2. How do I request an apprentice?
• Your request must be in writing.
• Complete a DAS 142 form-Apprentice Request Form.
• Fill out the form in its entirety.
• Submit the form via email or fax (see below).

3. How much notice do I need to give to
request an apprentice?
Requests must be submitted in writing at least 72 hours in
advance of the desired dispatch date.
Note: The 72 hours excludes weekends and holidays.

4. What if I don’t provide 72-hour notice?
Submit the request as soon as you can.
Note: Short notice increases the chances that an apprentice may not
be available for your project.

5. What do I need to do to stay in compliance if ABC NorCal
does not have an apprentice to dispatch to my project?
If ABC NorCal is unable to dispatch an apprentice to your
project, you will have to request an apprentice from all
apprenticeship programs in the project’s geographical area.
Note: Employment of apprentices is one of the legal requirements for public

7. How do I know what to pay the apprentice?
When you have notified ABC NorCal of the apprentice’s start
date, you will receive an email directing you to login to
FlashPoint to view the apprentice’s information.
The FlashPoint database will contain the information needed to
determine wages for state public works, federal or private
projects.
Note: Actual apprentice wages are not provided by the ABC NorCal office. Apprentice
wages will vary based on a number of factors which you will calculate in accordance
with all applicable state and federal laws.

8. Where can I find the information to
determine apprentice wages?
• Visit the DIR website to learn about apprentice wages for state projects.
• For prevailing wage rates for the 2012-2 determination for projects advertised for
bids on or after September 27, 2012 (Issued September 17, 2012 – Effective
September 27, 2012), visit

• For prevailing wage rates for projects advertised for bids prior to September 27,
2012 (all determinations prior to 2012-2), visit
http://www.dir.ca.gov/DAS/PWAppWage/PWAppWageStart.asp.
• Visit the DOL website to learn about wages for federal projects.
• Obtain private wages directly from FlashPoint.

9. Can an apprentice work on other types of projects other
than public works?
• Apprentices can work on state public works, federal, and
private projects.
• The contractor is responsible for paying the apprentice
accordingly.

10. Can I request an apprentice by level or experience?
• Apprentices are dispatched in chronological order from ABC
NorCal’s out-of-work lists and cannot be requested by level or
experience.
• Keep in mind: Apprenticeship is a training program and
experience is not required.
• If your project has local hiring requirements or if you need an
apprentice with a specific skill or certification due to safety
concerns, you can submit the details with your
apprentice request for the Unilateral Apprenticeship
Committee (UAC) to review.

11. Can I interview the apprentices in order to determine if I
would like to hire them?
• No. Apprentices cannot be interviewed and screened based on
experience.
• Apprentices can be required to adhere to your company’s
hiring processes and procedures (background checks, drug
testing, physicals, etc.). If the apprentice does not meet your
hiring requirements, you are not obligated to hire the
individual. You will need to inform ABC NorCal and the
apprentice of your decision. You can request another
apprentice at that time.

12. What if I want to let the apprentice go?
• Follow your company’s policy for terminating employment.
• Notify the apprentice with the reason for termination.
• Notify ABC NorCal with the reason for termination by filling out
an apprentice return form (available on FlashPoint) and submit
to ABC NorCal within 48 hours of the last day worked. You can
include additional documentation supporting your decision
with the form.
• Instruct the apprentice to contact ABC NorCal in order to be
placed back on the out-of-work list.

13. What do I do when I no longer have full-time work for an
apprentice?
• You would lay the apprentice off due to lack of work and
inform the apprentice and ABC NorCal that the assignment is
complete.
• You will need to fill out an apprentice return form (available on
FlashPoint) within 48 hours of the apprentice’s last day of
work.
• Instruct the apprentice to contact ABC NorCal in order to be
placed back on the out-of-work list.

14. Can an apprentice travel for a project and how far?
• Yes. If you would like the apprentice to travel,
discuss and coordinate the logistics with the
apprentice.
• Please review the travel and subsistence
requirements on public works projects to ensure you
are compensating the apprentice correctly.

15. Can I hire an apprentice and have he/she work in a
different trade?
No. The apprentice must be hired and trained in their trade-
specific work processes and supervised by a journeyperson of
the same trade at all times.
