in Domestic Trade Fairs/Exhibitions
• 80% subsidy on space rent paid by General Category units and 100% for SC/ST/women/PH
units limited to Rs.20,000/- or actual whichever is less.
• The space rent will subject to maximum booth/stall size of 6 Sq. Mtrs. or minimum
booth/stall size provided by fair organiser.
• In case of technology trade fair/ exhibition, maximum limit of space rent charges will be
Rs.50,000/- in place of Rs.20,000/-.
• 100% of Contingency expenditure for all categories of units subject to maximum Rs.10,000/-
or actual, whichever is less , travel expenditure for one representative.

 Participation of manufacturing MSEs in International Trade Fairs/Exhibitions
• 80% of the space rent for General Category units , whereas 100% for SC/ST/Women units

• The space rent will subject to maximum booth/stall size of 6 Sq. Mtrs. or minimum
booth/stall size provided by the Fair Organiser (e.g. ITPO, FIEO etc.).
• 100% of the economy class air fare for all categories of units subject to maximum RS.1.25
lakh or actual air fare paid, whichever is less (for one representative from participating unit)

Financial Assistance :
•Economy class airfare subject to a max. of Rs.1.50 lakh or actual fare paid, which
ever is lower.
•Space rent subject to a max. of Rs.1.00 lakh or actual rent paid , which ever is
lower.
•The Office Bearer to get US Dollar 150 per day towards duty allowance.
Delegation normally comprise of a min. of 5 Entrepreneurs & 1 Office Bearer.

 The Scheme
 The scheme is launched by Hon. P.M. on 27.6.2017 and encourage MSMEs towards new
approach i.e. Cloud Computing(CC) for ICT adoption.
 CC is emerging as a cost effective and viable alternative in comparison to in-house IT
infrastructure installed by MSMEs.
 Benefits
 Free from the burden of investment on hardware/software and infrastructural facilities and
IT personnel for maintenance purpose.
 Pay as you use model facility.
 Capital Expenditure (CAPEX) is getting converted into operational expenditure (OPEX).
 Centralized meeting system.
 the rental charges (monthly, quarterly, yearly) may include all cost components viz.
hardware, connectivity, software including updation, maintenance, etc.
 It helps in standardization of business processes, reduction in inventory carrying cost,
improvement in productivity and quality of production, controlling of cost & time,
improved customer satisfaction etc.

 Subsidy @ 60% of user charges each year will be disbursed over a period of 2 years (Max.

 The MSMEs may apply to the Service Provider/TCIL(IA) and lodge their request on official
National Portal (www.digitalmsme.gov.in) for availing the benefit of subsidy.
Digital MSME Scheme for MSMEs
 Objectives
• Developing an Ecosystem for Zero Defect Manufacturing in MSMEs.
• To promote adaptation of Quality tools/systems and Energy Efficient manufacturing.
• To enable MSMEs for manufacture of quality products.
• To encourage MSMEs to constantly upgrade their quality standards in products and processes.
• To drive manufacturing with adoption of Zero Defect production processes and without impacting the
environment.
• To support 'Make in India' campaign.
• To develop professionals in the area of ZED manufacturing and certification.
 Scheme Implementation for 22,222 MSMEs with a total budget of Rs. 491 Cr. (including GOI
contribution of Rs. 365 Cr.) in next 2-3 years.
 Benefits
After ZED assessment and adoption of proper other tools, MSMEs can reduce wastages substantially,
increase productivity, expand their market as lOPs, Vendors to CPSUs, more IPRs, development of new
products and processes etc.

LEAN MANUFACTURING for MSMEs
LEAN Manufacturing is better for Production of Goods by :-
Eliminating Non-value added activities / Wastes
 Using less Inputs to produce same output.
LEAN helps in reducing Lead Times, Mfg. Cost through proper
personnel management, better space utilization, scientific inventory
management, improved process flow, reduced engg. time etc.
As waste is eliminated, quality improves while production time &
cost are reduces.

 Tools used (5S,6Sigma,Pokayoke,Kanban, Visual Management, Value Stream

MSE-Cluster Development Programme (MSE-CDP)
A cluster is a group of enterprises located within an identifiable and as far as
practicable, contiguous area and producing same / similar products / services.
 The Ministry of MSME, GOI has adopted the Cluster Development
approach as a key strategy for enhancing the productivity and
competitiveness as well as capacity building of MSEs.
Infrastructure Development in the new/ existing industrial estates/areas for
development of land, provision of water supply, drainage, Power distribution,
non- conventional sources of Energy for common captive use, construction of
roads, common facilities such as First Aid Centre, Canteen, other need based
infrastructural facilities in new industrial (multi- product) areas/estates or
existing industrial areas/estates/clusters.
Maximum eligible project cost Rs.10.00 crore, with GoI contribution of 60%
(80% for clusters with more than 50% women/micro/SC/ST units)
Cost of Project and GOI Assistance
 Hard interventions- Setting up of Common Facility Center (CFC) for Creation of
tangible “assets” like Testing Facility, Design Centre, Production Centre, Effluent
Treatment Plant, Training Centre, R&D Centre, Raw Material Bank/Sales Depot,
Product Display Centre, Information Centre, any other need based facility.
 Maximum eligible project cost of Rs. 15.00 crore with GoI contribution of 70%
(90% for clusters with more than 50% women/micro/village/SC/ST units).
 There should be a minimum of 20 MSE cluster units serving as members of SPV
for the CFC. In special cases, where considerations of investments, technology or
small size of the cluster warrant lesser number of units, a minimum of 10 MSE
units may be considered for the SPV.
 If a detailed project report is finally approved, a sum of Rs.10 lakh (Ten lakh) will
be considered as a contribution by the Special Purpose Vehicle (SPV) towards
the project.

Fund released for state Rs. 395.64 lac & 86.89. In FY 2016-17 & 2017-18
 For In-principle approval:
•The cluster must have identified the members for proposed SPV and the
methodology of forming the SPV.
•It must have identified the land for implementation of hard intervention.
 For final approval:
• Formation of SPV.
• Land procured and registered in the name of SPV. In case of leased premises,
the lease should be legally tenable for a fairly long duration of 15 years in the
name of SPV.
• Submission of appraised DPR by SIDBI / Bank (if bank financing is involved) /
independent Technical Consultancy Organization.
• Details of the Share holding of the SPV and Project Specific Account in
Schedule a Bank.

National Awards for MSMEs
 OBJECTIVES
To Recognize the achievements of successful entrepreneurs in MSMEs and to encourage such
entrepreneurs by giving national awards to MSMES for outstanding efforts in entrepreneurship.
 PRIZE
Award carry cash prize of Rs. 1.00 Lac, a Certificate & a Trophy.
 ELIGIBILITY
MSMEs should have been in continuous production/services for last four years which have UAM.

Credit Linked Capital Subsidy Scheme (CLCSS) for MSEs
SCHEME UNDER REVISION
 OBJECTIVE
• To facilitate technology up-gradation of MSEs by providing Capital Subsidy on
Institutional Finance availed by them for introduction of established & proven
technologies.
 COMPONENTS & EXTENT OF FUNDING SUPPORT
• 15% upfront Capital Subsidy (Max Rs.15 lac) on credit for the cost of eligible investment
in plant & machinery by MSEs subject to ceiling of 100 lac for the eligible term loan
sanctioned by eligible PLIs /Nodal Bank/Agencies (Nodal Banks or Agencies).
• For SC/ST owned enterprises the subsidy applicable is 25%.(SCLCSS covered under SC/ST
Hub)
• Scheme open for new/existing units for updating technologies.
• The admissible capital subsidy w.r.t. the purchase price of plant and machinery instead
of the term loan disbursed to the beneficiaries unit.
• To intact improved technologies in the specified sub sectors/ products.
• Imported Plant & Machinery are eligible under the scheme.
• Upgradation with second hand machinery would not be considered.
• Units graduating from small to medium scale on account of sanction of additional loan
under CLCSS are also eligible for assistance.

  • 1. Definitions of Micro, Small & Medium Enterprises  As per MSME Act -2006 , the enterprises engaged in manufacturing or rendering of services are defined in terms of investment in Plant & Machinery/Equipments.  Manufacturing Sector Enterprises:Limit for Investment in plant & machinery:  Micro Enterprises :Does not exceed twenty 25 lakh rupees.  Small Enterprises : More than 25 lakh rupees but does not exceed 5 Cr rupees.  Medium Enterprises: More than 5 Cr rupees but does not exceed 10 Cr Rupees. Service Sector Enterprises : Limit for Investment in equipments:  Micro Enterprises :Does not exceed 10 lakh rupees.  Small Enterprises: More than 10 lakh rupees but does not exceed 2 Cr rupees.  Medium Enterprises: More than 2 Cr rupees but does not exceed 5 Cr Rupees. Proposed Change in Classification Criteria The Cabinet has approved a change in the basis of classifying MSMEs from ‘investment in Plant & Machinery/Equipment’ to ‘Annual Turnover’. Micro Enterprises – Annual Turnover upto 5 Cr. Small Enterprises – Annual Turnover above 5 Cr & upto 75 Cr. Medium Enterprises – Annual Turnover above 75 Cr & upto 250 Cr.

Udyog Aadhar Memorundum (UAM)  Ministry of Micro, Small and Medium Enterprises(MSME) has notified the Udyog Aadhaar Memorandum(UAM) under the MSMED Act, 2006 vide gazette notification in order to promote ease of doing business for MSMEs.  A one-page simple registration form for online filing of UAM has been introduced which has replaced the filing of Entrepreneur’s Memorandum Part I&II.  The filing of UAM can be done on http://udyogaadhaar.gov.in  The salient features of Udyog Aadhaar are:  Registration is online and user-friendly.  UAM can be filed on self-declaration basis.  No documentation required.  No Fee for filing.  File more than one Udyog Aadhaar with same Aadhaar Number. Public Procurement Policy For MSEs  OBJECTIVE • To increase participation of MSEs in govt. sector procurement.  SALIENT FEATURES • It is mandatory for every Central Ministry/ Department / PSU to procure a minimum 20% of the Total Annual Purchases of Products and/or Services produced / rendered by MSEs. • A sub-target of 4%(i.e.20% out of 20%) earmarked for procurement from MSEs owned by SC/ST entrepreneurs. • In the event of failure of such MSEs to participate in Tender Process/meet the Tender Requirement, 4% sub-target will be given to other MSEs. • Participating MSEs quoting price in the tender within the band of L1+15% may also be allowed to supply a portion of the requirement (20% of the total tendered value) by bringing down their price to L1 price (in a situation where L1 price is from someone other than an MSE). • In case of more than one such MSE, the supply will be shared equally. • Defence Armament & Equipments are kept out of purview of such policy of reservation. • Achievement made are required to be shown in Annual Reports. • Non-conforming Department are required to provide reasons to Review Committee set up under policy. • Procurement for 358 reserved items have been reserved for exclusive purchase from MSEs. • Public Procurement Policy Monitoring Portal – SAMBHAND PORTAL (https://sambandh.msme.gov.in/MinistryWisesReport.aspx) for Procurement monitoring from Central Ministries / Departments / CPSEs.

Delayed Payment Act for MSEs • Under MSMED Act -2006, protections are offered for timely payment of goods and services by the buyers to MSEs. • State govt. has established a Micro and Small Enterprises Facilitation Council (MSEFC) under the chairmanship of Commissioner of Industries, GOR, with the representatives from Industry Associations, Banks, etc. • In case of delay in payments beyond 45 days, the MSE may approach the Council for dispute resolution, in accordance with the sections 15 to 24 of MSME Act, 2006.  Nature of assistance • Where any Buyer fails to make payment to MSE on their supplied Goods or Services, is liable to pay compound interest with monthly rests on the amount from the appointed day or immediately following the date agreed upon at three times of the bank rate notified by the RBI. • Section 18(5) of the MSME Act, 2006 stipulates that every reference made to MSEFC shall be decided within a period of 90 days from the date of making such references.
  • 8. Salient Features • If the Appellant (not being the supplier) wants to file an appeal, no application for setting aside any decree or award by the MSEFC shall be entertained by any court unless the appellant (not being supplier) has deposited with it, the 75% of the award amount (Section 19). MSME SAMADHAN Portal - Ease of filing application • An initiative for filing online application by the supplier MSE unit against the buyer of goods/services before the concerned MSEFC of his/her State/UT. • These will be viewed by MSEFC Council for their actions. • These will be also visible to Concerned Central Ministries, Departments, CPSEs, State Government, etc. for pro-active actions. • The scanned PDF documents of work orders of Respondent and invoices generated by MSE against those work orders are required to be uploaded on portal. Credit Guarantee Fund Trust Scheme For MSEs  Objective • Availability of Bank Credit without collaterals /3rd Party Guarantee mainly to support the 1st Generation Entrepreneurs for setting up of MSEs.  Eligible Activities • Guarantee for Credit Facilities available for both term loan and working capital. • Scheme extend the facilities for new as well as existing MSEs including service enterprises. • Credit to MSEs upto 200 lakh available.  Annual Guarantee Fee • Upto Rs. 5.0 lakh Credit : 0.75 % for Women /Micro Enterprises and 1.0 % for others. • Beyond Rs.5.0 lakh Credit: 0.85 % for Women /Micro Enterprises and 1.0 % for others.  Guarantee cover • For Micro Enterprises(Up to Rs.5 lakh Credit) : 85% of the credit exposure. • For MSEs owned/ operated by women( above 5 Lakh & upto Rs.50 lakh Credit): 80% of the credit exposure. • For MSEs other than Women owned(above 5 Lakh & upto Rs.50 lakh Credit Up to Rs.50 lakh Credit): 75% of the credit exposure. • Above Rs.50 lakh and up to Rs.200 lakh: with a uniform guarantee at 50 % of the credit exposure .

Marketing Assistance & Technology Up-gradation Scheme for MSMEs  Participation of manufacturing MSEs in Domestic Trade Fairs/Exhibitions • 80% subsidy on space rent paid by General Category units and 100% for SC/ST/women/PH units limited to Rs.20,000/- or actual whichever is less. • The space rent will subject to maximum booth/stall size of 6 Sq. Mtrs. or minimum booth/stall size provided by fair organiser. • In case of technology trade fair/ exhibition, maximum limit of space rent charges will be Rs.50,000/- in place of Rs.20,000/-. • 100% of Contingency expenditure for all categories of units subject to maximum Rs.10,000/- or actual, whichever is less , travel expenditure for one representative. P.M. on 27.6.2017 and encourage MSMEs towards new approach i.e. Cloud Computing(CC) for ICT adoption.  CC is emerging as a cost effective and viable alternative in comparison to in-house IT infrastructure installed by MSMEs.  Benefits  Free from the burden of investment on hardware/software and infrastructural facilities and IT personnel for maintenance purpose.  Pay as you use model facility.  Capital Expenditure (CAPEX) is getting converted into operational expenditure (OPEX).  Centralized meeting system.  the rental charges (monthly, quarterly, yearly) may include all cost components viz. hardware, connectivity, software including updation, maintenance, etc.  It helps in standardization of business processes, reduction in inventory carrying cost, improvement in productivity and quality of production, controlling of cost & time, improved customer satisfaction etc.  Applications available (i) ERP (iii ) Manufacturing/ Design (ii) Accounting (iv) Regulatory Compliances including GST  Subsidy @ 60% of user charges each year will be disbursed over a period of 2 years (Max. Rs.1 lakh) to Micro and Small Enterprises. MSE-Cluster Development Programme (MSE-CDP) A cluster is a group of enterprises located within an identifiable and as far as practicable, contiguous area and producing same / similar products / services.  The Ministry of MSME, GOI has adopted the Cluster Development approach as a key strategy for enhancing the productivity and competitiveness as well as capacity building of MSEs. Infrastructure Development in the new/ existing industrial estates/areas for development of land, provision of water supply, drainage, Power distribution, non- conventional sources of Energy for common captive use, construction of roads, common facilities such as First Aid Centre, Canteen, other need based infrastructural facilities in new industrial (multi- product) areas/estates or existing industrial areas/estates/clusters. Maximum eligible project cost Rs.10.00 crore, with GoI contribution of 60% (80% for clusters with more than 50% women/micro/SC/ST units)
