A. GENERAL PROVISIONS

1.1. International non-governmental organization "European Sumo Federation" (hereinafter - the
Federation) is a voluntary association of legal entities, which are national federations of sumo in the
territory of Europe, established on the basis of common interests for the purposes provided for in
this charter.
Full name - the International NGO "European Federation of sumo."
Short title - NGO "EFS".
Full name in English - International Public Organization «European Sumo Federation».
Short name in English - EFS.
1.2. The Federation is the legal entity with the registration, has a separate property, has an
independent balance, settlement and other accounts with credit institutions, seal with its name.
Members of the Federation shall retain their independence and rights of legal entity.
1.3. Location of the Federation is determined by the residence of acting President of the Federation.


Two.GOALS AND OBJECTIVES OF FEDERATION

2.1. The main purpose of the Federation is to develop, promote and popularize sumo in Europe, the
spiritual and moral education of citizens, advocacy among its members the principles of Olympism,
as well as protection of the common interests of members of the Federation.
2.2. In order to achieve the statutory purposes of the Federation in accordance with the law and
norms of international law shall have the following activities:
2.2.1. * Together with members of the Federation organizes and conducts in accordance with
regulations adopted by the International Sumo Federation (hereinafter - the IFS), the European
sporting events, including continental (regional) tournaments, championships, cups and
championships in Europe, both among athletes adult age groups, and among students, youth, men
and children, and in close collaboration with the ISF conducts various international seminars for
judges of the sport, training courses and professional sports coaches and judges, organizes and
conducts meetings of members of the Federation;
2.2.2. Contributes to the improvement of training of skilled athletes;
2.2.3. Collaborates with various international sports organizations, public associations and other
nonprofit organizations in the field of sports, the harmonious development of personality, a healthy
lifestyle and strengthening friendship between peoples and national sports organizations;
2.2.4. Participates in the prevention of doping in sport and combat, as well as in countering the
manifestations of all forms of discrimination and violence in sport;
2.2.5. Organizes within the Federation and the promotion of sports and cultural activities;
2.2.6. Interacts with the international sports organizations, public associations and other nonprofit
organizations for the further development of Sumo and sports in general;
2.2.7. Performs in order to achieve the statutory purpose as prescribed by law on business;
2.2.8. Promotes legal, social and moral protection of members of organizations within the
Federation;
2.2.9. Members of the Federation promotes the exchange of techniques used in their operations.
2.2.10. Carries out other activities to achieve the statutory purposes of the Federation, and is not
contrary to law and norms of international law.


Three.PROPERTY AND EQUIPMENT FEDERATION

3.1. Property Federation are tangible assets and financial resources are the property of the
Federation.
The Federation may own buildings, housing, equipment, inventory, cash, securities and other
property.
3.2. The sources of funding and the formation of the Federation of the property are:
- Regular and non-recurring income from members of the Federation;
- Grants and other receipts from the IFS;
- Voluntary contributions and donations of property;
- Dividends (profits, interest) received on the shares, bonds, other securities and deposits;
- Income from property Federation;
- Other, not prohibited by law.
3.3. The size and order of payment of members of the Federation membership dues are set by the
Board Federation.
3.4. Contributions from members of the Federation, the Federation received a profit, and all it had
bought the property at their own expense are the property of the Federation.
3.5. The main areas of use of property the Federation are:
- Ensuring the achievement of statutory objectives and implementation activities of the Federation;
- Provision of management and control of the Federation;
- Charity.
The resulting profit is not the Federation shall be distributed among the members of the Federation.
3.6. All copyrights Federation (symbols, the name of the Federation, the title of the championships,
competitions, organized the Federation), belong exclusively to the Federation.


4. MEMBERSHIP OF THE FEDERATION

4.1. Members of the Federation shall be:
 official members - legal entities - public associations, which are the national federations of sumo in
the territory of Europe, recognized National Olympic Committees or relevant authorized state
supreme sports authorities of the countries in which the data are national federations, as well as
recognized by the ISF;
members - individuals and legal entities - associations that are part of a sports association (not just
the sumo), or are self-federation, which has no non-recognition of National Olympic Committee or
the appropriate higher authorized state sporting body in the country.
4.2. Official members of the Federation shall have the right to:
- Participate in the management of affairs in the manner prescribed by the charter Federation;
- To submit the candidacy of a representative for election to the management and auditing of the
Federation;
- Submit to the bodies of the Federation proposals on all issues that are the subject of the
Federation, to participate in the discussion and decision making;
- To receive information on the expenditure of funds, use of priority services provided by the
Federation, to indicate on their letterhead and seals his membership in the Federation;
- Withdraw from the Federation at the end of the fiscal year.
Members of the Federation shall have the right to:
- Take part in the Congress (with no voting rights);
- Make proposals regarding the management of the Federation is not;
- To receive information on the expenditure of funds, use the services provided by the Federation;
4.2.1. Member of the Federation (official and member of the member) may be expelled from the
Federation to address the remaining members in the cases and manner established by the charter of
the Federation. With regard to the responsibility of the excluded member of the Federation, the

4.2.2. With the consent of the official members of the Federation, he may enter a new member.
4.3. Members of the (official and members of) the Federation shall:
- Comply with generally recognized principles and norms of international and national law, this

problems of the Federation;
- Respect the interests of other members of the Federation, to comply strictly with the Olympic

members of the Federation.
4.4. The order of admission to membership in the Federation.
4.4.1. Acceptance of a new member of the Federation on the basis of Congress Federation.
4.4.2. Acceptance of a new member of the Federation on the basis of his application submitted to
the Executive Committee of the Federation.
4.4.3. After receiving the application the Board shall consider the Federation at the next meeting.

member of the Federation for consideration by the Congress of the Federation or of a reasoned
refusal in the making of this issue for consideration by the Congress of the Federation.
4.4.4. Decision to admit a new member of the Federation was adopted by Congress Federation 3/4
vote of Federation members present at the Congress of the Federation, and in the presence of a
quorum.
4.4.5. Since the decision by Congress a new member of the Federation shall be considered adopted
in the Federation.

4.5. The order of release and exclusion of members of the Federation.
4.5.1. Member of the Federation has the discretion to withdraw from the Federation. To do this, a

the Federation;

- Failure to comply with a member of the Federation of the obligation to pay annual membership
dues for seven months from the date of expiry of the payment deadline set by a local act on the
payment of membership fees;

4.5.3. In the case of voluntary withdrawal or expulsion from the members of the Federation, paid
membership fees are not refundable.
4.5.4. With the exception of the members of the Federation, as well as voluntary withdrawal from
the Federation of the authority representative (s) a member of the Federation in the management
and control of the Federation cease from the date of the decision to expel, or the date of receipt by
the President of Federation of the declaration of the output member of the Federation of the
Federation.
4.6. Admission and membership fees.
4.6.1. The size of the order and dates of admission and membership fees shall be established by
decisions of the Executive Committee of the Federation and may be changed no more frequently
than once per calendar year.
4.6.2. Members of the (official members and members) of the Federation shall timely pay
membership fees.
4.6.3. The entrance and annual membership fees are spent for the maintenance and control of

4.6.4. Membership fees and other assets transferred to the Federation for voluntary withdrawal or
expulsion of members of the Federation will not be returned.
4.6.5. Entrance fees to be made in within 90 (ninety) days from the date of the Congress of the

4.7. Relations between the Federation and the National Federation of sumo, which has no
recognition of the National Olympic Committee or the appropriate authorized state sports the

the IFS, as well as the Federation and the National Sumo Federation, which has no recognition of
any National Olympic Committee or the corresponding to the highest authorized State sporting

concluded in accordance with the regulations between the Federation and the National Federation of
sumo.

Five. Managing and auditing body FEDERATION

5.1. The highest governing body of the Federation is a Federation Congress (hereinafter - the Congress).
The quota of representation in Congress - the official representative of a member of the Federation the
right to one vote. The powers of the representative of an official member of the Federation shall be made

The Congress shall meet as necessary but at least once a year. Session of Congress is authorized to (a
quorum), if it is present in more than half of the members of the Federation.
5.2. Extraordinary Congress of the Federation may be convened to address:
- President of the Federation;
- Auditing Commission Federation;
- Not less than two thirds of the Federation members.
5.3. Congress of the Federation shall be entitled to take decisions on any matters of the Federation.
The exclusive competence of the Congress of the Federation are:
5.3.1. Changing the statute of the Federation.
5.3.2. Determination of priorities of the Federation, the principles of formation and use of its property.
5.3.3. The election for a term of five years, the President of the Federation and the premature termination
of his powers.
5.3.4. The election for a term of five years, officials of the Federation: Federation Vice-Presidents, Secretary
General of the Federation, the Chairman of the Auditing Commission of the Federation and the Auditing
Commission of the Federation, and the termination of their powers.
5.3.5. Admission of new members to the Federation and the exclusion of members of the Federation of the
Federation.
5.3.6. Address issues of reorganization and liquidation of the Federation.
5.4.7. Decisions on the matters listed in paragraphs 5.3.1., 5.3.2, 5.3.5. taken by a qualified majority of at
least 2/3 vote of the representatives of the members present at the Congress of the Federation, and in the
presence of a quorum.
Decisions referred to in paragraphs 5.3.6 shall be taken by qualified majority of at least three fourths vote
of the representatives of the Federation members present at the Congress of the Federation, and in the
presence of a quorum.
Decisions on other matters shall be taken by Congress by a simple majority vote of the Federation of
Representatives of the Federation members present at a meeting of the Congress of the Federation, in the
presence of a quorum. The form of voting (public, secret) by the Congress in making decisions is
determined by Congress.
Regular elections of the President of the Federation and the Federation Governing held every five years at
the place of registration of the Federation.
5.5. In the period between meetings of the Congress of the Federation Executive Committee directs the
activities of the Federation, which is a standing collegiate governing body of the Federation. Executive
Committee of the Federation shall exercise the rights and obligations of the legal entity on behalf of the
Federation.
5.6. The quantitative composition of the Executive Committee of the Federation is:
- President;
- Vice President of financial activities;
- Vice-President of Sport;
- Vice-President for judging;
- Vice President, Ethics and Education;
- The Secretary-General;
5.7. Executive Committee of the Federation may be reelected upon expiration of the term of office for
another term. The question of the dissolution of the Board members can be put to Congress on the request
of at least two thirds of its members.
5.8. The Board is accountable to the Congress of the Federation Federation.
5.9. Exclusive competence of the Executive Committee of the Federation:
- Organizes the work of the Federation and monitors implementation of decisions of the Congress of the
Federation;
- Decides to hold a Congress of the Federation, defines a project on its agenda, date and venue;

- Approve the annual plan and budget, the annual balance sheet of the Federation, its annual report,

- Says the symbolism of the Federation;
- Approves, in accordance with the rules of MFN status, rules and other local acts, regulating the procedure
of the territory of the European competitions in sumo, establishes a system of monitoring their
performance, including a system of sanctions and restrictions;
- Manage the property of the Federation;
- Pre-examines the admission of new members of the Federation;
- Approves the staffing of the Federation;
- Prepare questions for discussion at the Congress of the Federation;
- Annually inform the public authorities, as well as the ISF on the continuation of the Federation with an
indication of the actual location of a permanent collegial governing body of the Federation, its name and
information about the leaders of the Federation;
- Solve any other issues not related to the exclusive jurisdiction of Congress of the Federation.
- Members of the Executive Committee of the Federation, except the President of the Federation, the
Congress had no right to vote.
Meetings of the Board shall be held as necessary but at least twice a year and are eligible for participation
in more than half the members of the Executive Committee of the Federation under the supervision of the
President of the Federation, and, in the absence of the President of the Federation, one of the vice-
presidents appointed by the President of the Federation.
5.10. Decisions are taken by open vote by simple majority of Board members present at the meeting. In
cases where, for any reason to hold a meeting of the Board is not possible, the President of the Federation
shall order the adoption of decisions by an exchange of letters, faxes or e-mail.
5.11. President of the Federation (hereinafter - the President) is an officer of the Federation, who heads the
Board. The President is elected by the Congress of the Federation for a period of five years. The next
presidential elections are held at the Congress of the Federation during the calendar year in which ends the
term of office of the President of the Federation.
5.12. President of the Federation:
- Open and preside at the Congress of the Federation, the Executive Committee of the Federation;
- Accountable to Congress, the Federation is responsible for the state of the Federation and shall be
entitled to decide all questions of the Federation, who are not assigned to the exclusive jurisdiction of the
Congress of the Federation and the Executive Committee of the Federation;
- Is the Chairman of the Executive Committee of the Federation and shall direct its work;
- During the voting at meetings of the Congress and the Executive Committee shall have two votes;
- Without a warrant is valid and represents the Federation in its relations with international organizations,
government bodies and local authorities, organizations of various legal forms of ownership, as well as to
individuals in the states, which are members of the Federation;
- Provides international connections Federation;
- Administers the programs of the Federation;
- Sign the official documents of the Federation;
- Within the approved budget of the Federation without authorization commits on behalf of transactions
and other legal acts, enter into contracts, acquire property, and manages, performs other legal actions on
behalf of the Federation;
- Issue powers of attorney on behalf of the Federation;
- Distribute the duties among the members of the Executive Committee of the Federation, officials of the
Federation;
- Presents the draft budget of the Federation Federation Board for approval;
- Carries out in accordance with the law other actions necessary to achieve the statutory purposes of the
Federation, except those which constitute the exclusive competence of the Congress of the Federation or
the Executive Committee of the Federation.
President of the Federation on the basis of the order shall have the right at the time of his absence to
appoint a Vice-Presidents of the Federation acting president of the Federation.
5.13. Vice-President of the Federation (hereinafter - the vice-presidents) are officials of the Federation, the
Congress elected for a term of five years.
5.14. Vice-presidents:
- Accountable to the President of the Federation;
- Supervise the work of the Federation to implement its activities and achieve its statutory targets in
countries that are members of the Federation;
- Prepare proposals for public events, programs and projects to participate in other community programs,
including international ones, to participate in the activities of international NGOs, in cooperation with
partners in the Federation in the sphere of public activity;
- Carry out orders of the President of the Federation.
5.15. Vice President of the Federation is the financial officer of the Federation to be elected by Congress for
five years.
5.17. Vice President for financing activities:
- Accountable to the President of the Federation;
- Prepares the draft budget and submits it to the Federation President Federation;
- Organize accounting and reporting Federation;
5.18. Vice President of Sports Federation is an officer of the Association, elected by Congress for five years.
5.18. Vice President for Sport:
- Accountable to the President of the Association;
- Supervises the preparation and organization of the championships, championships and other
competitions held by the Federation;
- Supervises the meetings of the Credentials Committees of competitions, as well as the organization and
conduct of draws;
- Develops draft regulations and other regulations governing the conduct of competitions held by the
Federation;
- Monitors compliance with sports facilities standards established by MFS and the Federation.
5.19. Vice President of Referee is an official of the Federation to be elected by Congress for five years.
5.20. Vice President of Referee:
- Accountable to the President of the Federation;
- Direct questions regarding the security of judging competitions held Federation;
- Oversees the process of education and training of judges;
- Directs the Appeals Board ** Federation controls its operation;
- Provides drafting of the Federation, the regulatory classification of the judges of the Federation;
- Represents the Federation in a judicial commission MFS.
5.21. Vice President, Ethics and Education is an official of the Federation to be elected by Congress for five
years.
5.22. Vice President, Ethics and Education:
- Accountable to the President of the Federation;
- Provides for the development of ethical standards at all levels;
- Ensure observance of etiquette coaches and athletes;

5.23. The Secretary General is an officer of the Federation to be elected by Congress for five years.
5.24. The Secretary-General:
- Accountable to the President of the Federation, is a member of the Executive Committee of the
Federation, shall be entitled to decide all questions of the Federation, who are not assigned to the exclusive
jurisdiction of Congress, the Executive Committee of the Federation, as well as the competence of the
Federation President and the Vice-Presidents of the Federation;
- Acts on the basis of power of attorney on behalf of the Federation, President of the Federation;
- Makes decisions on operational matters of internal activities of the Federation;
- Arrange for the preparation and conduct of meetings of the Congress, the Executive Committee of the
Federation, as well as workshops, conducted by the President of the Federation;
- Maintain personnel and statistical records;
- Keeps paperwork Federation;
- Performs other organizational and economic tasks assigned to him by the President of the Federation.
5.25. Control over the observance of members of the Federation, the governing bodies, bodies of the
Federation officials, the provisions of the statute of the Federation, as well as control over the financial and
economic activities shall be exercised by the Control and Audit Commission Federation, the Federation
elected by Congress from among the members of the Federation for a period of five years.
5.26. Members of the Auditing Commission can not be members of the governing bodies and officials of the
Federation, as well as employees of the Federation.
5.27. Control and Audit Commission carries out planned inspections of financial and economic activities of
the Federation, on its own initiative or on behalf of the Congress of the Federation.
5.28. Auditing Commission is entitled to demand from officials of the Federation to provide all necessary
documents and personal explanations.
5.29. Auditing Commission presents the results of inspections of compliance with the statute Federation, as
well as financial and economic activities of the Federation Congress of the Federation.
5.30. To help the work of the vice-presidents appointed by the Executive Director to:
- For sport;
- Referee;
- Finance;
5.31. The Executive Director shall be appointed by the President of the Federation for a period designated
by the President of the Federation.
Five. 32. Executive Director of Sport:
- Solves all the issues concerning the preparation and organization of the championships and other
competitions held by the Federation;
- Ensure the implementation of mandated commissions competitions, as well as the organization and
conduct of draws;
- Develops draft regulations and other regulations governing the conduct of competitions held by the
Federation;
- Monitors compliance with sports facilities and equipment of participants;
5.33. Executive Director of Referee:
- Solves all the issues on ensuring the judging competitions held Federation;
- Directs the judicial committee of the Federation, oversees its work;
- Provides drafting of the Federation, the regulatory classification of the judges of the Federation;
- Represents the Federation in a judicial commission MFS;
5.34. Executive Director for Finance:
- Ensure the collection of fees established by the Federation;
- Provides financial reports of funds raised for the meeting of Congress;
- Ensures the transfer of funds collected by the Vice President for Finance, by an act of transfer;



6. ORDER OF REORGANIZATION AND LIQUIDATION OF FEDERATION

6.1. Federation can be reorganized or liquidated in the manner prescribed by law. Reorganization or
liquidation of the Federation can be done to address the Congress of the Federation, which was adopted by
a majority of two thirds of votes of votes of the representatives of the Federation members present at the
Congress in the presence of a quorum.
6.2. With the reorganization of the Federation of all documents (administrative, financial, economic,
personnel, etc.) are transferred in the manner prescribed by law, the successor (successor) Federation.
6.3. Upon liquidation of the Federation remaining after satisfaction of creditors' claims should be sent to
the Federation to implement the statutory purposes of the Federation.



7. HOW TO MAKE CHANGES AND ADDITIONS TO THE CONSTITUTION

7.1. Changes made to the charter of the Federation, approved by Congress by a qualified majority of 2/3
vote of the members of the Federation and in the presence of a quorum.
7.2. Charter of the Federation, as well as changes to the charter of the Federation shall take effect from the
date of its (their) approval.

    * EFS may make changes to the Rules of the Continental (European) sports activities with respect to
age and weight category.
       ** The right to hold the championships and competitions conducted by the Federation will be
provided solely by the national federations that can guarantee their entry into the country for everyone to
take part in competitions conducted by the Federation.
The Appeal Board *** - composition: President of the Federation, Vice President of Sports Federation and
Vice President of the Federation referee.

GENERAL PROVISIONS 1.1. International non-governmental organization "European Sumo Federation" (hereinafter - the Federation) is a voluntary association of legal entities, which are national federations of sumo in the territory of Europe, established on the basis of common interests for the purposes provided for in this charter. Full name - the International NGO "European Federation of sumo." Short title - NGO "EFS". Full name in English - International Public Organization «European Sumo Federation». Short name in English - EFS. 1.2. The Federation is the legal entity with the registration, has a separate property, has an
  • 2. independent balance, settlement and other accounts with credit institutions, seal with its name. Members of the Federation shall retain their independence and rights of legal entity. 1.3. Location of the Federation is determined by the residence of acting President of the Federation. Two.GOALS AND OBJECTIVES OF FEDERATION 2.1. The main purpose of the Federation is to develop, promote and popularize sumo in Europe, the spiritual and moral education of citizens, advocacy among its members the principles of Olympism, as well as protection of the common interests of members of the Federation. 2.2. In order to achieve the statutory purposes of the Federation in accordance with the law and norms of international law shall have the following activities: 2.2.1. * Together with members of the Federation organizes and conducts in accordance with regulations adopted by the International Sumo Federation (hereinafter - the IFS), the European sporting events, including continental (regional) tournaments, championships, cups and championships in Europe, both among athletes adult age groups, and among students, youth, men and children, and in close collaboration with the ISF conducts various international seminars for judges of the sport, training courses and professional sports coaches and judges, organizes and conducts meetings of members of the Federation; 2.2.2. Contributes to the improvement of training of skilled athletes; 2.2.3. Collaborates with various international sports organizations, public associations and other nonprofit organizations in the field of sports, the harmonious development of personality, a healthy lifestyle and strengthening friendship between peoples and national sports organizations; 2.2.4. Participates in the prevention of doping in sport and combat, as well as in countering the manifestations of all forms of discrimination and violence in sport; 2.2.5. Organizes within the Federation and the promotion of sports and cultural activities; 2.2.6. Interacts with the international sports organizations, public associations and other nonprofit organizations for the further development of Sumo and sports in general; 2.2.7. Performs in order to achieve the statutory purpose as prescribed by law on business; 2.2.8. Promotes legal, social and moral protection of members of organizations within the Federation; 2.2.9. Members of the Federation promotes the exchange of techniques used in their operations. 2.2.10. Carries out other activities to achieve the statutory purposes of the Federation, and is not contrary to law and norms of international law. Three.PROPERTY AND EQUIPMENT FEDERATION 3.1. Property Federation are tangible assets and financial resources are the property of the Federation. The Federation may own buildings, housing, equipment, inventory, cash, securities and other property. 3.2. The sources of funding and the formation of the Federation of the property are: - Regular and non-recurring income from members of the Federation; - Grants and other receipts from the IFS; - Voluntary contributions and donations of property; - Dividends (profits, interest) received on the shares, bonds, other securities and deposits; - Income from property Federation; - Other, not prohibited by law. 3.3. The size and order of payment of members of the Federation membership dues are set by the Board Federation. 3.4. MEMBERSHIP OF THE FEDERATION 4.1. Official members of the Federation shall have the right to: - Participate in the management of affairs in the manner prescribed by the charter Federation; - To submit the candidacy of a representative for election to the management and auditing of the Federation; - Submit to the bodies of the Federation proposals on all issues that are the subject of the Federation, to participate in the discussion and decision making; - To receive information on the expenditure of funds, use of priority services provided by the Federation, to indicate on their letterhead and seals his membership in the Federation; - Withdraw from the Federation at the end of the fiscal year. Members of the Federation shall have the right to: - Take part in the Congress (with no voting rights); - Make proposals regarding the management of the Federation is not; - To receive information on the expenditure of funds, use the services provided by the Federation; 4.2.1.
