LANGUAGE COMPREHENSION
PASSAGE-I
In a convention hall filled with auto executives who wish they could wake up to find that 2009 was just a
bad dream, David Zuchowski and his colleagues at Hundyai were doing low-key victory laps. But while
they plan in 2010 to pick up where they left off, they also tempered expectations that the U.S. sales gains
achieved by the Korean automaker can be repeated'. "We will not have the same margin of difference
that we did last year", David Zuchowski said at the Detroit auto show. "Our sales were up 8 percent in a
market that was down 21 percent. There are a lot of things that happened with our competition, with
our marketing, that really put in a different area. We think for sure that we're going to grow our volume
this year and we're going to grow our market share", he added. "If nothing else changes, and we held our
4.2 percent market share into 2010, we think that in itself accounts for 45,000 units of additional
volume. And we think we're going to grow our share on top of that because we have some really terrific
new products".
John Krafcik, CEO of Hyundai's American sales operations, said the first goal is to hold onto the market
share gains of 2009. Last year, Hyundai's U.S. sales rose 8.3 percent to 435, 064 units. Its share of the
market jumped to 4.2 percent from 3 percent in 2008. Hyndai expects U.S. sales this year to hit ll.4
million, may be even 11.5 million units. U.S. sales fell 21.2 percent last year to 10.4 million units. As U.S.
automakers in early 2009 were concerned about their own survival, "Hyundai Assurance" was introduced
as a safety net for consumers afraid of losing their jobs. Just shy of 100 customers returned cars under a
program allowing buyers to walk from the loans without a negative mark on credit reports if they lost
their jobs. The program has been extended through 2010.
"It elevated our brand," Zuchowski said of the Hyundai Assurance program. "People who never used to
consider us now are". Car salesman watch this "a consideration rate", which is as. it sounds - whether a
consumer will consider a brand when making a purchase decision.

PASSAGE II
If there is one sector in which Indian policymakers can pride themselves on for having pioneered
reforms^ that catalyzed the overall economy, it is in telecommunications. Not only has the average
Indian become more wired to the world than was possible just a few years ago, this has also been
accompanied by the healthy growth of private sector Indian companies catering to an ever-increasing
market and a happy adoption of the latest technologies - the problems with the current 3G spectrum
allocation notwithstanding. Even so, if there is one sector in which the government may be losing out, it
is the telecom industry. For evidence, one need look no further than the publicly-owned Bharat Sanchar
Nigam Limited.
Last BSNL recorded a massive drop of 80 per cent in its 2008-09 profits in a year that saw private
companies romp home on the back of record new subscriptions. That fall in profits, according to the firm,
was on account of a huge rise in employee costs following the Pay Commission awards but it was the
third year of declining profits; not surprisingly its market share, particularly in the mobile segment, has
fallen. What went wrong with the public sector undertaking that came close to occupying the top slot in
the mobile segment? Last year, when the firm decided to disinvest to raise cash, its unions protested;
currently it is facing a Central Government inquiry on equipment procuring; the present Chairman, who
worked some magic at MTNL earlier, will have a tough time with a huge employee overload the the
disadvantages of having to function within the framework of a public sector entity in a fiercely
competitive market. But help may be at hand from unexpected quarters; a section of employees has
urged the government to bring in a professional management team from outside the public sector. This
is an unprecedented sentiment, considering that the petition indicates dissatisfaction with the present
management and calls for a merit-based approach to promotions - in itself a radical departure from the
general opinion of most public sector employees and executives. Just how deep the malaise runs in BSNL
can be gauged by the discontent with a "redundant performance mechanism" and the need to reploace
it with a merit-based approach. The Prime Minister's Office, currently saddled with the mess, should
consider the idea very seriously indeed if it wants BSNL to make up for lost ground in the current market.
Doing that could set a healthy precedent for other PSUs.
05 Problem

     According to the passage,
     I. BSNL is losing its clients to private players in telecom
II. BSNL is one of the poorly managed PSUs of the country
III. BSNL is holding part of some private players' business

     a. I and II are correct
     b. I and II are correct
     c. I,II and III are correct
     d. II and III are correct.
06 Problem

It can be inferred from the passage that

     a. government feels that the losses in BSNL can only be attributed to the wage
        increase.
     b. government should ban unions from PSUs like BSNL where performance is low
     c. government needs to take more interest to improve performance of PSUs like
        BSNL
     d. government is looking to improve the performance even with help from
        outside PSUs.

PASSAGE- IV
We commend the recommendations of the Thirteenth finance Commission (TFC) on the fiscal front, as
reported. The commission has dumped numerical targets in favor of qualitative ones for the fiscal and
revenue deficits. The deficits are to go up in the downswing of a business cycle and come down on the
upswing — all the way to a surplus in the case of the revenue deficit — with a council of wise men
moderating any inclination on the part of the government of the day to declare a downswing when there
is only an election on the horizon. The commission has focused on the government's liabilities as a
proportion of GDP. All this makes sense. Public finance experts have pointed out a tendency for the fiscal
deficit to go up in an election year, whatever the state of the business cycle. In the recent showdown, an
election-oriented wise deficit was already in place when the economic squeeze came, and the economy
came through handsomely. We can't count on such lucky coincidences all the time. So, the sort of
institutional mechanism suggested by the commission would be quite appropriate.
A cyclically-adjusted policy would call for more discipline, both by the Centre and the States. They would
have to build a surplus during an upswing that would provide a cushion to spend more during a
downturn. This would mean reducing their indebtedness in a boom. Both the Centre and the States
cannot go on a spending binge during a boom as they need to save for a rainy day, that would inevitably
turn up, sooner or later, the TFC's suggestion to disclose liabilities as a proportion of GDP would give a
more accurate picture of the government's balance sheet. The commission also stresses the need for the
government to make its accounting more transparent. At present, subsidies paid to oi or fertilizer
companies through bonds are accounted as below-the-line items to camouflage a high fiscal deficit. This
must end. But the ultimate goal should be comprehensive reforms to rein in subsidies. A fiscal course
correction is, very much in order.
13 Problem

     According to the passage,

     I. TFC recommended that discipline should be maintained while tackling fiscal
     deficit.
II. TFC commented that only a lucky coincidence saved the country from
     economic crisis.
III. TFCs criticized the Central and State Governments for spending binge during
     boom period

     b. I and III are correct.
     c. I,II and III are correct.
     d. II and III are correct.
14 Problem

It can be inferred from the passage that

     a. the Central and State governments are unable to contain the fiscal deficit.
     b. the Central and State governments should take adequate steps to reduce the
        fiscal deficit.
     c. the Central and State governments are responsible for the economy not
        doing well.
     d. the Central and State governments should stop all subsidies which are
        creating fiscal deficit.
15 Problem

According to the passage, subjects that are discussed include

     a. what items should be given subsidy.
     b. GDP growth.
     c. why the economy has fared well despite economic squeeze.
     d. Misdirected planning of earlier finance commissions.

     a. Subsidies should be reigned in gradually to achieve fiscal control.
     b. Subsidies are more than what the economy can absorb
     c. GDP should take into account government spending.
     d. GDP calculations are manipulated without accounting for foreign
        investments.
PASSAGE 5
I had seen little of him lately. My marriage had drifted us away from each other. My own complete
happiness, and the home-centred interests which rise up around the man who first fine himself master
of his own establishment, were sufficient to absorb all my attention, while he, who loathed every form of
society with his whole Bohemian soul, remained in our lodgings in Baker Street buried among his old
books, and alternating from work to week ' between cocaine and ambition, the drowsiness of the drug,
and the fierce energy of his own been nature. He was still, as ever, deep attracted by the study of crime,
and occupied his immense faculties and extraordinary powers observation in following out those clues,
and clearing up those mysteries which had been abandoned; hapless by the official police.
From time to time I heard some vague account of his doings: of his summons to Odessa in the case of the
Rip-off murder, of his clearing up of the singular tragedy of the Atkinson brothers in Trincomalee, and
finally of the mission which he had accomplished so delicately and successfully for the regaining family of
Holland. Beyond these signs of his activity, however, which I merely shared with a the readers of the
daily press, I knew little of my former friend and companion.

62 Problem
For ages, the mankind has craved for a tool that can provide early warning of that terrifying moment
when the earth begins to shake, i.e., there is an earthquake. The scientific paper released recently has
confirmed that the male common toad gives nearly 5 days warning of the earthquake. During the period
of last earthquake that ravaged.the Italian town L'Quila, In April 2009 killing 300 people and displacing
40000 others, the toads could detect changes such as the release of gases or charged particles that
     foretell an earthquake.
Which of the following results would most seriously weaken the theory being tested?
     a. This study is one of the first to document animal behaviour before, during and after an earthquake.
The findings suggest that toads are able to detect pre-seismic cues such as the release of gases and
charged particles and use this information as a part of early warning system.
     b. In the quest to find an earthquake, names of various predictors like dogs, horses, wolves, snakes and
fish, etc., have all been put forward.
     c. Previous research has attributed change in the ionosphere to release of radon, a radioactive gas
generated underground, or to gravity waves prior to a quake, although not much about it is known
          to human being.
     d. Predicting an earthquake is a difficult task and hence our research in this area is inadequate and
          irrelevant.

Researchers at the University of Florida are busy designing a pill that confirms if the patient has taken his
medication or not. A tiny microchip and digestible antenna will be added to a standard pill capsule. The
prototype is intended to pave the way for mass- produced pills that, when ingested, automatically alert
doctors, loved ones or scientists working with patients in clinical drug trials. When the patient takes the
pill it communicates with a small electronic device worn by the patient. The device signals a cell phone or
laptop that the pill has been ingested.
Which of the following results would most seriously weaken the theory being tested?

     a. The American heart Association calls patients' failure to follow prescription as the number one
          problem in treating illness today
     b. This type of pill is needed because many patients forget or refuse taking their medicines.
     c. It is a way to monitor whether your patient is taking his medication in a timely manner or not
     d. This new technology will give a clear-cut signal to the patient that he is not trustworthy and hence
this fool-proof system is being used.

  • 3. PASSAGE-I In a convention hall filled with auto executives who wish they could wake up to find that 2009 was just a bad dream, David Zuchowski and his colleagues at Hundyai were doing low-key victory laps. But while they plan in 2010 to pick up where they left off, they also tempered expectations that the U.S. sales gains achieved by the Korean automaker can be repeated'. "We will not have the same margin of difference that we did last year", David Zuchowski said at the Detroit auto show. "Our sales were up 8 percent in a market that was down 21 percent. There are a lot of things that happened with our competition, with our marketing, that really put in a different area. We think for sure that we're going to grow our volume this year and we're going to grow our market share", he added. "If nothing else changes, and we held our 4.2 percent market share into 2010, we think that in itself accounts for 45,000 units of additional volume. And we think we're going to grow our share on top of that because we have some really terrific new products". John Krafcik, CEO of Hyundai's American sales operations, said the first goal is to hold onto the market share gains of 2009. Last year, Hyundai's U.S. sales rose 8.3 percent to 435, 064 units. Its share of the market jumped to 4.2 percent from 3 percent in 2008. Hyndai expects U.S. sales this year to hit ll.4 million, may be even 11.5 million units. U.S. sales fell 21.2 percent last year to 10.4 million units. As U.S. automakers in early 2009 were concerned about their own survival, "Hyundai Assurance" was introduced as a safety net for consumers afraid of losing their jobs. Just shy of 100 customers returned cars under a

  • 9. PASSAGE II If there is one sector in which Indian policymakers can pride themselves on for having pioneered reforms^ that catalyzed the overall economy, it is in telecommunications. Not only has the average Indian become more wired to the world than was possible just a few years ago, this has also been accompanied by the healthy growth of private sector Indian companies catering to an ever-increasing market and a happy adoption of the latest technologies - the problems with the current 3G spectrum allocation notwithstanding. Even so, if there is one sector in which the government may be losing out, it is the telecom industry. For evidence, one need look no further than the publicly-owned Bharat Sanchar Nigam Limited. Last BSNL recorded a massive drop of 80 per cent in its 2008-09 profits in a year that saw private companies romp home on the back of record new subscriptions. That fall in profits, according to the firm, was on account of a huge rise in employee costs following the Pay Commission awards but it was the third year of declining profits; not surprisingly its market share, particularly in the mobile segment, has fallen. What went wrong with the public sector undertaking that came close to occupying the top slot in the mobile segment? Last year, when the firm decided to disinvest to raise cash, its unions protested; currently it is facing a Central Government inquiry on equipment procuring; the present Chairman, who worked some magic at MTNL earlier, will have a tough time with a huge employee overload the the disadvantages of having to function within the framework of a public sector entity in a fiercely
  • 10. competitive market. But help may be at hand from unexpected quarters; a section of employees has urged the government to bring in a professional management team from outside the public sector. This is an unprecedented sentiment, considering that the petition indicates dissatisfaction with the present management and calls for a merit-based approach to promotions - in itself a radical departure from the general opinion of most public sector employees and executives. Just how deep the malaise runs in BSNL can be gauged by the discontent with a "redundant performance mechanism" and the need to reploace it with a merit-based approach. The Prime Minister's Office, currently saddled with the mess, should consider the idea very seriously indeed if it wants BSNL to make up for lost ground in the current market. Doing that could set a healthy precedent for other PSUs.
  • 11. 05 Problem According to the passage, I. BSNL is losing its clients to private players in telecom II. BSNL is one of the poorly managed PSUs of the country III. BSNL is holding part of some private players' business a. I and II are correct b. I and II are correct c. I,II and III are correct d. II and III are correct.
  • 12. 06 Problem It can be inferred from the passage that a. government feels that the losses in BSNL can only be attributed to the wage increase. b. government should ban unions from PSUs like BSNL where performance is low c. government needs to take more interest to improve performance of PSUs like BSNL d. government is looking to improve the performance even with help from outside PSUs.

  • 19. PASSAGE- IV We commend the recommendations of the Thirteenth finance Commission (TFC) on the fiscal front, as reported. The commission has dumped numerical targets in favor of qualitative ones for the fiscal and revenue deficits. The deficits are to go up in the downswing of a business cycle and come down on the upswing — all the way to a surplus in the case of the revenue deficit — with a council of wise men moderating any inclination on the part of the government of the day to declare a downswing when there is only an election on the horizon. The commission has focused on the government's liabilities as a proportion of GDP. All this makes sense. Public finance experts have pointed out a tendency for the fiscal deficit to go up in an election year, whatever the state of the business cycle. In the recent showdown, an election-oriented wise deficit was already in place when the economic squeeze came, and the economy came through handsomely. We can't count on such lucky coincidences all the time. So, the sort of institutional mechanism suggested by the commission would be quite appropriate. A cyclically-adjusted policy would call for more discipline, both by the Centre and the States. They would have to build a surplus during an upswing that would provide a cushion to spend more during a downturn. This would mean reducing their indebtedness in a boom. Both the Centre and the States cannot go on a spending binge during a boom as they need to save for a rainy day, that would inevitably turn up, sooner or later, the TFC's suggestion to disclose liabilities as a proportion of GDP would give a more accurate picture of the government's balance sheet. The commission also stresses the need for the
  • 20. government to make its accounting more transparent. At present, subsidies paid to oi or fertilizer companies through bonds are accounted as below-the-line items to camouflage a high fiscal deficit. This must end. But the ultimate goal should be comprehensive reforms to rein in subsidies. A fiscal course correction is, very much in order.
  • 21. 13 Problem According to the passage, I. TFC recommended that discipline should be maintained while tackling fiscal deficit. II. TFC commented that only a lucky coincidence saved the country from economic crisis. III. TFCs criticized the Central and State Governments for spending binge during boom period a. I and II are correct. b. I and III are correct. c. I,II and III are correct. d. II and III are correct.
  • 22. 14 Problem It can be inferred from the passage that a. the Central and State governments are unable to contain the fiscal deficit. b. the Central and State governments should take adequate steps to reduce the fiscal deficit. c. the Central and State governments are responsible for the economy not doing well. d. the Central and State governments should stop all subsidies which are creating fiscal deficit.
  • 23. 15 Problem According to the passage, subjects that are discussed include a. what items should be given subsidy. b. GDP growth. c. why the economy has fared well despite economic squeeze. d. Misdirected planning of earlier finance commissions.
  • 24. 16 Problem According to the passage, which one of the following inferences is true? a. Subsidies should be reigned in gradually to achieve fiscal control. b. Subsidies are more than what the economy can absorb c. GDP should take into account government spending. d. GDP calculations are manipulated without accounting for foreign investments.
  • 25. PASSAGE 5 I had seen little of him lately. My marriage had drifted us away from each other. My own complete happiness, and the home-centred interests which rise up around the man who first fine himself master of his own establishment, were sufficient to absorb all my attention, while he, who loathed every form of society with his whole Bohemian soul, remained in our lodgings in Baker Street buried among his old books, and alternating from work to week ' between cocaine and ambition, the drowsiness of the drug, and the fierce energy of his own been nature. He was still, as ever, deep attracted by the study of crime, and occupied his immense faculties and extraordinary powers observation in following out those clues, and clearing up those mysteries which had been abandoned; hapless by the official police. From time to time I heard some vague account of his doings: of his summons to Odessa in the case of the Rip-off murder, of his clearing up of the singular tragedy of the Atkinson brothers in Trincomalee, and finally of the mission which he had accomplished so delicately and successfully for the regaining family of Holland. Beyond these signs of his activity, however, which I merely shared with a the readers of the daily press, I knew little of my former friend and companion.
