  states, not people directly.
• Number of electors is determined through a
  mathematical process called “Apportionment”

Standard divisor: 468 = 11.7 people per elector

Ex: The Geometric Mean of 4 and 5 = Square
root of 4 x 5 = 4.472

If quota is above 4.472 the it goes to 5.0, if
below to 4.0.
