About the measures to be taken for the River Basin Administrations
Based on the Article 9 Clause 5 of the Law of Mongolia on State and Local Properties, the
Article 4 Clause10 of the Law of Mongolia on Water and the Article 11 Clause 1.3 of the
Mongolian Budget Law, the Government of Mongolia RESOLVES to:
1. Assign the Minister of Nature, Environment and Tourism D. Tsogtbaatar to establish the
River Basin Administrations and the Minister of Finance D. Khayankhyarvaa to set and
enforce the standard limit for the norm and normative of the River Basin Administrations’
budget cost and their organisational structures and job positions.
2. Assign the Minister of Nature, Environment and Tourism D. Tsogtbaatar and the Minister of
Finance D. Khayankhyarvaa to reflect the required operating cost for the River Basin
Administrations in the amendment to be made in the state budget for 2012 and ensure its
reflection in the state budget every year.
3. Assign the State Property Committee to provide offices for the River Basin Administrations.

ABOUT THE APPROVAL OF THE KHATAN TUUL PROGRAMME
The Government of Mongolia RESOLVES to:
1. Approve the Khatan Tuul Programme according to the Appendix No. 1 and the programme’s
first phase work plan (2012 to 2016) according to the Appendix No. 2.
2. Assign the Minister of Nature, Environment and Tourism and Director of the National Water
Committee D. Tsogtbaatar and the Minister of Road, Transportation, Construction and Urban
Development Ts. Dashdorj and the Mayor of Ulaanbaatar city G. Munkhbayar to conduct the
implementation of the programme, make a cross-sectoral coordination and monitor the
implementation of the programme.
3. Assign the Minister of Nature, Environment and Tourism D. Tsogtbaatar and the Minister of
Finance D. Khayankhyarvaa and the Minister of Road, Transportation, Construction and
Urban Development Ts. Dashdorj and the Mayor of Ulaanbaatar city G. Munkhbayar and the
provincial governor to reflect the measures for the implementation of the programme in the
main directions for the socio-economic development every year and ensure to fund the
programme from the state budget and other financial sources.
4. Assign the Minister of Nature, Environment and Tourism D. Tsogtbaatar to establish the
Tuul River Basin Administration, and approve and enforce its action plan, institutional
structure and job positions.
