The dramatic societal changes such as globalisation and information revolution transformed terrorism into a global challenge at the turn of the millennium. Today’s widespread global terrorism is a product of informational age because terror is a communication act, a means to transmit messages to the authorities. Terrorists use the media as a retransmitter and the society as a resonator. The potential of mass self-communication gives them the possibility to broadcast a large amount of data that can be also widely republished by the traditional media. Content analyses of the media show that journalists are responsible for provoking panic, victimization and collective stress within the community (Altheide, 2002, 2009). That is why media relations are one of the most important actions in anti-terrorist policy. The presentation shows multidisciplinary analysis of terrorism in terms of social control and crisis followed by recommendations for governmental communication strategies. Terrorism represents an alternative way of social control ‘from below’ through fear, conflict and victimization of the society. The governments should increase their own informal ways of social control to oppose manipulations of any kind, including terrorism. That can be done by means of communication. Most crisis researches classify terrorism as a crisis of malevolence and a conflict-type crisis. Crisis management expert Paul Shrivastava (2005) qualifies terrorism crisis as a particular crisis type that needs special research and response strategies, including crisis communication and media relations. The presentation gives recommendations for Antiterrorist Governmental Media Policy used in practice by the Information Policy Department of the Presidential Administration of Russia.

presented at the Geneva Workshop on Innovations in Scholarly Communication (OAI9), Geneva, June 18, 2015 Science is in transition. If all goes well, the transition is towards more open, efficient and honest/reproducible practices. Libraries should move with this change by supporting open science instead of just open access. Building on their successful project "101 innovations in scholarly communication" Jeroen Bosman and Bianca Kramer present their interpretations of what is going on and can be expected in the six phases of the research cycle. They have tested their hypothetical workflows and show how real, day-to-day research workflows are changing from traditional to modern, innovative and experimental. These changes are reflected in tools and sites people use in various phases of that workflow. They might for example change from Web of Science → SPSS → Word+Endnote → Nature → ResearcherID → Impact Factors to Sparrho → ROpenScience+IPythonNotebooks → WriteLateX+Docear → The Winnower → Kudos → Publons+PubPeer. The way new generations of researchers work affects how information will be discovered, re-used, created, shared, communicated and assessed. There are huge opportunities for libraries and other stakeholders to contribute and work with the research community, but only if they are well prepared!

My talk from Carnegie Mellon's HCII Seminar on April 24, 2013. Abstract: On some social media platforms, such as Twitter, Youtube, Pinterest, and tumblr, much of the content generated by users is publicly accessible and communication can be easily initiated between strangers who have never previously communicated before. The communities that have risen up around these platforms, particularly on Twitter, can also be inclusive and supportive of interactions between strangers. The public and open nature of these communities creates an opportunity to create a new kind of crowdsourcing system, where individuals are identified who may be good candidates to complete various tasks based on their published content. We explore the potential of such a system through several information collection tasks, examining the response rate and information quality that can be obtained through such a system. We also explore a means of leveraging users' previous social media content to predict their likelihood of response and optimize our system's collection behavior. At IBM Research - Almaden, we are now looking to extend these ideas to additional domains, including proactive and reactive customer support, and precision marketing campaigns.

This article aims to demonstrate that the Lula government is faced with two major challenges in its effort to promote Brazil's economic and social development. The first challenge, of an economic nature, is represented by the obstacles that exist with the spending cap policy, despite the flexibility provided by the fiscal framework and the existence of an independent Central Bank, which make the Brazilian government unable to coordinate its fiscal and monetary policies, make public investments in the expansion of the economy and obtain macroeconomic stability and, the second challenge, of a political nature, is represented by the obstacles existing in the National Congress due to the fact that it does not have a majority in parliament, which prevents the federal government from putting its national developmental project into practice and fully meet social demands. For Brazil's progressive forces to re-elect President Lula in the 2026 presidential elections and obtain a parliamentary majority in the National Congress committed to political, economic and social advances, the Lula government will have to be successful on the economic front, promoting the expansion of the economy, increasing significantly generating jobs and income, keeping inflation under control and meeting the maximum social demands that benefit, above all, the country's underserved populations. Brazil's progressive forces need to commit, starting from the 2024 municipal elections, towards to elect the maximum number of mayors and councilors committed to Brazil's political, economic and social advances. These are the conditions to prevent, in 2026, right-wing extremists from regaining the Presidency of the Republic, expanding their participation in state governments and the National Congress and putting their nefarious anti-social and anti-national project into practice.
