 To meet these societal weaknesses and remedy the
deterioration of the race, Quezon felt the need for
the national spiritual reconstruction.
 Make a social code, a code for ethics, personal
conduct that should be adopted.
 The code must be some kind of a written Bushido
that “can be explained in the schools, preached
from the pulpits, and taught in the streets and
plazas, and in the remotest corners of our land”
