PROJECTS :
1. ANGSI CHEMICAL ENHANCED OIL RECOVERY (CEOR)
Project Background
Angsi CEOR main objective is to improve oil recovery factors at Angsi fields with additional
reserves of approx. 60 MMSTB though alkaline and surfactant chemical injection through en
existing pipeline from onshore chemical treatment plant to offshore platform. This project
consist of onshore and offshore scope.
Onshore facility involved Chemical Treatment Plant, Onshore pipelines, Civil and
Infrastructure and Tie-in works from new Facilities to existing Facilities. Offshore facilities on
the other hand are involving small jack-up platform for seawater intake, near shore pipelines
for seawater intake and seawater discharge. These onshore and offshore scope are
interrelated to deliver chemical cocktail mix with seawater from onshore to an existing
pipeline 165km from onshore to offshore platform and finally inject it in the reservoir in Angsi
Field.
In this project, several activities which include interfacing with local authorities has to be
done in order to finalized the project location, work scope to be done during construction,
operational and decommissioning and etc. among other local authorities that involved are
Marine Department, Kerteh Port, Local Council, Utilities Department, Public Work
Department and other relevant authorities as listed in the One Stop Center Government
Agencies List.
4. Chemical cocktail injection will be done in 4 years period with the volume approximately 160
000 bbl/d. This could be achieved by pumping of approximately 400 000 bbl/d of seawater
through seawater intake pipeline into the new Chemical Mixing Plant. Then it will be treated
to certain specification and add with chemical EOR, namely Surfactant and Alkaline. The
chemical cocktail then will be pumped to offshore via an existing pipeline.
2. DULANG EAST DEVELOPMENT
Project Background
Dulang redevelopment including Dulang East field development project has been FEED
studied previously in year 2012 but turned out to be uneconomic. Dulang field production
has been declining from 50,000 bopd to 20,000 bopd from the 30 years of production.
Moreover, the Dulang East field reservoir will be showing a steady decline as it has pressure
communication with Semangkok field reservoir which is also producing.
Thus there is the urgency to produce oil from Dulang East field and it is expected to produce
about 4000 bopd through maximising the use of artificial lift operations.
The main challenge for this project is to make the project economically viable and positive
and to balance the total project cost from optimization of subsurface well costs and
challenging the facilities traditional methodologies.
The stretched milestone set by the stakeholder’s management for the first oil from Dulang
East field is Q3 2017.
New drilling platform (DL-E) has to be constructed about 7.1 km to the east of Dulang B to
accommodate new oil producers, and a NAG well. DL-E shall be host tied–in to DL-B via
subsea pipelines.
New well slot/s required for the new DL-E platforms shall consists as follows:
- 6 nos. of oil producer (full well streams)
- 1 no. of NAG producer (which will then re-cycled back to the oil producing wells)
Activities
1. Conducting project feasibility and conceptual studies for project involved to determine
the feasibility in term of cost and schedule in relating with available technology
currently available.
Project Involved : Angsi CEOR, Dulang East.
Workscope :
I. To design and analyze the pipeline route selection based
on available route survey data available. Several
interfacing with local authorities and stakeholders has been
initiated to finalized the onshore pipeline route for seawater
intake and seawater discharge pipeline (CEOR)
II. To analyze and design pipeline mechanical properties such
as pipeline wall thickness (Barlow theory), concrete coating
(lateral and vertical stability analysis), and pipeline stress
analysis during installation phase. (CEOR & Dulang East)
III. To come up with the overall project cost and project
schedule for pipeline starting from procurement phase,
installation phase, pre-commissioning and commissioning
5. of the pipeline. Data gathering is done by engaging with
several service provider as well as with in-house database.

IV. To prepare report and calculation spreadsheet for every
deliverables specified in the scope of work and to ensure
all the information and data stated in the report are valid

2. Conducting Front End Engineering Design together with appointed Consultant to
come up with detail-up data for the construction phase.

Workscope :
I. To verify and optimize the propose pipeline selection
route in order to ensure the suggested route is fulfill the
project requirement in term of cost, safety and local
regulation. (CEOR & DULANG REDEV PHASE 2)
II. To ensure the deliverables, project progress and scope
of work as specified in the contract with the contractor
are fully comply by the contractor. (CEOR & DULANG
REDEV PHASE 2)
III. Liaise and conduct presentation as well as engagement
with local authorities and stakeholders in order to
gather critical information for the design and project
and also their buy-in for certain task. Among local
authorities that has been regularly involved in the past
projects are Syarikat Air Terengganu (SATU), Majlis
Perbandaran Kemaman (MPK), Department of
Environment (DOE) Kuala Terengganu and Jabatan
Pengaliran dan Saliran (JPS) Kuala Lumpur among

IV. Lead the initiative in preparing the site survey
(topographical survey as well as ground penetrating
radar survey for future construction phase). This
initiative has involved local authorities and stakeholders
in nearby area and every necessary steps has been
taken to ensure the overall activity is as per plan.

3. Involved in Technical Evaluation for Engineering, Procurement, Construction,
Installation and Commissioning (EPCC) Bidding.

Workscope :
I. To clarify all the project’s technical proposal from all
bidders for Angsi CEOR EPCC project tender
evaluation. This involve with technical clarification
submission to each bidder to clarify and verify all the
proposal submitted to the tender evaluation for further
explanation and to confirm that they are comply with all
relevant project requirement, safety aspect, schedule,
cost as well as local codes and regulation.
II. To lead the technical evaluation bidding for pipeline
design, proposal and technical specification for each
bidders. It involves in-house technical studies to
6. compare the advantages and disadvantages of
proposals submitted by bidders to check their
competitiveness in terms of cost, technical and
feasibility during construction.
III. To lead technical clarification presentation during face
to face session with each bidders for pipeline design
aspect. All the technical aspect, work proposals and
compliance to project requirements (as per Invitation to
Bid (ITB) documents). During this session, all bidders
will be interviewed by respective discipline leader from
project team to define all their proposals.
