Dokumen ini membahas peralihan kekuasaan dalam UMNO dari Abdullah Ahmad Badawi kepada Najib Razak. Ia menjelaskan bahawa peralihan kuasa perlu dilakukan segera pada Mac 2009 untuk memulihkan kerosakan yang dilakukan oleh Abdullah selama 5 tahun kepimpinannya, termasuk meningkatkan rasuah dalam parti. Peralihan kuasa lewat hanya akan memperburuk lagi keadaan UMNO dan BN menjelang Pilihan Raya Umum ke-13
