HOW MUCH:           For those individuals entitled to the maximum tuition and fee benefit and whose tuition and fees
exceed the highest in-state undergraduate tuition at a public institution (i.e. graduate training or training at a private
institution), the amount payable is equal to the highest in-state undergraduate tuition at a public institution, unless
benefits under the Yellow Ribbon provision apply. (See “The Yellow Ribbon Program” section below for more information.)
Individuals will generally receive 36 months of full-time education benefits. This should allow an individual to receive
benefits for a four-year undergraduate degree based on a nine-month academic year, however, individuals may
continue to receive benefits for approved training at an institution of higher learning (degree granting institution),
including graduate training, provided they have remaining entitlement. If eligible for more than one VA education
program, individuals are limited to a maximum of 48 months of benefits. Those individuals transferring to the Post-9/11 GI
Bill from the Montgomery GI Bill (chapter 30) will be limited to the amount of their remaining chapter 30 entitlement.
Individuals will remain eligible for benefits for 15 years from the date of their last discharge or release from active duty of
at least 90 continuous days.
The monthly housing allowance is equal to the military housing benefit rates of an E-5 with dependents. The housing
allowance is based on the location of the school and will be sent directly to the veteran for each month of enrollment in
school training at more than half time. Individuals on active duty, anyone training at half time or less, and those solely
pursuing distance learning are not eligible for the monthly housing allowance. The maximum yearly books and supplies
stipend is $1,000 and will be paid proportionally for each quarter, semester, or term attended in a school.
MAXIMIZE YOUR GI BILL: The Yellow Ribbon Program provision of the Post-9/11 GI Bill allows institutions to enter into an
agreement with VA to fund tuition costs above the highest in-state undergraduate tuition rate. VA will match each
additional dollar that an institution of higher learning (IHL) contributes toward an eligible student‟s tuition costs, up to 50

                           Sailors may have differing amount of education entitlement based on their active duty
                           service/SELRES. The DVA is the final authority on how many months of eligibility each
                           Service Member / Veteran is qualified for.

Post 9-11 May not be a better benefit for you, here is why?
The Post-9/11 GI Bill may not be used at vocational and technical schools, vocational flight schools, correspondence schools, or for training on-
the-job. It may be used only at an institution of higher learning(IHL) (a school that offers college degrees) and includes graduate and
undergraduate degrees, and vocational/technical training offered at that IHL. Additionally, tutorial assistance, and licensing and certification
test reimbursement are approved under the Post- 9/11 GI Bill.

How to Apply to School Now
•   You can use the Veterans Online Applications website to fill out and submit your application online. (Note: this is for
    when AD Sailors (only) who are ready to apply to use their Post-9/11 GI Bill).
•   The IHL will receive payment directly from the VA.
•   You may be asked to provide additional forms when applying. If you have access to a scanner, you can scan these
    forms and submit them online. If you have trouble with the application process, you can call a VA Education Case
    Manager (1-888-GIBill1) to ask for help.

•   Once you have finished and sent in your application, three things will happen:
     –   The Regional Processing Office will process the application and send you a Certificate of Eligibility. Once you receive this, you should
         take it to the school‟s VA Certifying Official (campus veterans office), and then enroll in classes.
     –   Your school will send its request to VA for tuition and fees, which will be paid directly to the school.
     –   Other benefits that you receive, like a monthly housing allowance, books & supplies stipend or rural benefit payment, will be paid
         directly to you through direct deposit to your bank account.
     –   The amount of time it takes to process your application will depend on whether the VA needs more information to figure out what
         benefits you qualify for.

•   Many schools have VA Counselors/Representatives who can assist in preparing and submitting your benefit
    application who will help you prepare and submit your application for education benefits (which is also sometimes
    called Form 22-1990 Form 22-1990). To make the process easier, you should bring along these documents:


►   Your Certificate of Release or Discharge from Active Duty (DD form 214) for all periods of active duty service if
    applicable.
►   DD Form 2384, also known as the Notice of Basic Eligibility, if applying for the Montgomery GI Bill for Selected
    Reserves (chapter 1606)
►   Copies of orders if activated from the guard/reserves
►   Supporting documents (e.g., vouchers, statements) for buy-up or buy-in contributions, which may allow you to make
    a small initial payment so that you can receive a higher monthly payment.
►   College fund “kicker” contracts for additional monthly payments that you may receive from the Department of
    Defense through your branch of the Service.


                 Career Wise Tip: Contact your school VA representative and have them process your
                 entire Post 9-11 GI Bill application. They want your money for the tuition more than
     Career Wise you do. This would save you some of the steps and time.

What is the maximum in-state tuition for the state where you are planning to go to school?
The maximum in-state tuition for a public school in the state where you plan to go to college and your benefit level sets
the maximum payment that the VA can give you through the Post-9/11 GI Bill. In order to figure out how much you could
be paid, you will need to know the maximum in-state tuition and fees for each state where you might attend school and
the benefit level you are eligible for.

NOTE: Does not apply to active duty personnel. The Department of Defense pays the full cost of tuition and fees for
service members in approved education programs.
Do your tuition and fees exceed the maximum benefit VA will pay?

There are a few cases in which your school might charge you more than the maximum benefit you can get using the
Post-9/11 GI Bill. The most common cases would be if you go to a public school as an out-of-state student, attend
graduate school, or a private or professional school. If your tuition will be higher than the tuition payment you get from
the Post-9/11 GI Bill, you should find out if your school participates in the Yellow Ribbon Program. If your school is part of
this program, you may be able to reduce the amount that you have to pay. To find out more, check the list of Yellow
Ribbon participants , or ask your school VA Counselor/Rep.
If your school is part of the program, find out how much of the difference your school will cover. Each Yellow Ribbon
Program school sets limits on the additional amount they will pay, and VA will match this amount. So, if your school is part
of the program, and sets a $500 limit on what they will pay, then you will get your Post-9/11 payment based on the state
maximum tuition, $500 from your school, and an additional $500 from VA.
Determine if you are eligible for other funding – scholarships, loans, grants – that will cover the additional cost of
attending a program where costs exceed the state maximum.

EDUCATION ASSISTANCE PROGRAM OFFERS SAILORS AND THEIR FAMILIES A TAX
FREE OPTION TO PAY FOR COLLEGE AND SHOULD BE CONSIDERED AS YOU PLAN

2. THE DEPARTMENT OF VETERANS AFFAIRS (DVA) IS RESPONSIBLE FOR FINAL
DETERMINATION OF SERVICE MEMBER ELIGIBILITY. NAVY IS RESPONSIBLE FOR
VERIFYING APPLICATIONS FOR TRANSFERABILITY. GENERAL ELIGIBILITY
CRITERIA ARE AS FOLLOWS:
  A. SAILORS ARE ELIGIBLE FOR POST 9-11 GI BILL IF THEY HAVE ACCRUED
SPECIFIC ACTIVE DUTY SERVICE, ON OR AFTER, 11 SEPTEMBER 2001 OF:
    (1) AT LEAST 30 CONTINUOUS DAYS IF DISCHARGED DUE TO A SERVICE
-CONNECTED DISABILITY OR;
    (2) BETWEEN 90 DAYS AND 36 MONTHS OR MORE OF TOTAL QUALIFYING
ACTIVE DUTY SERVICE.
  B. QUALIFYING ACTIVE DUTY SERVICE IS DEFINED AS:
    (1) FOR ACTIVE DUTY MEMBERS, ACTIVE DUTY SERVED IN THE REGULAR
COMPONENT OF THE NAVY.
    (2) FOR SELECTED RESERVE MEMBERS (SELRES), ORDERED TO ACTIVE
DUTY SERVICE UNDER TITLE 10, SECTIONS 688, 12301(A), 12301(D), 12301(G),
12302 AND 12304 (ORDERS IN SUPPORT OF CONTINGENCY OPERATIONS, I.E.,
MOBILIZATION).
  C. SAILORS MUST HAVE RECEIVED AN HONORABLE DISCHARGE TO BE

3. EXCEPTIONS TO QUALIFYING ACTIVE DUTY SERVICE:
   A. INITIAL ENTRY TRAINING (BOOTCAMP AND "A" SCHOOL PIPELINE
TRAINING) DOES NOT COUNT TOWARDS THE TOTAL SERVICE FOR SELRES OR
VETERANS WHO HAVE LESS THAN 24 MONTHS OF ACTIVE DUTY TIME. HOWEVER,
THIS TIME WILL BE ADDED AFTER THE MEMBER HAS SERVED 24 MONTHS OF
QUALIFYING ACTIVE DUTY.
   B. THE MINIMUM ACTIVE DUTY SERVICE REQUIREMENT FOR NAVAL ACADEMY
GRADUATES AND NAVY RESERVE OFFICER TRAINING CORPS SCHOLARSHIP
RECIPIENTS DOES NOT COUNT AS QUALIFYING ACTIVE DUTY TIME.
   C. SERVICE COMMITMENTS FOR SAILORS PARTICIPATING IN THE STUDENT
LOAN REPAYMENT PROGRAM (LRP) DO NOT COUNT AS QUALIFYING ACTIVE DUTY.

4. SAILORS ARE NOT REQUIRED TO CONTRIBUTE THEIR OWN FUNDS TO QUALIFY
FOR POST 9-11 GI BILL BENEFITS.

5. TRANSFERABILITY ENTITLEMENT TO FAMILY MEMBERS:
   A. SAILORS MAY ELECT TO TRANSFER ALL OR A PORTION OF THEIR
ENTITLEMENT TO THEIR DEPENDENTS LISTED IN THE DEFENSE ENROLLMENT
ELIGIBILITY REPORTING SYSTEM (DEERS) AT THE TIME OF TRANSFER. ALL OR A
PORTION OF THE BENEFITS MAY BE TRANSFERRED TO SPOUSE, ONE OR MORE
DEPENDENT CHILDREN OR A COMBINATION OF UP TO 36 MONTHS OF UNUSED
BENEFITS. POLICY, PROCESS AND APPLICATION PROCEDURES WILL BE FURTHER
DELINEATED IN A FOLLOW ON NAVADMIN.
   B. TRANSFERABILITY ELIGIBILITY:
      (1) ELIGIBLE FOR THE POST 9-11 GI BILL.
      (2) IN THE ARMED FORCES (DEFINED AS ACTIVE DUTY OR SELRES) WHEN
ELECTION IS MADE.
      (3) COMPLETED A MINIMUM OF SIX (6) YEARS IN THE ARMED FORCES ON
THE DATE OF ELECTION.
      (4) OBLIGATE FOR AN ADDITIONAL FOUR (4) YEARS.
      (5) ACTIVE DUTY SAILORS THAT SEPARATE, RETIRE, TRANSFER TO THE
FLEET RESERVE OR WHO ARE DISCHARGED PRIOR TO 1 AUGUST 2009 ARE NOT
ELIGIBLE TO ELECT TRANSFERABILITY. HOWEVER, SAILORS WHO SEPARATE OR
ARE DISCHARGED FROM ACTIVE DUTY PRIOR TO 1 AUGUST 2009, AND
SUBSEQUENTLY AFFILIATE WITH THE SELRES, MAY QUALIFY FOR TRANSFERABILITY
(ALL OTHER CRITERIA MET).
      (6) SELRES WHO TRANSFER TO THE RETIRED RESERVE (WITH OR WITHOUT
PAY), THE INDIVIDUAL READY RESERVE (IRR), A VOLUNTARY TRAINING UNIT
(VTU) OR WHO ARE DISCHARGED PRIOR TO 1 AUGUST 2009, ARE NOT ELIGIBLE TO
ELECT TRANSFERABILITY.

Q1. What do I have to do to enroll in Post 9/11 GI Bill?
A1. You are not required to enroll. Service members who have served at least 90 days aggregate, and up to 36 months of qualifying active duty
time since Sept 11, 2001, are eligible for Post 9/11 benefits (40%-100%).
Q2. What is qualifying active duty time?
A2. QAD: 90+ aggregate days of active duty service on or after September 11, 2001.
SELRES qualifying time: both voluntary and non-voluntary periods of mobilization, ADSW, ADOS, & ADT. It does not include AT. Boot camp
and A School training are excluded for service less than 24 months (36 months for SELRES). After the completion of 24 months of AD, these
will apply. NOTE: The VA determines the eligibility based on Qualifying AD Service. The following active duty time is not included in
qualifying active duty:
      a. Statutory USNA and NROTC service obligations
      b. Service obligations incurred with the Student Loan Repayment Program
      c. AT and drilling time is not considered qualifying active duty for SELRES
      d. IADT is not considered qualifying active duty until after the SELRES has completed 24 months of active duty time
      e. Qualifying active duty begins to accrue after completion of Boot Camp and "A" school.
Q3. What will I receive if I use the benefit while on active duty?
A3. Active duty members will receive full tuition and fees for courses taken. If the member is using tuition assistance, they will receive the
difference between what TA will fund and actual costs. Active duty members do not receive the monthly or book stipend.
Q4. What will I receive if I use the benefit while a drilling Reservist?
A4. Drilling Reservists will receive benefits based on percentage of qualifying active duty time and will receive: tuition and fees, (restricted to
the most expensive, undergraduate, in-state tuition for the state where the college is located), up to $1,000 annual book stipend and monthly
stipend, as applicable.
Q5. When do my benefits expire?
A5. Veterans have 15 years from the last discharge or release from active duty of at least 90 continuous days (other than for training). Discharge

      – You should be completely vested in MGIB (pay your $1200) before converting. If completely vested, you will receive a

•   Are there any exceptions to the reenlistment policy for transferability?
      – No, enlisted members must wait until they are reenlistment eligible
      – If there are other approved methods for short term extensions that will satisfy the service obligation, the Command can

•   I cannot obligate due to HYT, can I still transfer my benefit?
      – Yes. The member must obligate to the HYT date before the application will be approved.

      – First verify that the college has certified enrollment. The VA will not process payments without this information.

•      My certificate of eligibility does not grant me 100% but my records clearly indicate I am qualified for 100%? What steps should I
       take?
          – Navy records for Reservists leaves a lot to be desired. In order to make sure the VA gets the correct qualifying active
               duty time, you should check you records first. VA will see you mobilization but not your ADSW or ADT. If you are
               counting on this to bring your % up, you will need to call 1-800-6221-8853 or email cnrfcpost911gibill@navy.mil for
               assistance.

Submitting a Request to Transfer
1. Using your CAC card or DFAS pin, log on to the DoD Transferability of Education Benefits (TEB) Web page located at
https://www.dmdc.osd.mil/TEB/
2. The family members eligible for benefits under DEERS will be shown. (If a dependent‟s name is grayed out or the edit
button does not work, it means that the member is not eligible for DEERS benefits and thus is not eligible to receive
transferred benefits.)
3. Click the edit button for each family member you want to transfer benefits to. Choose the start date and end date,
and number of months of benefit to transfer. (Spouses can use for up to 15 years after the member separates/retires;
children can use until their 26th birthday.)
NOTE: For service members who wish to transfer their benefits to dependents who are not old enough now to attend an
College/University: When a dependent is not college age, and the member is applying for TEB, the application will still
require the member to assign them a “time” (# of months of benefits) when applying. The member should assign all their
dependents some time (total not to exceed amount member is eligible to transfer or the application will be
automatically disapproved) these amounts can be changed at a later date. The application also asks for start and end
dates for each dependent that they will be using the transferred benefit. Input the date the dependent child turns 18 as
the starting date and when they turn 26 as the ending date. The VA will not turn the application down if the dates are
not met as many high school dependents are graduating at the age of 17. (Highly recommend that you take a "screen
shot" of the finished application and approval page for your records at a later date.)
4. Once you‟ve added your family members, check all the boxes to indicate you‟ve read and understand each
statement on the transfer request page. This includes checking the boxes that reference the MGIB even if you did not
have it previously. After you have submitted your request to transfer benefits, in the upper left corner of the TEB site, you
will see your name, status as submitted, and the date of status (blank). To track the status of your request, you will have
to return to the TEB page and monitor the status. After a request is approved, the status of your request will change to
„approved‟ and the date of status (approval) will be the date you submitted your request. The TEB site will automatically
transfer the data to the VA, so that they can process a family member‟s request for a certificate of eligibility.
5. Once your request is approved, and your dependent is ready to utilize the benefit (going to attend
College/University), you and/or dependent need to log onto VONAP through the DVA website
(www.gibill.va.gov/GI_Bill_Info/CH33/Post-911.htm) and complete the 22-1990E form (after logging into VONAP, go to the
options drop down menu and choose “create new form”) to submit a request for a Certificate of Eligibility from the VA.
6. The DVA will send the dependent a letter in approx 8-10 weeks (Certificate of Eligibility) stating they are approved for
the education benefit at their specific College/University. After receiving the Certificate of Eligibility (COE) from the VA,
family members will provide the certificate to the school VA counselor/representative so they can verify their enrollment
to the DVA. Recommend speaking with the University VA Representative/Counselor and make them aware of your
usage of the Post-9/11 GI Bill.
7. If the family member (student/dependent) has not received the COE from VA when they enroll in school, they should
ask the school veterans certifying official at the school to submit an enrollment certification for the academic term to the
VA. By submitting the enrollment certification early both the school and the student will received payment in a more
timely manner than waiting for the COE then certifying the students enrollment.
8. Tuition funds will be sent direct from the VA to the school. Children using transferred benefits will receive the monthly
living stipend and the books and supplies stipend. Spouses using transferred benefits will only receive the monthly living
stipend and the books and supplies stipend if they use the benefits after you separate from active duty. (The monthly
        Career Wise
stipend and book/supply stipend will be separate deposits.)   2010                                                     30

HOW MUCH: For those individuals entitled to the maximum tuition and fee benefit and whose tuition and fees exceed the highest in-state undergraduate tuition at a public institution (i.e. graduate training or training at a private institution), the amount payable is equal to the highest in-state undergraduate tuition at a public institution, unless benefits under the Yellow Ribbon provision apply. (See “The Yellow Ribbon Program” section below for more information.) Individuals will generally receive 36 months of full-time education benefits. This should allow an individual to receive benefits for a four-year undergraduate degree based on a nine-month academic year, however, individuals may continue to receive benefits for approved training at an institution of higher learning (degree granting institution), including graduate training, provided they have remaining entitlement. If eligible for more than one VA education program, individuals are limited to a maximum of 48 months of benefits. Those individuals transferring to the Post-9/11 GI Bill from the Montgomery GI Bill (chapter 30) will be limited to the amount of their remaining chapter 30 entitlement. Individuals will remain eligible for benefits for 15 years from the date of their last discharge or release from active duty of at least 90 continuous days. The monthly housing allowance is equal to the military housing benefit rates of an E-5 with dependents. The housing allowance is based on the location of the school and will be sent directly to the veteran for each month of enrollment in school training at more than half time. Individuals on active duty, anyone training at half time or less, and those solely pursuing distance learning are not eligible for the monthly housing allowance. The maximum yearly books and supplies stipend is $1,000 and will be paid proportionally for each quarter, semester, or term attended in a school. MAXIMIZE YOUR GI BILL: The Yellow Ribbon Program provision of the Post-9/11 GI Bill allows institutions to enter into an agreement with VA to fund tuition costs above the highest in-state undergraduate tuition rate. VA will match each additional dollar that an institution of higher learning (IHL) contributes toward an eligible student‟s tuition costs, up to 50 percent of theWise Career difference between the tuition and fees covered by the Post-9/11 GI Bill and the total cost of tuition2and 2010 fees. However, members who fall under more than one education program will have to choose which education program they want to use. Individuals eligible for more than one education benefit program (MGIB, MGIB-SR, REAP) who wish to utilize the Post-9/11 GI Bill may submit their election on VA Form 22-1990 located on the DVA website www.gibill.va.gov) through VONAPP.   • 9. Post 9-11 May not be a better benefit for you, here is why? The Post-9/11 GI Bill may not be used at vocational and technical schools, vocational flight schools, correspondence schools, or for training on- the-job. It may be used only at an institution of higher learning(IHL) (a school that offers college degrees) and includes graduate and undergraduate degrees, and vocational/technical training offered at that IHL. Additionally, tutorial assistance, and licensing and certification test reimbursement are approved under the Post- 9/11 GI Bill. If you have used benefits under one or more VA education programs, you may be entitled to additional benefits under another program. For example, an individual who has remaining entitlement under the Montgomery GI Bill can exhaust that entitlement and may still receive up to an additional 12 months under the Post-9/11 GI Bill. See Page 4 to find out how much you got left. Mbrs may use the Post-9/11 GI Bill even if they do not exhaust their MGIB. However, if a member has not exhausted their MGIB and they elect to transfer to the Post-9/11 GI Bill, they will only be eligible up to the amount of MGIB they had remaining.   • 15. How to Apply to School Now • You can use the Veterans Online Applications website to fill out and submit your application online. (Note: this is for when AD Sailors (only) who are ready to apply to use their Post-9/11 GI Bill). • The IHL will receive payment directly from the VA. • You may be asked to provide additional forms when applying. If you have access to a scanner, you can scan these forms and submit them online. If you have trouble with the application process, you can call a VA Education Case Manager (1-888-GIBill1) to ask for help. • Once you have finished and sent in your application, three things will happen: – The Regional Processing Office will process the application and send you a Certificate of Eligibility. Once you receive this, you should take it to the school‟s VA Certifying Official (campus veterans office), and then enroll in classes. – Your school will send its request to VA for tuition and fees, which will be paid directly to the school. – Other benefits that you receive, like a monthly housing allowance, books & supplies stipend or rural benefit payment, will be paid directly to you through direct deposit to your bank account. – The amount of time it takes to process your application will depend on whether the VA needs more information to figure out what benefits you qualify for. • Many schools have VA Counselors/Representatives who can assist in preparing and submitting your benefit application who will help you prepare and submit your application for education benefits (which is also sometimes called Form 22-1990 Form 22-1990). To make the process easier, you should bring along these documents: ► Your Certificate of Release or Discharge from Active Duty (DD form 214) for all periods of active duty service if applicable. ► DD Form 2384, also known as the Notice of Basic Eligibility, if applying for the Montgomery GI Bill for Selected Reserves (chapter 1606) ► Copies of orders if activated from the guard/reserves ► Supporting documents (e.g., vouchers, statements) for buy-up or buy-in contributions, which may allow you to make a small initial payment so that you can receive a higher monthly payment. ► College fund “kicker” contracts for additional monthly payments that you may receive from the Department of Defense through your branch of the Service. Career Wise Tip: Contact your school VA representative and have them process your entire Post 9-11 GI Bill application. They want your money for the tuition more than Career Wise you do.   • 16. More Questions & Must Read References What is the maximum in-state tuition for the state where you are planning to go to school? The maximum in-state tuition for a public school in the state where you plan to go to college and your benefit level sets the maximum payment that the VA can give you through the Post-9/11 GI Bill. In order to figure out how much you could be paid, you will need to know the maximum in-state tuition and fees for each state where you might attend school and the benefit level you are eligible for. NOTE: Does not apply to active duty personnel. The Department of Defense pays the full cost of tuition and fees for service members in approved education programs. Do your tuition and fees exceed the maximum benefit VA will pay? There are a few cases in which your school might charge you more than the maximum benefit you can get using the Post-9/11 GI Bill. The most common cases would be if you go to a public school as an out-of-state student, attend graduate school, or a private or professional school. If your tuition will be higher than the tuition payment you get from the Post-9/11 GI Bill, you should find out if your school participates in the Yellow Ribbon Program. If your school is part of this program, you may be able to reduce the amount that you have to pay. To find out more, check the list of Yellow Ribbon participants , or ask your school VA Counselor/Rep. If your school is part of the program, find out how much of the difference your school will cover. Each Yellow Ribbon Program school sets limits on the additional amount they will pay, and VA will match this amount. So, if your school is part of the program, and sets a $500 limit on what they will pay, then you will get your Post-9/11 payment based on the state maximum tuition, $500 from your school, and an additional $500 from VA. Determine if you are eligible for other funding – scholarships, loans, grants – that will cover the additional cost of attending a program where costs exceed the state maximum. Service members who have served at least 90 days aggregate, and up to 36 months of qualifying active duty time since Sept 11, 2001, are eligible for Post 9/11 benefits (40%-100%). Q2. What is qualifying active duty time? A2. QAD: 90+ aggregate days of active duty service on or after September 11, 2001. SELRES qualifying time: both voluntary and non-voluntary periods of mobilization, ADSW, ADOS, & ADT. It does not include AT. Boot camp and A School training are excluded for service less than 24 months (36 months for SELRES). After the completion of 24 months of AD, these will apply. NOTE: The VA determines the eligibility based on Qualifying AD Service. The following active duty time is not included in qualifying active duty: a. Statutory USNA and NROTC service obligations b. Service obligations incurred with the Student Loan Repayment Program c. AT and drilling time is not considered qualifying active duty for SELRES d. IADT is not considered qualifying active duty until after the SELRES has completed 24 months of active duty time e. Qualifying active duty begins to accrue after completion of Boot Camp and "A" school. Q3. What will I receive if I use the benefit while on active duty? A3. Active duty members will receive full tuition and fees for courses taken. If the member is using tuition assistance, they will receive the difference between what TA will fund and actual costs. Active duty members do not receive the monthly or book stipend. Q4. What will I receive if I use the benefit while a drilling Reservist? A4. Drilling Reservists will receive benefits based on percentage of qualifying active duty time and will receive: tuition and fees, (restricted to the most expensive, undergraduate, in-state tuition for the state where the college is located), up to $1,000 annual book stipend and monthly stipend, as applicable. Q5. When do my benefits expire? A5. Veterans have 15 years from the last discharge or release from active duty of at least 90 continuous days (other than for training). Discharge must be an honorable discharge. Q6. Will I be able to use this benefit to for a graduate degree? A6. Yes. Do I still get that if I convert to Post 9/11? – You should be completely vested in MGIB (pay your $1200) before converting. If completely vested, you will receive a lump sum payment at the beginning of each semester. If not completely vested, you will receive a reduced amount. • Are there any exceptions to the reenlistment policy for transferability? – No, enlisted members must wait until they are reenlistment eligible – If there are other approved methods for short term extensions that will satisfy the service obligation, the Command can execute. • I cannot obligate due to HYT, can I still transfer my benefit? – Yes. The member must obligate to the HYT date before the application will be approved. • What if I am released due to a Career Board prior to completing my service obligation? – You do not lose transferability as long as the Navy releases you and you do not volunteer for separation or retirement before you have completed the service obligation • I never had the MGIB, am I eligible for Post 9/11? – Enrollment in MGIB is not a requirement for eligibility. If you have met the active duty TIS requirement, then yes, you are eligible. • I applied for transferability and no one has contacted me on the status. What should I do? – Go back to https://www.dmdc.osd.mil/TEB and check the status--upper left hand corner under your name. It takes about one day to process your application • I applied months ago, my dependent is in school but we have not received any money from the VA. What should I do? – First verify that the college has certified enrollment. The VA will not process payments without this information. – If they have and it has been over 90 days, contact the Navy POC for assistance • Am I eligible for the benefit myself? – Yes, provided you have at least 90 days of qualifying active duty time • What if I decide to leave the Service before my service obligation is complete? – If a member voluntarily elects to leave, then the member will lose transferability. – If the member is asked to leave before the service obligation is complete, as in reduction in force, they member will not lose transferability • The VA denied my eligibility or determined eligibility to be less than I thought. What should I do? – Verify documentation on qualifying AD time – Contact Service representative to ensure all AD orders are on file – Provide this information to the VA • If the school enrolls me without the CoE and the VA later denies me full benefits, am I liable for the tuition? Veteran’s will have to contact the VA to makes changes to transfer allocations. • I am a member of the VTU, am I eligible for transferability? – You must apply for transferability while in the Armed Forces. Members in the VTU/IRR or not considered to be in the Armed Forces • If I die while in the Armed Forces, will my dependents be eligible for Post 9/11? – If you are on active duty at the time of death, and the death was not due to neglect, suicide or illegal activity, then each dependent child may received 36 months of benefit under Post 9/11. This is referred to at the GYSGT Fry Scholarship. • My certificate of eligibility does not grant me 100% but my records clearly indicate I am qualified for 100%? What steps should I take? – Navy records for Reservists leaves a lot to be desired. In order to make sure the VA gets the correct qualifying active duty time, you should check you records first.   • 30. Submitting a Request to Transfer 1. Using your CAC card or DFAS pin, log on to the DoD Transferability of Education Benefits (TEB) Web page located at https://www.dmdc.osd.mil/TEB/ 2. The family members eligible for benefits under DEERS will be shown. (If a dependent‟s name is grayed out or the edit button does not work, it means that the member is not eligible for DEERS benefits and thus is not eligible to receive transferred benefits.) 3. Click the edit button for each family member you want to transfer benefits to. Choose the start date and end date, and number of months of benefit to transfer. (Spouses can use for up to 15 years after the member separates/retires; children can use until their 26th birthday.) NOTE: For service members who wish to transfer their benefits to dependents who are not old enough now to attend an College/University: When a dependent is not college age, and the member is applying for TEB, the application will still require the member to assign them a “time” (# of months of benefits) when applying. The member should assign all their dependents some time (total not to exceed amount member is eligible to transfer or the application will be automatically disapproved) these amounts can be changed at a later date. The application also asks for start and end dates for each dependent that they will be using the transferred benefit. Input the date the dependent child turns 18 as the starting date and when they turn 26 as the ending date. The VA will not turn the application down if the dates are not met as many high school dependents are graduating at the age of 17. (Highly recommend that you take a "screen shot" of the finished application and approval page for your records at a later date.) 4. Once you‟ve added your family members, check all the boxes to indicate you‟ve read and understand each statement on the transfer request page. This includes checking the boxes that reference the MGIB even if you did not have it previously. After you have submitted your request to transfer benefits, in the upper left corner of the TEB site, you will see your name, status as submitted, and the date of status (blank). To track the status of your request, you will have to return to the TEB page and monitor the status. After a request is approved, the status of your request will change to „approved‟ and the date of status (approval) will be the date you submitted your request. The TEB site will automatically transfer the data to the VA, so that they can process a family member‟s request for a certificate of eligibility. 5. Once your request is approved, and your dependent is ready to utilize the benefit (going to attend College/University), you and/or dependent need to log onto VONAP through the DVA website (www.gibill.va.gov/GI_Bill_Info/CH33/Post-911.htm) and complete the 22-1990E form (after logging into VONAP, go to the options drop down menu and choose “create new form”) to submit a request for a Certificate of Eligibility from the VA. 6. The DVA will send the dependent a letter in approx 8-10 weeks (Certificate of Eligibility) stating they are approved for the education benefit at their specific College/University. After receiving the Certificate of Eligibility (COE) from the VA, family members will provide the certificate to the school VA counselor/representative so they can verify their enrollment to the DVA.
