I. OVERVIEW OF NCPACE
1. The Navy College Program for Afloat College Education (NCPACE) is an integral part of the
Navy College Program. The Navy’s NCPACE program offers participating Sailors (officers and
enlisted) high quality learning opportunities and experiences from post secondary institutions
accredited by an accrediting body recognized by the U.S. Department of Education. The Naval
Education and Training Professional Development Technology Center (NETPDTC), located in
Pensacola, Florida, is responsible for developing, executing and administering NCPACE.
Sailors can continue and or complete course work associated with certificate or degree
requirements under NCPACE.
2. NCPACE offers academic skills, undergraduate and graduate level courses to
Sailors assigned full-time to ships, and to Sailors who travel between ship and shore (those in
deployable, sea-going UIC’s. Selected remote sites as listed under Definitions are authorized to
participate in NCPACE Distance Learning DL courses only. There are two separate contracts
under NCPACE: Instructor-Led and Distance Learning. The Instructor-Led IL courses are
taught by resident instructors for ships able to berth civilian instructors. Distance Learning DL
courses are provided for all ships and remote sites. Distance Learning courses are offered via
CD-Rom, paper based and VTC.
II. PROGRAM ELIGIBILITY
1. Eligibility includes personnel assigned to U.S. Naval vessels and deployable
squadrons assigned a Unit Identification Code (UIC) with a sea duty type code of
2 or 4. U.S. Navy personnel permanently assigned to those commands including U.S. Marine
Corps personnel assigned as ship’s company are eligible to participate in NCPACE. Navy
personnel on temporary assignment to the command participating in NCPACE are eligible to
participate as long as they have sufficient time to complete course work while assigned to the
command. Embarked Marines on a naval vessel may participate in Instructor Led courses on a
space available basis after the 10 Navy minimum enrollments has been met.
2. All active duty personnel assigned to U.S. Naval Ships (USNS) under the cognizance of the
Military Sealift Command (MSC) are eligible to participate as long as minimum enrollments are
met for DL and/or IL courses.
3. NCPACE is designed for deployed units. Commissioned squadrons and ships in a non-
deployable status (aircraft transition, major ships overhaul, etc., for 9 months or
more) are not eligible to participate in NCPACE while in that status.
4. Ships moored within a shipyard must be able to provide instructor berthing and messing
facilities throughout the duration of the term dates to be eligible to participate in IL NCPACE. If
berthing/messing is not available on board or becomes unavailable after courses begin, the
requesting command must provide the instructor(s) messing/berthing equal to that provided
officer crewmembers and will be at the command’s expense.
5. To be eligible to participate in DL NCPACE, first time enrollees must be
counseled by NCO staff and are limited to only one course during the first term.
After successful completion of the first DL course, Sailors are authorized to enroll
in a maximum of two courses per term. Only the selected remote sites as listed under
Definitions (page 15) are authorized to participate in NCPACE.
6. Eligibility to participate in NCPACE is solely at the discretion of the Navy and may be
changed at any time.
III. NCPACE CONTRACTORS/SUBCONTRACTORS
1. Central Texas College was awarded the contract for Instructor Led IL and Distance Learning
DL. Central Texas College will provide instructors for lower level courses, and Columbia College
will provide instructors for upper level courses onboard ships for classes requested by a
command.
2. Institutions providing DL programs are Coastline Community College, Dallas County
Community College, ECPI College of Technology, Governors State University, Old Dominion
University, University of Oklahoma, Thomas Edison State College, and Vincennes University.
Central Texas College may add additional partner institutions during the life of the contract as
long as the NCPACE Program Manager approves it.
3. Graduate courses are provided by DL from Old Dominion University and the University of
Oklahoma.
4. Subcontractors under the Central Texas College Contractor are: Coastline Community
College, Columbia College, Dallas County Community College, ECPI College of Technology,
Governors State University, Old Dominion University, Thomas Edison State College, University
of Oklahoma, and Vincennes University.

2. Command ESO (NCPACEPOC) Responsibilities
a. Receive individual NCPACE training from NCO staff or from NCO sponsored
workshops prior to requesting NCPACE services.
b. Coordinate the command’s schedule for Orientation Services.
c. Initiate NCPACE workup by contacting the NCO for Orientation Services 6
months prior to embarkation of instructors/scheduled load date or
deployment. Refer to ESO Checklist.
d. Upon presentation of NCPACE Command Education Plan by NCO, submit a
request for DL and/or IL courses via email or naval message to the NCPACE
Ordering Officer. NCPACE courses may not begin without prior approval from
NETPDTC’s Ordering Officer (Paceorders) in the form of a delivery order
number.
e. Ensure availability of instructor berthing and classroom space for
Instructor-Led Courses for 6-8 weeks in length. Make available secure storage
for course tests/materials for contractor.
f. Make available work-space for instructor administrative duties.
g. Provide officer living quarters for duration of courses. If officer’s berthing is
not initially available, provide CPO quarters on a temporary basis until
officer’s berthing becomes available.
h. Provide instructor access to officer’s wardroom and request mess bill
payment from contractor/s for meals consumed.
i. Allow contractor access to ship’s store, medical, laundry, and check cashing
services (at CO’s discretion).
j. Provide Uniformed Services Identification and Privilege Card (DD Form 1172)
allowing instructor/s access to overseas installations and exchange privileges
(depending CO’s approval).
k. Ensure all contracted employees wear government-issued badges that are
fully displayed at all times. (Military retired ID and family member ID are not
acceptable)
l. Ensure minimum and maximum enrollments are met.
m. Maintain security of contractor provided computer hardware and software.

n. Administer DL course exams and maintain exam security.
o. Brief instructor concerning ship’s protocol.
p. Submit completion messages at the conclusion of each class.
q. Communicate with NCO or NETPDTC via e-mail concerning program
progress, issues/concerns/problems.
r. Complete and forward instructor evaluation forms upon class completion of
instructor-delivered courses.
s. Follow IL/DL Procedures listed below.
3. Procedures for Distance Learning Courses
a. Ship/Command/Squadron sends Request for DL courses to the Ordering
Officer by e-mail or Naval message using the sample provided in Attachment F.
Ensure request includes student name, SSN, course, and name of institution offering the
course.
b. Request must be submitted 21 calendar days prior to scheduled load date of
computer equipment/software.
c. Contractor registers students and delivers student course materials and textbooks to the
command during registration.
d. Ship/Command/Squadron must report DL drop/add students via e-mail to the
Ordering Officer as they occur. For VTC courses, the drop/add period is from the date of
enrollment through the completion of the 3rd
class period. For DL courses, drop/add period is
14 calendar days from the start date as set out in the delivery order. For deployed
submarines, the drop/add period is 30 calendar days from the start date. Students dropping a
course within the authorized period will not be reflected on the final roster.
e. Ship/Command/Squadron must send completion message using the attached
sample template.
f. To request extensions or deviations to DL course lengths as necessary submit
request by email to the COR/Ordering Officer (Paceorders). Extensions may be
granted in 30-day increments for a maximum of 60 days. Prior to the expiration of an
extension, if additional time is required to complete the course work, the service member should
request an incomplete grade, allowing 120 additional days for completion. Incorporate request
for extension in the completion message (Attachment G) to report student requests for
extensions.
g. Advise students to complete their courses to avoid receiving a failing “F” grade, “W” for
voluntary withdrawal after the “add/drop” period without command endorsement, or “I”

beyond the drop/add period 14 days from the start date of the course (for deployed submarines,
30 calendar days from the course start date), will receive a grade of “F”.

  • 1. NCO LEMOORE NCPACE ESO TRAINING POC: CYNTHIA MOON PHONE: 559-998-3857 EMAIL: Cynthia.moon@navy.mil I. OVERVIEW OF NCPACE 1. The Navy College Program for Afloat College Education (NCPACE) is an integral part of the Navy College Program. The Navy’s NCPACE program offers participating Sailors (officers and enlisted) high quality learning opportunities and experiences from post secondary institutions accredited by an accrediting body recognized by the U.S. Department of Education. The Naval Education and Training Professional Development Technology Center (NETPDTC), located in Pensacola, Florida, is responsible for developing, executing and administering NCPACE. Sailors can continue and or complete course work associated with certificate or degree requirements under NCPACE. 2. NCPACE offers academic skills, undergraduate and graduate level courses to Sailors assigned full-time to ships, and to Sailors who travel between ship and shore (those in deployable, sea-going UIC’s. Selected remote sites as listed under Definitions are authorized to participate in NCPACE Distance Learning DL courses only. There are two separate contracts under NCPACE: Instructor-Led and Distance Learning. The Instructor-Led IL courses are taught by resident instructors for ships able to berth civilian instructors. Distance Learning DL courses are provided for all ships and remote sites. Distance Learning courses are offered via CD-Rom, paper based and VTC. II. PROGRAM ELIGIBILITY 1. Eligibility includes personnel assigned to U.S. Naval vessels and deployable squadrons assigned a Unit Identification Code (UIC) with a sea duty type code of 2 or 4. U.S. Navy personnel permanently assigned to those commands including U.S. Marine Corps personnel assigned as ship’s company are eligible to participate in NCPACE. Navy personnel on temporary assignment to the command participating in NCPACE are eligible to participate as long as they have sufficient time to complete course work while assigned to the command. Embarked Marines on a naval vessel may participate in Instructor Led courses on a space available basis after the 10 Navy minimum enrollments has been met. 2. All active duty personnel assigned to U.S. Naval Ships (USNS) under the cognizance of the Military Sealift Command (MSC) are eligible to participate as long as minimum enrollments are met for DL and/or IL courses. 3. NCPACE is designed for deployed units. Commissioned squadrons and ships in a non- deployable status (aircraft transition, major ships overhaul, etc., for 9 months or more) are not eligible to participate in NCPACE while in that status. 4. Ships moored within a shipyard must be able to provide instructor berthing and messing facilities throughout the duration of the term dates to be eligible to participate in IL NCPACE. If berthing/messing is not available on board or becomes unavailable after courses begin, the
  • 2. requesting command must provide the instructor(s) messing/berthing equal to that provided officer crewmembers and will be at the command’s expense. 5. To be eligible to participate in DL NCPACE, first time enrollees must be counseled by NCO staff and are limited to only one course during the first term. After successful completion of the first DL course, Sailors are authorized to enroll in a maximum of two courses per term. Only the selected remote sites as listed under Definitions (page 15) are authorized to participate in NCPACE. 6. Eligibility to participate in NCPACE is solely at the discretion of the Navy and may be changed at any time. III. NCPACE CONTRACTORS/SUBCONTRACTORS 1. Central Texas College was awarded the contract for Instructor Led IL and Distance Learning DL. Central Texas College will provide instructors for lower level courses, and Columbia College will provide instructors for upper level courses onboard ships for classes requested by a command. 2. Institutions providing DL programs are Coastline Community College, Dallas County Community College, ECPI College of Technology, Governors State University, Old Dominion University, University of Oklahoma, Thomas Edison State College, and Vincennes University. Central Texas College may add additional partner institutions during the life of the contract as long as the NCPACE Program Manager approves it. 3. Graduate courses are provided by DL from Old Dominion University and the University of Oklahoma. 4. Subcontractors under the Central Texas College Contractor are: Coastline Community College, Columbia College, Dallas County Community College, ECPI College of Technology, Governors State University, Old Dominion University, Thomas Edison State College, University of Oklahoma, and Vincennes University. 2

  • 4. 2. Command ESO (NCPACEPOC) Responsibilities a. Receive individual NCPACE training from NCO staff or from NCO sponsored workshops prior to requesting NCPACE services. b. Coordinate the command’s schedule for Orientation Services. c. Initiate NCPACE workup by contacting the NCO for Orientation Services 6 months prior to embarkation of instructors/scheduled load date or deployment. Refer to ESO Checklist. d. Upon presentation of NCPACE Command Education Plan by NCO, submit a request for DL and/or IL courses via email or naval message to the NCPACE Ordering Officer. NCPACE courses may not begin without prior approval from NETPDTC’s Ordering Officer (Paceorders) in the form of a delivery order number. e. Ensure availability of instructor berthing and classroom space for Instructor-Led Courses for 6-8 weeks in length. Make available secure storage for course tests/materials for contractor. f. Make available work-space for instructor administrative duties. g. Provide officer living quarters for duration of courses. If officer’s berthing is not initially available, provide CPO quarters on a temporary basis until officer’s berthing becomes available. h. Provide instructor access to officer’s wardroom and request mess bill payment from contractor/s for meals consumed. i. Allow contractor access to ship’s store, medical, laundry, and check cashing services (at CO’s discretion). j. Provide Uniformed Services Identification and Privilege Card (DD Form 1172) allowing instructor/s access to overseas installations and exchange privileges (depending CO’s approval). k. Ensure all contracted employees wear government-issued badges that are fully displayed at all times. (Military retired ID and family member ID are not acceptable) l. Ensure minimum and maximum enrollments are met. m. Maintain security of contractor provided computer hardware and software. 4
  • 5. n. Administer DL course exams and maintain exam security. o. Brief instructor concerning ship’s protocol. p. Submit completion messages at the conclusion of each class. q. Communicate with NCO or NETPDTC via e-mail concerning program progress, issues/concerns/problems. r. Complete and forward instructor evaluation forms upon class completion of instructor-delivered courses. s. Follow IL/DL Procedures listed below. 3. Procedures for Distance Learning Courses a. Ship/Command/Squadron sends Request for DL courses to the Ordering Officer by e-mail or Naval message using the sample provided in Attachment F. Ensure request includes student name, SSN, course, and name of institution offering the course. b. Request must be submitted 21 calendar days prior to scheduled load date of computer equipment/software. c. Contractor registers students and delivers student course materials and textbooks to the command during registration. d. Ship/Command/Squadron must report DL drop/add students via e-mail to the Ordering Officer as they occur. For VTC courses, the drop/add period is from the date of enrollment through the completion of the 3rd class period. For DL courses, drop/add period is 14 calendar days from the start date as set out in the delivery order. For deployed submarines, the drop/add period is 30 calendar days from the start date. Students dropping a course within the authorized period will not be reflected on the final roster. e. Ship/Command/Squadron must send completion message using the attached sample template. f. To request extensions or deviations to DL course lengths as necessary submit request by email to the COR/Ordering Officer (Paceorders). Extensions may be granted in 30-day increments for a maximum of 60 days. Prior to the expiration of an extension, if additional time is required to complete the course work, the service member should request an incomplete grade, allowing 120 additional days for completion. Incorporate request for extension in the completion message (Attachment G) to report student requests for extensions. g. Advise students to complete their courses to avoid receiving a failing “F” grade, “W” for voluntary withdrawal after the “add/drop” period without command endorsement, or “I” 5
