5. I. Characteristics
In 2006 July 13th the Old Town of Regensburg with Stadtamhof has
been inscribed on the UNESCO World Heritage List
•Regensburg is the 32nd UNESCO World Heritage site in Germany
•The whole ensemble is about 183 hectares in size and includes
almost 1000 monuments. “Additional protection zone”: 776 hectares.
•Approximately 15.000 people live in Regensburg’s historic city centre
•Total area in historic city centre: approx. 80.000 sqm

Interchange of human values
The architecture of Regensburg represents the city's
role as a medieval trading centre and its influence in
the region north of the Alps.
Regensburg was an important transition point on continental trade routes to Italy, Bohemia, Russia
and Byzantium. It also had multiple connections with the transcontinental Silk Roads.
As such, the city exhibits an important interchange of cultural and architectural influences, which have
shaped its urban landscape.

Criterion (iii)

exceptional testimony to cultural
tradition
The Old Town of Regensburg bears an exceptional
testimony to cultural traditions especially in the Holy
Roman Empire .
In the 12th century Regensburg was an Imperial Free City and hosted
assemblies of the Empire.
Regensburg also significantly contributed to more recent European history being the seat of the
Imperial Diet from the 1663 to 1806.
As a testimony to these functions, there are the remains of two imperial palatine palaces from the
9th century, and a large number of other well preserved historic buildings, which are testimony to
the wealth and political importance of the community.

outstanding example
The Old Town of Regensburg is an outstanding example
of a central-European medieval trading town, which has
well preserved its historical stages of development.
The Old Town is an exceptional illustration to the development of commerce particularly from the
11th to 14th centuries.

13. What is OWHC? - Introduction
• The Organization of World Heritage Cities (OWHC) was founded on
September 8, 1993 in Fez, Morocco.
• The Organization is composed of 238 cities in which are located sites included
on the UNESCO World Heritage List. These 238 World Heritage Cities have a
combined population of over 130 million.
• Within the Organization, these cities are represented by their Mayors with the
active participation of their heritage management specialists.
• The OWHC's headquarters are located in Québec City, which hosted the First
International Symposium of World Heritage Cities in July 1991.

14. What is OWHC? - Objectives
• favor the implementation of the World Heritage Convention,
• encourage co-operation and the exchange of information and expertise on
matters of conservation and management
• develop a sense of solidarity among its member cities.
• OWHC organizes World Congresses, conferences, seminars and workshops
dealing with the challenges to be met in the realm of management and
strategies pertaining to the preservation and development of historic cities.

The Role of the Regional Secretariats
The Regional Secretariats play an important role in the OWHC structure and processes: They
•serve as a link between the member cities of their particular region and the General
Secretariat;
•assist the General Secretariat in producing documents intended for members, data collection
and the organization of relevant events;
•represent, when necessary, the General Secretariat at events in which the latter is invited to
participate;
•organize in their regions activities intended to promote the Organization‘s values and
objectives;

Application
• Regensburg applied for the Secretariat during a preliminary
meeting on September the 30th 2011.
• On 21st of November the OWHC´s Board of Directors
decided to entrust the City of Regensburg with the
management of the Regional Secretariat North West Europe.
• The Working Programme which refers to the application
paper was appreciated by the member cities in March 2012.
• The working Programme will be specified at the Regional
Conference in Beemster from 12th -14th of September 2012.

The OWHC's Mission An international non-profit non-governmental organization, the Organization of World Heritage Cities (OWHC) was created to assist member cities adapt and improve their management methods in relation to the specific requirements of having a site inscribed on the UNESCO World Heritage List. In accordance with its General by Laws, the OWHC has the following goals: contribute to the implementation of the Convention concerning the Protection of the World Cultural and Natural Heritage and the International Charter for the Protection of Historic Cities; encourage, on both regional and international levels, cooperation and the exchange of information and expertise among historic cities throughout the world in close collaboration with other organizations pursuing similar goals while promoting action likely to support the efforts of cities located in developing countries; in cooperation with specialized organizations, ensure better links between research undertaken by specialists or experts and the needs of local management; Sensitize the populations to heritage values and their protection The OWHC has five official languages, French, English, Spanish, Arabic and Portuguese. The first three mentioned are the OWHC working languages.
