In a convention hall filled with auto executives who wish they could wake up to find that 2009 was just a
bad dream, David Zuchowski and his colleagues at Hundyai were doing low-key victory laps. But while
they plan in 2010 to pick up where they left off, they also tempered expectations that the U.S. sales gains
achieved by the Korean automaker can be repeated'. "We will not have the same margin of difference
that we did last year", David Zuchowski said at the Detroit auto show. "Our sales were up 8 percent in a
market that was down 21 percent. There are a lot of things that happened with our competition, with
our marketing, that really put in a different area. We think for sure that we're going to grow our volume
this year and we're going to grow our market share", he added. "If nothing else changes, and we held our

John Krafcik, CEO of Hyundai's American sales operations, said the first goal is to hold onto the market
share gains of 2009. Last year, Hyundai's U.S. sales rose 8.3 percent to 435, 064 units. Its share of the
market jumped to 4.2 percent from 3 percent in 2008. Hyndai expects U.S. sales this year to hit ll.4
million, may be even 11.5 million units. U.S. sales fell 21.2 percent last year to 10.4 million units. As U.S.
automakers in early 2009 were concerned about their own survival, "Hyundai Assurance" was introduced
as a safety net for consumers afraid of losing their jobs. Just shy of 100 customers returned cars under a

If there is one sector in which Indian policymakers can pride themselves on for having pioneered
reforms^ that catalyzed the overall economy, it is in telecommunications. Not only has the average
Indian become more wired to the world than was possible just a few years ago, this has also been

market and a happy adoption of the latest technologies - the problems with the current 3G spectrum
allocation notwithstanding. Even so, if there is one sector in which the government may be losing out, it

Nigam Limited.
Last BSNL recorded a massive drop of 80 per cent in its 2008-09 profits in a year that saw private
companies romp home on the back of record new subscriptions. That fall in profits, according to the firm,
was on account of a huge rise in employee costs following the Pay Commission awards but it was the
third year of declining profits; not surprisingly its market share, particularly in the mobile segment, has
fallen. What went wrong with the public sector undertaking that came close to occupying the top slot in
the mobile segment? Last year, when the firm decided to disinvest to raise cash, its unions protested;
currently it is facing a Central Government inquiry on equipment procuring; the present Chairman, who
worked some magic at MTNL earlier, will have a tough time with a huge employee overload the the
disadvantages of having to function within the framework of a public sector entity in a fiercely
10. competitive market. But help may be at hand from unexpected quarters; a section of employees has
urged the government to bring in a professional management team from outside the public sector. This
is an unprecedented sentiment, considering that the petition indicates dissatisfaction with the present
management and calls for a merit-based approach to promotions - in itself a radical departure from the
general opinion of most public sector employees and executives. Just how deep the malaise runs in BSNL
can be gauged by the discontent with a "redundant performance mechanism" and the need to reploace
it with a merit-based approach. The Prime Minister's Office, currently saddled with the mess, should
consider the idea very seriously indeed if it wants BSNL to make up for lost ground in the current market.
Doing that could set a healthy precedent for other PSUs.

We commend the recommendations of the Thirteenth finance Commission (TFC) on the fiscal front, as
reported. The commission has dumped numerical targets in favor of qualitative ones for the fiscal and
revenue deficits. The deficits are to go up in the downswing of a business cycle and come down on the
upswing — all the way to a surplus in the case of the revenue deficit — with a council of wise men
moderating any inclination on the part of the government of the day to declare a downswing when there
is only an election on the horizon. The commission has focused on the government's liabilities as a
proportion of GDP. All this makes sense. Public finance experts have pointed out a tendency for the fiscal
deficit to go up in an election year, whatever the state of the business cycle. In the recent showdown, an
election-oriented wise deficit was already in place when the economic squeeze came, and the economy
came through handsomely. We can't count on such lucky coincidences all the time. So, the sort of
institutional mechanism suggested by the commission would be quite appropriate.
A cyclically-adjusted policy would call for more discipline, both by the Centre and the States. They would
have to build a surplus during an upswing that would provide a cushion to spend more during a
downturn. This would mean reducing their indebtedness in a boom. Both the Centre and the States
cannot go on a spending binge during a boom as they need to save for a rainy day, that would inevitably
turn up, sooner or later, the TFC's suggestion to disclose liabilities as a proportion of GDP would give a
more accurate picture of the government's balance sheet. The commission also stresses the need for the
20. government to make its accounting more transparent. At present, subsidies paid to oi or fertilizer
companies through bonds are accounted as below-the-line items to camouflage a high fiscal deficit. This
must end. But the ultimate goal should be comprehensive reforms to rein in subsidies. A fiscal course
correction is, very much in order.
