1. GENERAL ACTIVITIES
Act as a focal point for international law, Pakistani law and advise on all operational
questions
Gathering and analysing relevant information with regard to the functioning and
structure of the Pakistani judicial and penitentiary systems (including judicial organs,
judicial procedures and their implementation) and making it available to the legal and
protection departments.
Providing opinions on different treaties, conventions ratification/signed/accessed by
Pakistan
Analysis of specific legal issues concerning detention (e.g., legislation on death
sentence, prison rules) and the criminal justice system (legal framework/legislation,
policies, institutions of the justice sector, relevant ministries, judiciary, reforms,
donors, etc.) from the national as well as the international legal perspective, upon
request from Legal Adviser and Protection Coordinator.
To prepare clear, structured and well-documented reports as required, including
minutes of internal/external meetings.
To analyze and constantly monitor the following aspects:
o Specific measures taken by PK authorities in the fight against terrorism,
national anti-terrorism law, etc.
o Legal basis for arrest, type of charges, links with detention at the national level
o International cooperation of security services with other governments and
regional organizations in the fight against terrorism.
Systematically monitor media and other sources with regard to legal problems
concerning populations affected by the situation / conflict
Contribute actively to the briefing & training of detention teams, in particular with
regard to existing laws and regulations and judicial guarantees
3. 2. EXTERNAL RELATIONS
Networking support
Assist the delegation to develop and maintain a network of contacts within the
judiciary and penitentiary systems and other relevant stakeholders (e.g. Law & Policy,
NGOs working with prisoners) at all levels
Representing the ICRC vis-à-vis interlocutors, including occasional dissemination
sessions to targeted audiences. Explaining the mandate and objectives of the ICRC
to interlocutors and in line with the strategy of the ICRC delegation
Contribute/prepare the legal departments input to the Weekly Operational Report
(WOR).
Providing legal opinion on International Humanitarian Law, Public International
law and Human rights law.
Also providing legal advices on domestic law (Civil and Criminal).
Drafting legal agreements, disclaimers etc. Furthermore, organizing Moot court
