Command Sponsor and Indoctrination Program
Program Goals

 OPNAVINST 1740.3(series) provides
  requirements to establish the Command
  Sponsor and Indoctrination Program. The
  goals of the program are:
   To facilitate the adaptation of a Sailor and
    their family into a new working and living
    environment.
   To minimize the anxiety associated with a
    Permanent Change of Station (PCS) move.
   To afford Sailors and their families their
    greatest opportunity for a successful and
    productive tour of duty.

Program Policy

 Command sponsor and indoctrination
  responsibilities begin upon receipt of
  PCS orders and continue until the Sailor
  has become part of the new command.
 COs shall appoint command sponsor
  and indoctrination coordinators per
  OPNAVINST 1740.3(series).

 CMC/COB/SEL shall oversee the
  command sponsor and indoctrination
  program and ensure that the Command
  Sponsor Coordinator and the
  Indoctrination Program Coordinator have
  access to the proper tools/materials.

Instruction

 OPNAVINST 1740.3(series), Command
  Sponsor and Indoctrination Programs,
  lists all actions required by personnel
  involved with the Sponsor and
  Indoctrination Programs.
   The CCC should be familiar with all
    actions and responsibilities in this
    instruction.

 Goals:
   To facilitate a smooth transition and
    assimilation into the new command.
   To set the stage for a positive
    experience at the beginning of a tour.
   To maintain an atmosphere for
    continued success.

Sponsor Assignments

 Command Sponsors shall:
   Be enthusiastic, willing to help people,
    and have a positive attitude toward
    the Navy, command, and local
    community.
   Be familiar with the command and its
    location or homeport, knowledgeable
    about available resources, and
    familiar with applicable command
    procedures and instructions.

Sponsor Assignments (cont.)

 Commands shall:
   Ensure all sponsors complete
    sponsor training provided by local
    Fleet Family Support Centers (FFSCs).
   Ensure assigned sponsors are equal
    to or of a higher pay grade (at least
    E-5) to arriving Sailors.
   Request a sponsor for all transferring
    Sailors and counsel these Sailors on
    the benefits of using a Sponsor.

Check-In Process

 Key Elements:
   Keep it simple.
   Train check-in personnel.
   Maintain a positive attitude.


 Video – “The First 72 Hours” provides
  insight into the importance of the check-
  in process.

Check-In Process (cont.)

 Essentials:
   Provide command name tag, ball cap,
    organizational clothing, etc.
   Pre-assign rack, bedding, rack curtains
    and locker.
   Provide a hot meal upon arrival,
    regardless of time.
   Provide informal egress training, as
    required.
   Ensure a duty sponsor is assigned to
    help Sailors who report after normal
    working hours.

Indoctrination Program Requirements

 Within the first 30 days of reporting, or
  within 3 drill weekends for reservists,
  mandatory training is required for the
  following topics:
   Navy Pride and Professionalism
    (formerly Navy Rights and
    Responsibilities)
   Navy Right Spirit Campaign/Alcohol
    Awareness
   Suicide Awareness
   Personal Financial Management

Command Sponsor and Indoctrination Program Enabling Objectives (cont.)  IDENTIFY the resources that lists all actions required by personnel involved with the command sponsor and indoctrination programs.  LIST the goals of the command sponsor program.  IDENTIFY the requirements to assign command sponsors.  IDENTIFY the key elements in the command check-in process. 3

  • 7. Command Sponsor and Indoctrination Program Program Goals  OPNAVINST 1740.3(series) provides requirements to establish the Command Sponsor and Indoctrination Program. The goals of the program are:  To facilitate the adaptation of a Sailor and their family into a new working and living environment.  To minimize the anxiety associated with a Permanent Change of Station (PCS) move.  To afford Sailors and their families their greatest opportunity for a successful and productive tour of duty. 7

Command Sponsor and Indoctrination Program Program Policy  Command sponsor and indoctrination responsibilities begin upon receipt of PCS orders and continue until the Sailor has become part of the new command.  COs shall appoint command sponsor and indoctrination coordinators per OPNAVINST 1740.3(series). 8
  • 9. Command Sponsor and Indoctrination Program Program Policy (cont.)  CMC/COB/SEL shall oversee the command sponsor and indoctrination program and ensure that the Command Sponsor Coordinator and the Indoctrination Program Coordinator have access to the proper tools/materials. 9
  • 10. Command Sponsor and Indoctrination Program Instruction  OPNAVINST 1740.3(series), Command Sponsor and Indoctrination Programs, lists all actions required by personnel involved with the Sponsor and Indoctrination Programs.  The CCC should be familiar with all actions and responsibilities in this instruction. 10
  • 11. Command Sponsor and Indoctrination Program Command Sponsor Program  Goals:  To facilitate a smooth transition and assimilation into the new command.  To set the stage for a positive experience at the beginning of a tour.  To maintain an atmosphere for continued success. 11
  • 12. Command Sponsor and Indoctrination Program Sponsor Assignments  Command Sponsors shall:  Be enthusiastic, willing to help people, and have a positive attitude toward the Navy, command, and local community.  Be familiar with the command and its location or homeport, knowledgeable about available resources, and familiar with applicable command procedures and instructions. 12
  • 13. Command Sponsor and Indoctrination Program Sponsor Assignments (cont.)  Commands shall:  Ensure all sponsors complete sponsor training provided by local Fleet Family Support Centers (FFSCs).  Ensure assigned sponsors are equal to or of a higher pay grade (at least E-5) to arriving Sailors.  Request a sponsor for all transferring Sailors and counsel these Sailors on the benefits of using a Sponsor. 13
  • 14. Command Sponsor and Indoctrination Program Sponsor Assignment Procedures  Procedures for assigning a sponsor are located on the NPC website under CIMS: http://www.npc.navy.mil/CareerInfo/CMC_CCC  Download the procedures for “assigning sponsors”. 14
  • 15. Command Sponsor and Indoctrination Program Check-In Process  Key Elements:  Keep it simple.  Train check-in personnel.  Maintain a positive attitude.  Video – “The First 72 Hours” provides insight into the importance of the check- in process. 15
  • 16. Command Sponsor and Indoctrination Program Check-In Process (cont.)  Essentials:  Provide command name tag, ball cap, organizational clothing, etc.  Pre-assign rack, bedding, rack curtains and locker.  Provide a hot meal upon arrival, regardless of time.  Provide informal egress training, as required.  Ensure a duty sponsor is assigned to help Sailors who report after normal working hours. 16
  • 17. Command Sponsor and Indoctrination Program Indoctrination Program Requirements  Within the first 30 days of reporting, or within 3 drill weekends for reservists, mandatory training is required for the following topics:  Navy Pride and Professionalism (formerly Navy Rights and Responsibilities)  Navy Right Spirit Campaign/Alcohol Awareness  Suicide Awareness  Personal Financial Management 17
  • 18. Command Sponsor and Indoctrination Program Indoctrination Program Requirements (cont.)  Mandatory training (cont.):  Operational Risk Management  Prevention of Sexual Harassment/Sexual Assault  Anti-terrorism/Force Protection (AT/FP)  See OPNAVINST 1740.3(series) for more topics  Appropriately qualified personnel may address command specific policies, procedures, and base services. 18

Command Sponsor and Indoctrination Program Indoctrination Program Requirements (cont.)  Navy Pride and Professionalism training will include the following topics:  Decision-making  Interpersonal communications  Command managed equal opportunity, including Navy policy on sexual harassment, religious accommodation, hazing, and fraternization  Diversity  Conflict Management 19

Command Sponsor and Indoctrination Program Indoctrination Program Requirements (cont.)  Navy Pride and Professionalism training topics (cont.):  Pride in self and core values  Wearing the uniform  Military etiquette including courtesies and military bearing  Violent behavior awareness  Family readiness  Mentorship and positive role models  Pride in service 20
  • 21. Command Sponsor and Indoctrination Program Command Indoctrination Topics  Ensure appropriate qualified personnel are assigned to address command topics.  A list of areas and activities for good indoctrination topics are listed in the CCH. 21
