- The DFG is the central research council for Germany. It has a yearly budget of about 1,5 billion Euros and funds proposals form individuals, coordinated groups of researchers and institutions such as universities, libraries or media centers in a varioety of programmes. The libraries group, the precursor of the present day scientific libraries and information systems group that is the active partner in knowledge exchange, has a long history at the dfg. After World War II, the exchange of scientific literature with other countries along with the systematic purchase of literature in all disciplines for German libraries was one of the most important activities of the DFG.

- Der Ausschuss für Wissenschaftliche Bibliotheken und Informationssysteme der Deutschen Forschungsgemeinschaft hat sich auf einer Klausurtagung vor einem Jahr mit diesen Fragen befasst. In welche Richtung müssen sich wettbewerbsfähige Informations-Infrastrukturen der Hochschulen und Forschungseinrichtungen im Zeithorizont der nächsten 10 Jahre entwickeln? Die strategischen Konzepte des Ausschusses sind im einem Positionspapier zusammengefasst, dass im Sommer dieses Jahres veröffentlicht wurde. Danach sind es fünf zentrale Herausforderungen, denen zu begegnen ist: Der Wandel vom gedruckten zum digitalen Medium Die Digital Divide beim Zugang zu kommerziell vertriebenen digitalen Medien nicht nur ein Problem der internationalen Verteilung von Zugangschancen, sondern auch auf nationaler Ebene Der Bruch zwischen Anforderungen der Wissenschaft an wissenschaftliche Publikationsmodelle und den überkommenen Geschäftsmodellen des Publizierens Den Veränderungen in den Soziostrukturen durch Kommunikations- und Informationsnetze. Es ist kein Wunder, dass diese gerade auch auf die Soziostruktur der Wissenschaft umschlagen, war doch die Wissenschaft der Ausgangspunkt dieser Netze Der Wettbewerb um Kreativität und Innovation und die Fähigkeit, Ideen in Anwendung und Strukturveränderung umzusetzen.
