In view of Department of Education’s vision towards the studentry,
we the GAYAB ELEMENTARY SCHOOL teaching staff envision globally
competitive pupils who passionately love and care their country, whose
values, skills and competencies enable them to achieve their potential in
their chosen field. As a child friendly institution, we dreamed to build
graduates who continuously improved itself to better serve its community
and its country as well.
SCHOOL POLICIES, PROCEDURES AND GUIDELINES
GAYAB ELEMENTARY SCHOOL envision to have a harmonious
place to dwell with in which Teachers, Parents, Students and
Stakeholders help hand to meet the necessary requirements, follow the
necessary guidelines and obey the rules and regulations regulated in this
constitution.
A. POLICIES and GUIDELINES
1. Wear decent attire upon entering the school such as shirts, pants
and uniforms. Wearing of sleeveless, shorts, backless, tubes and
mini-skirts are strongly discouraged.
2. Boys are required to have a 3x4 haircut as prescribe by the school
and Girls are encourage to have ponytails for them to be well
groomed. Any hair color is not encouraged.
3. “Basura Mo, Ibulsa Mo” thus everybody is required to throw
garbage in proper places. Littering inside the campus is strongly
discouraged.
4. Observe WATCH. We Advocate Time Consciousness and
Honesty. Flag ceremony well be held at 7:15 in the morning.
Therefore, don’t be late.
5. “No to Bullying.” Bullying will not be tolerated such as tormenting,
excluding, being unfriendly, cyber bullying, pushing, punching,
hitting, shoving, slapping, tickling, headlocks, kicking, inflicting
school pranks, teasing, fighting, use of available objects as
weapons, unwanted physical contacts and sexually abusive
comments.

11.Maintain a public record or a static of incidents of bullying and
retaliation.
12.Coordinate with appropriate offices and other agencies or

Our principles as a school aims to create an atmosphere where pupils
who are being bullied, or others who know about it, know what they have
been listened to
and believed, and that action taken will be swift but sensitive to their
concerns.

SCHOOL-BASED CHILD PROTECTION
AND ANTI-BULLYING POLICIES
Statement of Intent
Gayab Elementary School is committed to each student’s
success in learning with a caring, responsive, and safe environment
that is free of discrimination, violence, and bullying. Our school
works to ensure that all students have the opportunity and support
to develop to their fullest potential and share a personal and
meaningful bond with people in the school, community. If bullying
does occur, all pupils should be able to tell and know that incidents
will be dealt promptly and effectively.
As a school we will aim to respond promptly and effectively
to all issues of bullying.
Objective of the policy
To ensure that all teaching staff including the school head,
pupils and parents have understanding of what bullying is,
To ensure that all teaching staff including the school head
know what the school policy and procedure is on bullying
and follow it when bullying is reported.
All pupils and parents should know what the school policy is
on bullying, and what they should do if bullying arises.
As a school we take bullying seriously. Pupils and parents
should be ensured that they will be supported when bullying
is reported.
Bullying will not be tolerated.
7. A restorative meeting will take place between the pupils
involved so that both pupils can understand their behavior. The
outcome will include agreed strategies for ensuring there is no
further occurrence of bullying and to:
 Improve the working relationship between the individuals involve.
 A contact of behaviors may be put into place to support both the
victims and the pupils leading the bullying which follows the
restorative meeting.
 Provide counseling or referral services for perpetrators, victims and
appropriate family member of the pupils;
 In all cases parents will be informed and there will be an opportunity
to discuss the problem;
 Actions will be made the bully (bullies) change their behaviors.
 It is important that counseling is maintained for the both parties,
even when sanctions have been applied.
 Educate parents and guardians about dynamics of bullying, the
anti-bullying policies of the school and how parents can provide
support reinforce such policies.
C. Outcomes for Prevention and Intervention Program
The bully (bullies) will be asked to genuinely apologize and
must engage in restorative;
1. Process with victim/s in order to reconcile the pupils.
2. Consequences will also be put into place to sanction and behavior
and to educate the bully regarding behaviors appropriately. In
cases suspension or even exclusion will be considered.
3. After the incident/s have been investigated and dealt with, the
case will be monitored to ensure repeated bullying does not take
place.
SIGNS AND SYMPTOMS
Many children and young people do not speak out loud
being bullied and may indicate by signs or behavior that he or she
is being bullied. Adults should be aware of this signs and should if
a child:
= to speak to the class teacher if their child is being bullied or they
= to speak to the class teacher as soon as they are aware that issues are
arising which are affecting their child
= to instruct their children to tell if they are being bullied or if they have
seen other pupils being bullied.
= to notify the school if they think that their child is displaying bullying
behavior and to work with the school in addressing this problem. They
should not defer letting the school know of any issue, in the hope that the
problem will go away.
= to never directly approach a student or the parent or the parent of a
pupil, at the school to intervene behavioral issues.
MECHANISM AND PROCEDURE
1. Adopt and implement this child protection/anti-bullying policy in
accordance with the IRR of the Republic Act of 10627 and submit the
same to the division office.
2. Provide a copy of this child protection/anti bullying policy to pupils and
their parents.
3. Educate pupils on the dynamics of bullying, the anti-bullying policies
of the school as well as the mechanism for the anonymous reporting
of acts of bullying.
4. Educate parents and guardians about the dynamics of bullying. The
child protection or anti-bullying policy of the school and how parents
and guardians can provide support and reinforce the policy at home.
5. Devise prevention, intervention, protective and remedial measures to
address bullying.
6. Conduct the capacity bullying activities for guidance
counselors/teachers and members of Child Protection Committee.
7. Ensure effective Implementation of the anti-bullying policy and monitor
compliance there with;
8. Ensure the safety of the victim of bullying, the bully and the bystander
and determined the pupils needs for protection.
9. Ensure that the rights of the victim, the bully and the bystander are
protected and upheld during the conduct of the investigation.
10. Accomplish and submit reports, whenever there is an incident of
bullying, maintain a record of all proceedings related to bullying
6. Cheating is not allowed during quizzes and examination.
7. Stealing on school, homeroom and co-pupil properties is
prohibited, as well as extortion in any form is strongly discouraged.
8. Carrying of deadly and sharp weapons, alcohol, cigarettes,
cellphone and tablet is not allowed.
9. Computer gaming during school hours is prohibited.
10. Cutting classes and jumping off the fence is discouraged.
11. Vandalism in corridor, walls, chairs, tables, books and bulletin
board is not allowed.
12. Gambling in any form that involved money and that cause fights
and absences is prohibited.
13. Successive absences without valid reason are not allowed.
D. PROCEDURES
1. Upon the opening of the classes, every enrollee is required to:
 Kindergarten – Bring a copy of birth certificate ( PSA)
 Grade 1 – a copy of birth certificate, ECCD Checklist
Progress Report Card and Diploma
 Grade II-VI = Report Card
 Transferees = Report Card, Birth Certificate and Certificate of
good moral character.
2. Time Schedule
 Teacher and Pupils must be in school at 7:15 in the morning
to attend the flag ceremony from Monday to Friday.
 Classes in the morning will start at 7:30 AM.
 RECESS time for each grades are as reflected in the
teacher’s class program not exceeding 15 minutes.
Note: There will be no recess time in the afternoon except for the
Kindergarten Afternoon session.
 Morning Dismissal will not be earlier than 10:30 and not later
than 12:00 noon.
 Classes in the afternoon will start at 1pm.
 Afternoon Dismissal will not be earlier than 3:30 and not later
than 4:30 afternoon.
Note: Teacher/Pupil that will arrive late after the official time will be held as
late
Doesn’t want to go to school
Begs to be driven to school
Changes their usual routine
Cries themselves to sleep at night or has nightmares
Begins to truant
Is unwilling to go to school (school phobic) becomes anxious,
lacking of confidence.
Uses excuses to miss school (headache, stomachache ect.)
Begins to suffer academically
Comes home with clothes torn or book damaged
Has possession which are damaged or “go missing”
Ask for money or starts stealing money (to pay bully)
Has dinner or other monies continually lost.
Has unexplained cuts or bruises or shows signs of being in a
fight.
Comes home starving (money/lunch has been stolen)
Becomes aggressive, disruptive or unreasonable
Is bullying other children or siblings
Changes their eating habits (stop eating or over eats)
Is unable to sleep
Wets the bed
Is frightened to say what’s wrong
Gives unlikely excuses for any of the above.
These signs and behaviors could indicate other problems, but
bullying should be considered a possibility and should always be
investigated.
ROLES AND RESPONSIBILITIES
 For the school Child Protection Committee
Supports to the school head in all attempts to eliminate bullying
from the school. The committee will not condone any bullying at all
in our school and any incidents of bullying that do occur will be
taken seriously and dealt with

A. Prohibited Acts
1. Being unfriendly, excluding, tormenting (e.g. hiding books,
threating gestures) or any slanderous statement or
accusation that causes the victim undue emotional distress
like directing foul language or profanity at the target, name-
calling. Scarcasm, spreading rumors, and commenting
negatively on victims look, clothes and body; and
2. Cyber bullying or any bullying done through the use of
technology or any electronics means.
3. Pushing, punching, hitting, shoving, slapping, ticking,
headlocks, kicking or any act of violence;
4. Inflicting school pranks, teasing, fighting, and the use of
available objective as weapons.
5. Unwanted physical contact or sexually abusive comments;
6. Homophobic because of, or focusing on the issue of
sexuality.
B. Prevention and Intervention Programs
1. Pupil/parent should report and incident of bullying to any
member of the school child protection committee.
2. The committee member should make it clear to the victim
that revenge is not a solution.
3. Respond promptly and investigate reports of bullying.
4. Restore a sense of safety to the victim and assess the pupils
need for protection;
5. The committee member will record the details of the incident
and discuss it with the pupils to ensure accuracy.
6. Protect from bullying of the pupil/person who report acts of
bullying, provides information during an investigation of
bullying or is witness to or has reliable information about an
act of bullying; and

  • 1. In view of Department of Education’s vision towards the studentry, we the GAYAB ELEMENTARY SCHOOL teaching staff envision globally competitive pupils who passionately love and care their country, whose values, skills and competencies enable them to achieve their potential in their chosen field. As a child friendly institution, we dreamed to build graduates who continuously improved itself to better serve its community and its country as well. SCHOOL POLICIES, PROCEDURES AND GUIDELINES GAYAB ELEMENTARY SCHOOL envision to have a harmonious place to dwell with in which Teachers, Parents, Students and Stakeholders help hand to meet the necessary requirements, follow the necessary guidelines and obey the rules and regulations regulated in this constitution. A. POLICIES and GUIDELINES 1. Wear decent attire upon entering the school such as shirts, pants and uniforms. Wearing of sleeveless, shorts, backless, tubes and mini-skirts are strongly discouraged. 2. Boys are required to have a 3x4 haircut as prescribe by the school and Girls are encourage to have ponytails for them to be well groomed. Any hair color is not encouraged. 3. “Basura Mo, Ibulsa Mo” thus everybody is required to throw garbage in proper places. Littering inside the campus is strongly discouraged. 4. Observe WATCH. We Advocate Time Consciousness and Honesty. Flag ceremony well be held at 7:15 in the morning. Our principles as a school aims to create an atmosphere where pupils who are being bullied, or others who know about it, know what they have been listened to and believed, and that action taken will be swift but sensitive to their concerns. Offenses Punishable by Suspension Note: Number of days for suspension will be depending on the gravity of the offense. Gambling, smoking drinking Vandalism Destroying of school properties Carrying of dangerous weapons Cheating Bullying Physical and sexual harassment Successive absences Quarreling First Offense: Endorsed to the perfect of discipline Second Offense: Call the attention of Parents Third Offense: Suspension C. Offenses Punishable by Exclusion/Expulsion Stealing Dishonesty appropriately. - If parent is dissatisfied with the way the school has dealt with appropriately.  For all the Teaching Staff - To acknowledge that bullying is shared responsibility within the school. - To implement prevention and intervention strategies which build and maintain safe learning environment for the whole school community. - To empower students/pupils to deal with conflict in cons- tructive ways. - To take all reports of bullying seriously and to repost them to the Principal/School Head if warranted. - To document any serious bullying or incident using the Bullying incident report form.  For the Pupils = to show consideration, respect and support towards others. = to be able to identify bullying behavior. = to not bully others = to tell if they are being bullied or if they see someone else being bullied = to engage in responsible reporting when witnessing or experiencing bullying behavior. = to develop a sense of empathy for targeted members of the school community and as a result take safe and sensible action as a bystander.  For the Parents = to support the school in the implementation of the policy = to watch out for signs that their child maybe being bullied.

SCHOOL-BASED CHILD PROTECTION AND ANTI-BULLYING POLICIES Statement of Intent Gayab Elementary School is committed to each student’s success in learning with a caring, responsive, and safe environment that is free of discrimination, violence, and bullying. Our school works to ensure that all students have the opportunity and support to develop to their fullest potential and share a personal and meaningful bond with people in the school, community. If bullying does occur, all pupils should be able to tell and know that incidents will be dealt promptly and effectively. As a school we will aim to respond promptly and effectively to all issues of bullying. Objective of the policy To ensure that all teaching staff including the school head, pupils and parents have understanding of what bullying is, To ensure that all teaching staff including the school head know what the school policy and procedure is on bullying and follow it when bullying is reported. All pupils and parents should know what the school policy is on bullying, and what they should do if bullying arises. As a school we take bullying seriously. Pupils and parents should be ensured that they will be supported when bullying is reported. Bullying will not be tolerated. 7. A restorative meeting will take place between the pupils involved so that both pupils can understand their behavior. The outcome will include agreed strategies for ensuring there is no further occurrence of bullying and to:  Improve the working relationship between the individuals involve.  A contact of behaviors may be put into place to support both the victims and the pupils leading the bullying which follows the restorative meeting.  Provide counseling or referral services for perpetrators, victims and appropriate family member of the pupils;  In all cases parents will be informed and there will be an opportunity to discuss the problem;  Actions will be made the bully (bullies) change their behaviors.  It is important that counseling is maintained for the both parties, even when sanctions have been applied.  Educate parents and guardians about dynamics of bullying, the anti-bullying policies of the school and how parents can provide support reinforce such policies. C. Outcomes for Prevention and Intervention Program The bully (bullies) will be asked to genuinely apologize and must engage in restorative; 1. Process with victim/s in order to reconcile the pupils. 2. Consequences will also be put into place to sanction and behavior and to educate the bully regarding behaviors appropriately. In cases suspension or even exclusion will be considered. 3. After the incident/s have been investigated and dealt with, the case will be monitored to ensure repeated bullying does not take place. SIGNS AND SYMPTOMS Many children and young people do not speak out loud being bullied and may indicate by signs or behavior that he or she is being bullied. Adults should be aware of this signs and should if a child:
  • 4. = to speak to the class teacher if their child is being bullied or they = to speak to the class teacher as soon as they are aware that issues are arising which are affecting their child = to instruct their children to tell if they are being bullied or if they have seen other pupils being bullied. = to notify the school if they think that their child is displaying bullying behavior and to work with the school in addressing this problem. They should not defer letting the school know of any issue, in the hope that the problem will go away. = to never directly approach a student or the parent or the parent of a pupil, at the school to intervene behavioral issues. MECHANISM AND PROCEDURE 1. Adopt and implement this child protection/anti-bullying policy in accordance with the IRR of the Republic Act of 10627 and submit the same to the division office. 2. Provide a copy of this child protection/anti bullying policy to pupils and their parents. 3. Educate pupils on the dynamics of bullying, the anti-bullying policies of the school as well as the mechanism for the anonymous reporting of acts of bullying. 4. Educate parents and guardians about the dynamics of bullying. The child protection or anti-bullying policy of the school and how parents and guardians can provide support and reinforce the policy at home. 5. Devise prevention, intervention, protective and remedial measures to address bullying. 6. Conduct the capacity bullying activities for guidance counselors/teachers and members of Child Protection Committee. 7. Ensure effective Implementation of the anti-bullying policy and monitor compliance there with; 8. Ensure the safety of the victim of bullying, the bully and the bystander and determined the pupils needs for protection. 9. Ensure that the rights of the victim, the bully and the bystander are protected and upheld during the conduct of the investigation. 10. Accomplish and submit reports, whenever there is an incident of bullying, maintain a record of all proceedings related to bullying 6. Cheating is not allowed during quizzes and examination. 7. Stealing on school, homeroom and co-pupil properties is prohibited, as well as extortion in any form is strongly discouraged. 8. Carrying of deadly and sharp weapons, alcohol, cigarettes, cellphone and tablet is not allowed. 9. Computer gaming during school hours is prohibited. 10. Cutting classes and jumping off the fence is discouraged. 11. Vandalism in corridor, walls, chairs, tables, books and bulletin board is not allowed. 12. Gambling in any form that involved money and that cause fights and absences is prohibited. 13. Successive absences without valid reason are not allowed. D. PROCEDURES 1. Upon the opening of the classes, every enrollee is required to:  Kindergarten – Bring a copy of birth certificate ( PSA)  Grade 1 – a copy of birth certificate, ECCD Checklist Progress Report Card and Diploma  Grade II-VI = Report Card  Transferees = Report Card, Birth Certificate and Certificate of good moral character. 2. Time Schedule  Teacher and Pupils must be in school at 7:15 in the morning to attend the flag ceremony from Monday to Friday.  Classes in the morning will start at 7:30 AM.  RECESS time for each grades are as reflected in the teacher’s class program not exceeding 15 minutes. Note: There will be no recess time in the afternoon except for the Kindergarten Afternoon session.  Morning Dismissal will not be earlier than 10:30 and not later than 12:00 noon.  Classes in the afternoon will start at 1pm.  Afternoon Dismissal will not be earlier than 3:30 and not later than 4:30 afternoon. Note: Teacher/Pupil that will arrive late after the official time will be held as late

Doesn’t want to go to school Begs to be driven to school Changes their usual routine Cries themselves to sleep at night or has nightmares Begins to truant Is unwilling to go to school (school phobic) becomes anxious, lacking of confidence. Uses excuses to miss school (headache, stomachache ect.) Begins to suffer academically Comes home with clothes torn or book damaged Has possession which are damaged or “go missing” Ask for money or starts stealing money (to pay bully) Has dinner or other monies continually lost. Has unexplained cuts or bruises or shows signs of being in a fight. Comes home starving (money/lunch has been stolen) Becomes aggressive, disruptive or unreasonable Is bullying other children or siblings Changes their eating habits (stop eating or over eats) Is unable to sleep Wets the bed Is frightened to say what’s wrong Gives unlikely excuses for any of the above. These signs and behaviors could indicate other problems, but bullying should be considered a possibility and should always be investigated. ROLES AND RESPONSIBILITIES  For the school Child Protection Committee Supports to the school head in all attempts to eliminate bullying from the school.   • 6. A. Prohibited Acts 1. Being unfriendly, excluding, tormenting (e.g. hiding books, threating gestures) or any slanderous statement or accusation that causes the victim undue emotional distress like directing foul language or profanity at the target, name- calling. Scarcasm, spreading rumors, and commenting negatively on victims look, clothes and body; and 2. Cyber bullying or any bullying done through the use of technology or any electronics means. 3. Pushing, punching, hitting, shoving, slapping, ticking, headlocks, kicking or any act of violence; 4. Inflicting school pranks, teasing, fighting, and the use of available objective as weapons. 5. Unwanted physical contact or sexually abusive comments; 6. Homophobic because of, or focusing on the issue of sexuality. B. Prevention and Intervention Programs 1. Pupil/parent should report and incident of bullying to any member of the school child protection committee. 2. The committee member should make it clear to the victim that revenge is not a solution. 3. Respond promptly and investigate reports of bullying. 4. Restore a sense of safety to the victim and assess the pupils need for protection; 5. The committee member will record the details of the incident and discuss it with the pupils to ensure accuracy. 6.   • 7. 7. A restorative meeting will take place between the pupils involved so that both pupils can understand their behavior. The outcome will include agreed strategies for ensuring there is no further occurrence of bullying and to:  Improve the working relationship between the individuals involve.  A contact of behaviors may be put into place to support both the victims and the pupils leading the bullying which follows the restorative meeting.  Provide counseling or referral services for perpetrators, victims and appropriate family member of the pupils;  In all cases parents will be informed and there will be an opportunity to discuss the problem;  Actions will be made the bully (bullies) change their behaviors.  It is important that counseling is maintained for the both parties, even when sanctions have been applied.  Educate parents and guardians about dynamics of bullying, the anti-bullying policies of the school and how parents can provide support reinforce such policies. 8. Outcomes for Prevention and Intervention Program The bully (bullies) will be asked to genuinely apologize and must engage in restorative; 9. Process with victim/s in order to reconcile the pupils. 10. Consequences will also be put into place to sanction and behavior and to educate the bully regarding behaviors appropriately. In cases suspension or even exclusion will be considered. 11. After the incident/s have been investigated and dealt with, the case will be monitored to ensure repeated bullying does not take place. SIGNS AND SYMPTOMS Many children and young people do not speak out loud being bullied and may indicate by signs or behavior that he or she is being bullied. Adults should be aware of this signs and should if a child: - appropriately.
  • 8. - If parent is dissatisfied with the way the school has dealt with appropriately.  For all the Teaching Staff - To acknowledge that bullying is shared responsibility within the school. - To implement prevention and intervention strategies which build and maintain safe learning environment for the whole school community. - To empower students/pupils to deal with conflict in cons- tructive ways. - To take all reports of bullying seriously and to repost them to the Principal/School Head if warranted. - To document any serious bullying or incident using the Bullying incident report form.  For the Pupils = to show consideration, respect and support towards others. = to be able to identify bullying behavior. = to not bully others = to tell if they are being bullied or if they see someone else being bullied = to engage in responsible reporting when witnessing or experiencing bullying behavior. = to develop a sense of empathy for targeted members of the school community and as a result take safe and sensible action as a bystander.  For the Parents = to support the school in the implementation of the policy = to watch out for signs that their child maybe being bullied. prescribe in Enclosure 1-5 to DepEd Memorandum No. 68, s.2014 to division office. 11.Maintain a public record or a static of incidents of bullying and retaliation. 12.Coordinate with appropriate offices and other agencies or instrumentalities for appropriate assistance and intervention, as requires by the circumstance.
