$ in millions (2012 dollars)
 August 5 – “Statewide Economic Impact
Study” on Preferred Alternative:
◦ Concludes that “the BDCP would result in a net
improvement in the economic welfare of California
residents of $4.8 billion to $5.4 billion over the 50-
year permit term. BDCP will also generate over $84
billion in additional business output in California
and almost 1.1 million jobs over the 50-year life of
the plan”
9
 Funding assurance
◦ The certainty associated with state and federal funding
contributions is unknown
◦ What is the back-up plan for funding BDCP if voters do
not approve new state bond funding?
◦ Will agricultural water users be able and willing to afford
water produced by BDCP?
 Rates Issues
◦ Should MWD contractually commit to pay billions of
dollars for BDCP without contractual commitments from
its member agencies?
◦ What is the effect of Proposition 26 on the project cost-
share between urban and agricultural water users?
10
 Agricultural-Urban Cost-Sharing
◦ How do the benefit-cost ratios for agricultural water users
compare with urban water users?
◦ Why is the agricultural community identified as a “$1.5
billion project partner”?
◦ Will agricultural water agencies pay the same $/af as urban
water agencies?
 Project operations
◦ What effect does the baseline or no-action scenario have on
the economic assessment of proposed major infrastructure?
◦ How does the “decision tree” and its associated water
supply implications affect the allocation of costs?
◦ After accounting for local water supply development, what
is the real demand for Delta water?
11
 Water Authority staff is continuing its
multidisciplinary evaluation and analysis of the four
Delta fix options
 At the September 26 Board meeting, Water
Authority staff will provide the Board with
information regarding:
◦ Different baselines
◦ General concepts of project operating scenarios
◦ Comparison of yield among Delta fix options
◦ Identification of data gaps

  • 9.  August 5 – “Statewide Economic Impact Study” on Preferred Alternative: ◦ Concludes that “the BDCP would result in a net improvement in the economic welfare of California residents of $4.8 billion to $5.4 billion over the 50- year permit term. BDCP will also generate over $84 billion in additional business output in California and almost 1.1 million jobs over the 50-year life of the plan” 9
  • 10.  Funding assurance ◦ The certainty associated with state and federal funding contributions is unknown ◦ What is the back-up plan for funding BDCP if voters do not approve new state bond funding? ◦ Will agricultural water users be able and willing to afford water produced by BDCP?  Rates Issues ◦ Should MWD contractually commit to pay billions of dollars for BDCP without contractual commitments from its member agencies? ◦ What is the effect of Proposition 26 on the project cost- share between urban and agricultural water users? 10
  • 11.  Agricultural-Urban Cost-Sharing ◦ How do the benefit-cost ratios for agricultural water users compare with urban water users? ◦ Why is the agricultural community identified as a “$1.5 billion project partner”? ◦ Will agricultural water agencies pay the same $/af as urban water agencies?  Project operations ◦ What effect does the baseline or no-action scenario have on the economic assessment of proposed major infrastructure? ◦ How does the “decision tree” and its associated water supply implications affect the allocation of costs? ◦ After accounting for local water supply development, what is the real demand for Delta water? 11
  • 12.  Water Authority staff is continuing its multidisciplinary evaluation and analysis of the four Delta fix options  At the September 26 Board meeting, Water Authority staff will provide the Board with information regarding: ◦ Different baselines ◦ General concepts of project operating scenarios ◦ Comparison of yield among Delta fix options ◦ Identification of data gaps 12
