Why was an organisation like CPRE needed in 1926? Look no further than the state of the countryside at the time. Lack of planning controls led to landowners selling ‘plotlands’ to speculative developers and self-builders. This led to ribbon development along roadsides, sporadic developments in the middle of nowhere. The self-build homes were usually bungalow kits or converted railway carriages.
CPRE Sussex started in the early 1970s, inaugural meeting in 1972.
Conference- raise the profile of the issue, calling for an extension to the Transition period for Local Plans. Also asking Councils to lobby for extensions. Meeting with Nick Herbert MP; mobilised members to write to their MPs to lobby on the Growth and Infrastructure Bill. Petition calling on government to release documents relating to the DfT assessment of the Bexhill-Hastings Link Road. Coming together with organisations with a common interest eg FoE on Fracking, and Sussex Wildlife Trust on Local Nature Partnership for better nature conservation policies. Area campaigns at District level- eg Chichester group w ritten to local Councillors and government setting out our concerns that locally relevant evidence base for housing numbers must be supported following the revocation of the SE Plan, not ONS ‘sub national’ statistics and household formation projections used; Almodington glasshouses appeal; Lewes successful in combatting premature ‘ad hoc damaging developments in Newick, arguing that local planning must decide where sites go- successes in Lewes too in arguing for Neighbourhood Plan to allocate strategic housing sites; Mid Sussex contributed to evidence for the national office NPPF report, drawing on local planning decisions; there are many examples of campaigning going on. Roger will talk about the detail of Horsham and Crawley’s activities. 2 training events for Parishes delivered through Supporting Communities and Neighbourhoods in Planning CLG programme. National office delivered project planning training and bespoke support to Parish steering groups.
Potential for a ‘campaign meeting’ following this conference- where do we go from here. Research eg best practice for local housing ‘objectively assessed development need’ using locally relevant data and involving local people; land banking; interpretation of NPPF across Sussex. Joining national office in calling for the brownfield first policy to be reinstated and for a resilient fit for purpose planning system, not short termism for short term economic gains; for Smart Growth; plans to be given sufficient time for Neighbourhood Plans to develop and allocate sites- speed should not be equated with quality! Organising Sussex MPs surgery Organising Hustings and surgery post-election. Leading on Planning sub-group of Local Nature Partnership- Local planning authorities and Local Enterprise Partnerships have to take LNP views into account for their plans. Building partnerships and relationships. Lobbying for and finding creative solutions to high quality, well designed affordable housing in the right place. Building up our own capacity to deliver- in your local area and across Sussex.
