It’s now been 60-plus days since I’ve taken the helm at U.S. Army Garrison
Red Cloud and Area I’s Directorate of Family and Morale, Welfare and Recreation, and I have to say,
things are off to a good start and there’s more to come.
I want to thank all of you for participating in our Independence Day Celebration July 4 at Camp Casey.
Even with the “off-and-on” rains we had, you stood fast and continued to enjoy the food, beverages and
varied activities we’d laid on for that big annual event.
You took part in the day’s Hot Dog Eating competition, the Best Ribs Competition, and of course the Chili Cook Off.
At FMWR we love putting together these special events for YOU.
The best part of putting on a show like the one we did on Independence Day is seeing your happy faces, the many families who
turned out for the day, your obvious delight at the Fireworks finale, and also watching you head home at the end with that “What
a great day!” look on your faces.
As you read this, FMWR is planning our next major community event: the Area I Labor Day Festival.

DMZ Tour Guidelines
- When viewing the Conference Room, do not touch any
equipment belonging to North Korea.
- Do not speak with, make any gesture toward, approach
or respond to personnel from the other side.
- Military or other official considerations may prevent
entry into the JSA.
- Casual clothes, such as ripped jeans, sleeveless shirts,
miniskirts, short pants, military clothes, and sandal/
slippers are not permitted during the tour.
- Shaggy or unkempt hair is not allowed.
- Children under 10 years of age are not allowed.
The Joint Security Area (JSA)
The JSA resembles a square measuring about 800
meters across. After the Armistice Agreement was
signed, the JSA became a neutral location where
guards from both sides were allowed to move about
freely. It was the only place in the Demilitarized
Zone (DMZ) where the Military Demarcation Line
(MDL) was originally not clearly marked.
That changed after North Korean guards
murdered two United Nations Command (UNC)
officers with axes on August 18, 1976. After the Ax
Murder Incident, the MDL was marked within the
JSA, and that marking system continues until today.
The only place where border crossings are
allowed is inside the conference buildings of the
Military Armistice Commission (MAC). The MDL in
the JSA is marked with one hundred and twenty six
one-meter high white stakes at 10 meter intervals.
Throughout the rest of the DMZ, the boundary is
marked with MDL markers. Each side owns six guard
posts in the JSA and no more than thirty five armed
guards can be present on each side.
The JSA is a venue for exchanges and negotiations
between the North and South. A variety of political
and economic issues, cultural conferences and Red
Cross meetings are held in the JSA.
Observation Post (OP) Dora
As the northernmost observatory in South Korea,
OP Dora is located within the DMZ and provides
the closest view of North Korea. Propaganda
Village and Farmland of North Korea lay in view
just ahead as do some areas of Gaeseong. The
Gaeseong Industrial Complex and a bronze statue
of Kim Il Song can be seen through a telescope.
DMZ Third Tunnel
The Third Tunnel was discovered 52 km away
from Seoul in the administrative district of Paju in
1978. It is 1,635 meters in length, 2 meters in width
and 2 meters in height. The tunnel’s size would
allow an army of thirty thousand fully-armed North
Korean Soldiers to pass through within an hour.
The Third Tunnel is the largest one discovered so
far, indicating North Korea’s desire to invade Seoul
during that time.

“A High-Adventure Outdoor Recreation (ODR) program combined
with L-LAAD as part of the Army’s holistic approach to reset”
A platoon size element can make reservations directly with Family and MWR Outdoor Recreation.
This is a centrally funded program through the department of the Army. Activities include paintball,
scuba, rock climbing, skiing, snowboarding zip line, ATV, mountain biking, rope course and more.
This program meets MRT requirements. See your Unit Commander for details.

Vision: Strive to become the premier Health & Human
Performance Center in the Department of the Army – Pacific
Region.
Facility Overview: The HHPC is not a typical, ordinary weight
room. This state-of-the-art center is equipped with the newest
and advanced training equipment to establish a functional
fitness workout using bands & tubing, bodyweight resistance,
dumbbells, kettle bells, medicine balls, plyometrics, agility
drills, stability balls, and ropes. The center will also offer a
cardiovascular area, and a “Stress-Less” area which consists of
massage chairs, and a power plate massage machine. There
will also be a flexibility & recovery room, a group exercise room
featuring “Fitness on Demand,” spinning bikes, group fitness
exercise equipment, and a health promotion component with a
focus on public health.

During the final weeks of 1799, a struggle for power
was triggered by two factions. Alexander Hamilton led
the Federalists, and his rival, Aaron Burr, supported
the populist Republicans. As the two most prominent
lawyers in New York, both realized that as the national
election approached, Manhattan could be the swing
district that determined the next president.

Reading Their animosity was swept aside when the body of
a young Quaker woman was found in a well owned
by Burr. In fact, they created a legal dream team to
prevent a miscarriage of justice from occurring in
America’s first sensational murder case.
Elma Sands was being courted by a handsome
young carpenter named Levi Weeks. When Elma’s
muff was found, it was a clue that led searchers to
Burr’s well. Citizens were outraged by the brutal
murder, and suspicion immediately focused on Weeks,
who was charged and jailed. Weeks’ brother, an influ-
ential architect, possessed the financial resources to
hire a legal dream team, Hamilton and Burr.
The two lawyers were convinced that Weeks was
innocent. They put aside their differences to defend
the young man and prevent a conviction fueled by
public anger. The real danger was that Weeks might
be lynched before a trial could even be scheduled.
Levi was eventually acquitted, but murder was never
solved.
This is more than an account of an old case, it is an
absorbing legal thriller. Collins not only writes about
the crime but also makes the first break in the case
in more than 200 years as he reveals the name of
the likely killer. This is a cold case that has suddenly
become quite hot.

T
he wait is almost over! After nearly a
year-long wait, USAG-Red Cloud and
Area1 Family and Morale, Welfare and
Recreation will re-open the Camp Casey Bowling
Lanes on August 17. As visitors will soon find out,
there have been many changes made starting
with the name, activities offered and an eye-
catching theme that is guaranteed to impact the
community’s bowling experience. Gone are the
worn carpets, the dreary wall paint, the squeaky
chairs and tables; all completely replaced by brand
new equipment and furniture that almost makes
the facility unrecognizable from the last one.
The Buccaneer Bowl now has an exciting pirate
theme, which will please both children and adults
alike; with new features including a state of the
art Game Room, a Multi-Purpose Conference and
Theater Room, a Pirate’s Grotto serving popular
American treats, and more that you’ll just have to
see for yourself at the grand re-opening.
“We decided to move away
completely from the standard
view of a typical bowling facility,
and give the Area 1 community
something fun and more family
based, hence, the pirate theme.
We want our customers to get
excited again about coming to the bowling alley
with their family and friends, have that ‘WOW’
experience and hopefully, help spread the word
about the completely renovated Casey Buccaneer
Bowl,” said Bowling Manager, Gerald ‘Fish’
Keener.
Soldiers and Families will enjoy Keener’s vision
come to life, as they walk through the doors and
take sight of three large ship masts, complete with
sails featuring a pirate’s logo. The floors are aptly
decorated to look like a ship’s deck, and the walls
have beautiful hand painted murals depicting the
swashbuckling days of life in the Caribbean. To

complete the effect, bowlers will feel as if they are
firing cannon balls, since the 14 lanes have images
of cannons pointing towards a seaborne vessel.
“I really wanted to change the general concept
of a dreary bowling center into a thoroughly
entertaining experience,” added Keener. The
entertainment experience is obvious as you enter
the new state of the art game room complete
with 10 gaming machines, 3 Vegas-style poker
tables, and a full service bar that will cater mostly
to the adult crowd. Not to forget our family
members, there is also a new room for birthday
parties, meetings and other family activities;
complete with a 60-inch LCD/3D TV that can be
used to watch movies or play video games.
Of course no bowling alley experience would be
complete without delicious food, and the Casey
Buccaneer Bowl is no exception. The Pirate’s
Grotto is a cave-like structure inside the bowling
alley, tastefully adorned with old-fashioned
lanterns hanging from the ceiling, resembling a
place where a pirate would normally hang out.
Here, visitors can satisfy their hunger or thirst, by
purchasing a signature meal such as the ‘Buck-O
Burger’ made with fresh, never frozen beef and a
secret recipe that has already proven to be a huge
hit at Camp Jackson, South Korea.
Additionally, as an avid poker player and
professional bowler, Keener points out that the
Casey Buccaneer Bowl will host weekly Texas
Hold ‘Em tournaments during weekends, and
Area 1 Bowling League tournaments beginning
in September.
“My staff and I, along with the Family and
MWR Team had to overcome many hurdles and
challenges in completing this renovation,” said
Keener. “But the end result is what matters, and
if all that effort translates into a lot of smiling
faces and positive feedback; then I think those
difficulties leading to this day, are well worth it,”
he added.
Soldiers and family members are invited to
attend an official ribbon-cutting ceremony on
Saturday, August 17 at 10 a.m., and be among
the first to bowl at this newly renovated facility.
The grand re-opening event will feature plenty
of bowling activities, children’s games and prizes
for everyone; beginning with a FREE Cannonball
Bowling Tournament sponsored by Stanley BOSS,
with lots of prizes for the winning individual or
team. Another fun and FREE activity is “Pirate
Bowling,” where players are required to wear an
eye patch while bowling and competing for the
highest score. You can also bring home a framed
souvenir of your visit, by taking pictures with
Captain Barnabus A. Yarfish and his crew at the
Scallywag’s Corner for only $1. And for anyone
who is looking to win a prize, look no further;
in keeping with the event’s pirate theme, Area
1 BOSS is sponsoring a Pirate Costume Contest,
while Family and MWR is providing a number of
free giveaways in a raffle drawing called ‘The
Quartermaster’s Prize.” The Pirate’s Grotto is

With mortgage interest rates rising, it’s more
important than ever for homebuyers to make
sure they know how to get the best deal.
Send for your credit reports from the big three
reporting agencies. Scrutinize them and make
sure there are no errors that would keep you
from getting a mortgage
or being saddled with
one that has a higher
interest rate.
Apply for a mortgage
before you start your
hunt for property. Get
your loan commitment
letter so you know exact-
ly what you can afford
— and then reduce that
amount. Don’t spend up
to the limit that a bank
says you can afford.
Use a real-estate agent
to help you find a home. Don’t try to do it on
your own, even if you fall in love with a “For
sale by owner” property. The agent will have all
the proper documents that will protect you and
will know which questions to ask. For example,
a seller will need to provide a disclosure of the
property’s condition. The agent will also know
your state laws regarding title hunts and will be
able to negotiate contract items on your behalf.
One very tricky area, however, is all up to you:
the mortgage rate lockin. Get the best advice
possible about when to lock in your mortgage
rate. A rate quote is only an estimate and can
change. A rate lock-in is a written promise from
the lender to give you a mortgage at a certain
interest rate, even if the
rates go up. It’s a risk
for the bank, and it will
charge you for it. Watch
out for a “rate cap” in
your lockin document;
this allows the lender
to increase your rate
anyway.
Rate lock-ins are good
only for a set period of
time, typically less than
60 days. If the rates go
down, however, you
can be locked into the
higher rate. You can ask for a “float” to allow
you to get the lower rate, but that costs money.
Ask your lender for its average processing time.
It’s a guessing game in the end, because it’s likely
that your mortgage won’t be processed in the
length of time covered by the lock-in. The cheap-
est lock-in option is to take the shortest period
you dare, making sure you quickly do all that is
required of you when it comes to paperwork.

COMMUNITY NEWCOMER’S ORIENTATION - Provides newly-arrived civilian employees and all spouses’ information
on: Ration Control and Black Marketing, SOFA status and visa requirements, NEO, OPSEC, Safety, installation support
facilities such as Medical, ACS, Commissary, MWR and AAFES, Korean culture and customs. This includes a “Get Smart” Public
Transportation/Subway Class to Uijeongbu. Child Care is provided. Open to all Soldiers, spouses and civilians.
FIRST TERM SOLDIER TRAINING - This important class covers budgeting and basic money management, saving, credit,
insurance, and other financial topics. This class is mandatory for all first term soldiers. This training is also available online at

USING CREDIT WISELY/CREDIT REPORT - Credit cards have benefits, but they can also lead to debt and poor credit
scores. Find out whether using credit is a good idea for you, how to manage your credit cards and debt, and the importance

Exceptional Family Member Program
What is EFMP?
The Exceptional Family Member Program is a mandatory enrollment program that works
with other Military and Civilian agencies to provide comprehensive and coordinated
personnel services, medical, educational, housing and community support to Families with
special needs.
Who is an exceptional Family member?
An exceptional family member is a Family member (child or adult) with any physical,
emotional developmental or intellectual disability that requires special treatment, therapy,
education, training or counseling.
What are the Benefits of EFMP?
Enrollment in EFMP allows assignment managers at the Army personnel agencies to
consider the documented medical and special education needs of exceptional Family
members in the assignment process. Whenever possible, Soldier’s are assigned to areas
where these special needs can be met. This will depend on a valid personnel requirement
for the Soldier’s grade specialty and eligibility for the tour. All Soldiers are still eligible for
worldwide assignments.

It’s now been 60-plus days since I’ve taken the helm at U.S. Army Garrison Red Cloud and Area I’s Directorate of Family and Morale, Welfare and Recreation, and I have to say, things are off to a good start and there’s more to come. I want to thank all of you for participating in our Independence Day Celebration July 4 at Camp Casey. Even with the “off-and-on” rains we had, you stood fast and continued to enjoy the food, beverages and varied activities we’d laid on for that big annual event. You took part in the day’s Hot Dog Eating competition, the Best Ribs Competition, and of course the Chili Cook Off. At FMWR we love putting together these special events for YOU. The best part of putting on a show like the one we did on Independence Day is seeing your happy faces, the many families who turned out for the day, your obvious delight at the Fireworks finale, and also watching you head home at the end with that “What a great day!” look on your faces. DMZ Tour Guidelines - When viewing the Conference Room, do not touch any equipment belonging to North Korea. - Do not speak with, make any gesture toward, approach or respond to personnel from the other side. - Military or other official considerations may prevent entry into the JSA. - Casual clothes, such as ripped jeans, sleeveless shirts, miniskirts, short pants, military clothes, and sandal/ slippers are not permitted during the tour. - Shaggy or unkempt hair is not allowed. - Children under 10 years of age are not allowed. The Joint Security Area (JSA) The JSA resembles a square measuring about 800 meters across. After the Armistice Agreement was signed, the JSA became a neutral location where guards from both sides were allowed to move about freely. It was the only place in the Demilitarized Zone (DMZ) where the Military Demarcation Line (MDL) was originally not clearly marked. That changed after North Korean guards murdered two United Nations Command (UNC) officers with axes on August 18, 1976. After the Ax Murder Incident, the MDL was marked within the JSA, and that marking system continues until today. The only place where border crossings are allowed is inside the conference buildings of the Military Armistice Commission (MAC). The MDL in the JSA is marked with one hundred and twenty six one-meter high white stakes at 10 meter intervals. Throughout the rest of the DMZ, the boundary is marked with MDL markers. Each side owns six guard posts in the JSA and no more than thirty five armed guards can be present on each side. The JSA is a venue for exchanges and negotiations between the North and South. A variety of political and economic issues, cultural conferences and Red Cross meetings are held in the JSA. Observation Post (OP) Dora As the northernmost observatory in South Korea, OP Dora is located within the DMZ and provides the closest view of North Korea. Propaganda Village and Farmland of North Korea lay in view just ahead as do some areas of Gaeseong. The Gaeseong Industrial Complex and a bronze statue of Kim Il Song can be seen through a telescope. DMZ Third Tunnel The Third Tunnel was discovered 52 km away from Seoul in the administrative district of Paju in 1978. It is 1,635 meters in length, 2 meters in width and 2 meters in height. The tunnel’s size would allow an army of thirty thousand fully-armed North Korean Soldiers to pass through within an hour. The Third Tunnel is the largest one discovered so far, indicating North Korea’s desire to invade Seoul during that time.   • 29. During the final weeks of 1799, a struggle for power was triggered by two factions. Alexander Hamilton led the Federalists, and his rival, Aaron Burr, supported the populist Republicans. As the two most prominent lawyers in New York, both realized that as the national election approached, Manhattan could be the swing district that determined the next president. BOOKS Recommended Reading Their animosity was swept aside when the body of a young Quaker woman was found in a well owned by Burr. In fact, they created a legal dream team to prevent a miscarriage of justice from occurring in America’s first sensational murder case. Elma Sands was being courted by a handsome young carpenter named Levi Weeks. When Elma’s muff was found, it was a clue that led searchers to Burr’s well. Citizens were outraged by the brutal murder, and suspicion immediately focused on Weeks, who was charged and jailed. They put aside their differences to defend the young man and prevent a conviction fueled by public anger. The real danger was that Weeks might be lynched before a trial could even be scheduled. Levi was eventually acquitted, but murder was never solved. This is more than an account of an old case, it is an absorbing legal thriller.   • 37. T he wait is almost over! After nearly a year-long wait, USAG-Red Cloud and Area1 Family and Morale, Welfare and Recreation will re-open the Camp Casey Bowling Lanes on August 17. As visitors will soon find out, there have been many changes made starting with the name, activities offered and an eye- catching theme that is guaranteed to impact the community’s bowling experience. Gone are the worn carpets, the dreary wall paint, the squeaky chairs and tables; all completely replaced by brand new equipment and furniture that almost makes the facility unrecognizable from the last one. The Buccaneer Bowl now has an exciting pirate theme, which will please both children and adults alike; with new features including a state of the art Game Room, a Multi-Purpose Conference and Theater Room, a Pirate’s Grotto serving popular American treats, and more that you’ll just have to see for yourself at the grand re-opening. “We decided to move away completely from the standard view of a typical bowling facility, and give the Area 1 community something fun and more family based, hence, the pirate theme. We want our customers to get excited again about coming to the bowling alley with their family and friends, have that ‘WOW’ experience and hopefully, help spread the word about the completely renovated Casey Buccaneer Bowl,” said Bowling Manager, Gerald ‘Fish’ Keener. Soldiers and Families will enjoy Keener’s vision come to life, as they walk through the doors and take sight of three large ship masts, complete with sails featuring a pirate’s logo. The entertainment experience is obvious as you enter the new state of the art game room complete with 10 gaming machines, 3 Vegas-style poker tables, and a full service bar that will cater mostly to the adult crowd. Not to forget our family members, there is also a new room for birthday parties, meetings and other family activities; complete with a 60-inch LCD/3D TV that can be used to watch movies or play video games.   • 57. Dollars and $enSe Homebuyers Should Lock In Rates With mortgage interest rates rising, it’s more important than ever for homebuyers to make sure they know how to get the best deal. Send for your credit reports from the big three reporting agencies. Scrutinize them and make sure there are no errors that would keep you from getting a mortgage or being saddled with one that has a higher interest rate. Apply for a mortgage before you start your hunt for property. Get your loan commitment letter so you know exact- ly what you can afford — and then reduce that amount. Don’t spend up to the limit that a bank says you can afford. Use a real-estate agent to help you find a home. Don’t try to do it on your own, even if you fall in love with a “For sale by owner” property. The agent will have all the proper documents that will protect you and will know which questions to ask. For example, a seller will need to provide a disclosure of the property’s condition. The agent will also know your state laws regarding title hunts and will be able to negotiate contract items on your behalf. One very tricky area, however, is all up to you: the mortgage rate lockin. Get the best advice possible about when to lock in your mortgage rate. A rate quote is only an estimate and can change. A rate lock-in is a written promise from the lender to give you a mortgage at a certain interest rate, even if the rates go up. It’s a risk for the bank, and it will charge you for it. Watch out for a “rate cap” in your lockin document; this allows the lender to increase your rate anyway. Rate lock-ins are good only for a set period of time, typically less than 60 days. If the rates go down, however, you can be locked into the higher rate. You can ask for a “float” to allow you to get the lower rate, but that costs money. Ask your lender for its average processing time. It’s a guessing game in the end, because it’s likely that your mortgage won’t be processed in the length of time covered by the lock-in.
