The aggressive expansion of global companies looking to access
BRICS*, ASEAN and Australasian markets with their wealth of
resources, consumers and technological knowhow has placed the
knowledge of how to source, attract, retain and develop talent firmly
at the top of corporate boardrooms’ agendas.
The APAC region is home to more than 4.2 billion people, over
half the world’s population, with China and India alone accounting
for almost 40% of this figure. People and potential labour pools
are in abundant supply, in principle, but this availability of labour
contrasts sharply with the availability of what we have come to term
as “talent”. These experienced professionals with niche knowledge,
specialist skill sets and leadership capability continue to be highly
sought after across all industry categories and role functionalities
across the region.
Continued strong demand for talent drove employee turnover
rates up to an estimated 14.1% across APAC during 2011. Whilst
there is a slight softening in demand from previous year, 2012 is
showing that there is still profound competition in all countries for
knowledge workers. Talent scarcity in specialist areas of Engineering,
Accountancy, Technology and Financial Services, has heightened in
the light of a continual overall downward trend in unemployment
rates, which are anticipated to approach 7% by 2013.
Other factors that enter the mix include a spate of tragic
natural disasters in 2011 precipitating mammoth post disaster
reconstruction plans, which are expected to boost investment
spending in 2012 and beyond. Our expectation however is that this
may be offset by more moderate private sector hiring, particularly in
countries with high exposure to export demand.
Hiring is still expected to grow despite the new challenges emerging
in 2012, with inflation edging up and capacity shortages starting to
limit expansion.
This growth will exacerbate wage pressures in all countries and
employers should expect to increase employee pay rates or find
other creative solutions in response to these talent dynamics, if they
are serious about attracting and retaining critical skill sets within
their organisations.
Therefore we expect to see the APAC labour markets hold a steady
upward trajectory as we progress through 2012. This may not be
as steep as previous years but the region will continue to lead the
world’s economic growth.
Against this backdrop APAC professionals with niche skills, critical
knowledge and evolved leadership credentials can expect to see
more than modest salary increases across the region, particularly
in the more developing economies, where employers must hike
salaries to keep pace with inflation and to attract and keep hold
of their talent. This will continue to place enormous pressure on
employers from a cost and people retention perspective.

In spite of a growing local economy, the willingness
of Australian businesses to build capacity continues
to be dampened by instability and economic
volatility in Europe, the Middle East, and the
United States.
Accounting and Finance
The impact of the international debt crisis has
directly impacted the accounting and finance sector,
with the entire sector being cautious. Jobs continue
to be shed as companies consolidate, move back-
office processes offshore to drive down costs and

simply downsize. This trend will continue until the
middle of this year when it is expected to stabilise.
Early 2012 has seen resurgence in mid to long
term contract engagements in lieu of permanent
hiring activity.
Banking and Financial Services
Banks, in particular, are shredding numbers from
their finance and IT departments with the back
office being worst hit. There are some bright
points however. Demand for roles with experience
in risk and compliance is growing in response to
tightening governance rules and regulations. There
is still strong hiring activity in areas such as credit,
wealth management, financial planning, private
and corporate banking. Some areas of corporate
finance remain steady and, although not hiring
as aggressively as last year, they continue to offer
opportunities to the right level of candidates. In
2012, the career focal point for experienced bankers
will shift dramatically from Europe and the Americas
to the Asia Pacific region.
Information Technology
The IT industry has stabilised with more job openings
available for skilled candidates in 2012. Roles that
are increasingly in demand include application
testing, storage and data centre management. Banks
continue to create much of the demand for IT roles
even though they are moving many development
projects offsite. This is largely because much of the
strategy, architecture, maintenance and program
development work remains in Australia.

Engineering
Mining sector
As the Australian mining industry continues to
boom, employers are looking for people who have
core engineering skills as well as on-site mining
experience. There is ongoing strong demand for
workers right across every part of the mining sector,
from blue collar through to senior management.
Finding qualified employees to meet this demand
will remain a challenge for the mining sector for the
foreseeable future.
Civil engineering and infrastructure sector
Increasing population growth in Australian capitals
and satellite cities is putting extra pressure on public
infrastructure such as rail links, roads, health and
education. Funding these basic public services will
remain a key priority for government, which will
underpin steady job growth in this sector.
Construction sector
The construction jobs market has steadily declined
post Australian Government stimulus packages. The
commercial fit out and refurbishment sub sector is
particularly struggling and it is not uncommon to
find businesses that employed 30 staff two years ago
to have cut back to less than ten. Employers are now
relying on contractors to meet short-term peaks in
work. This is expected to continue at least for the
first half of 2012.
Architecture
There is an emerging skills gap in this sector with
many experienced architects not trained to use
REVIT, the dominant 3D modelling and design
software. As a result, graduates with a high degree
of skill in this and similar software, are being
increasingly sought after.
Mechanical & Electrical
While the high Australian dollar and resulting
decrease in exports in the high tech manufacturing
industry has led to an uncertain start, the overall
skill shortage in M&E means that this sector will
continue to be relatively buoyant for 2012. Industries
associated with the mining and resources boom will
continue to grow rapidly during the year.
Scientific
A significant shift toward the use of temporary and
contract staff has been one of the standout changes
to the scientific industry over the past twelve months
as funding sources become less reliable. Demand
for temporary or contract staff continues to climb
across all industries, particularly the chemical,
pharmaceutical and food/beverage manufacturing
sectors.
Hiring levels for permanent staff have remained
relatively stable throughout 2011. However there
are marked differences state by state. A significant
demand gap has opened up between Western
Australia/South Australia and the Eastern states.
Most notable is the slight decline for permanent
positions in Victoria throughout 2011.

Although the China recruitment outlook is positive,
there is an overall slowdown from last year. The
National Peoples Congress (NPC) has set a 7.5%
growth target and highlighted seven ‘Strategic
Emerging Industries’ where we expect to see an
upswing in recruitment over the coming year,
namely: Clean Energy, Next Generation IT, Biotech,
High End Equipment Manufacturing, Alternative
Energy and New Energy Vehicles. 2012 sees both
domestic and multinational companies in competition
for the best talent.
China
NATIONAL
OVERVIEW
General Industrial &
Manufacturing
We see weakening in hiring in this segment, with
many companies being cautious about their hiring
plans in the second quarter. Demand for sales talent
is now increasing compared to marketing roles
particularly at junior level. Senior technical roles are
‘hot’ this year with Chinese companies increasingly
trying to attract more multinational talent. The
government extension of policies on rebates on
electronics and appliances should continue to
support increased sales, resulting in more companies
establishing manufacturing inland in Central and
Western China.
The NPC has prioritised green industries including
wind and solar power, high-end manufacturing and
aerospace manufacturing as strategic emerging
industries, so we can expect strong demand in 2012
to support this growth.
Automotive
The automotive segment continues to grow, but
much more slowly than 2011. The luxury vehicle
market is expected to decline this year whilst
the budget segment will become increasingly
competitive. JV companies are producing vehicles to
sell under local Chinese brands which compete with
domestic manufacturers. New MNC automotive parts
companies are establishing plants in tier two cities
like Chengdu, with increased hiring uptake expected
this year end into 2013.

Chemical
Despite some dampening in the last half of 2011, we
are seeing continued investment since the New Year
hiring strategy reviews, hence growth remains stable.

The growth of the telecommunications industry this
year is estimated to range between 8% to 9%. The
main driving force being competition by five major
carriers of the 10 operators who hold an estimated
90% market share of the telecommunication industry
in Indonesia. The telecommunication industry still
requires a lot of specialised talent due to strong
growth in line with the expansion hence skill sets

Pharmaceutical
The Indonesian pharmaceutical market is projected
to grow at a high single-digit CAGR in US dollar

The Malaysian economy is projected to grow
by 4% to 5% this year, with domestic demand
remaining the anchor of growth, as it has been
over the past few years despite the global
environment remaining challenging. The growth
for 2012 will moderate to between 4% and
5% after expanding by 5.1% last year but the
steady pace of growth will largely depend on
external developments. Regardless, talent scarcity
remains an issue the economy has to contend with.
Malaysia’s aspiration is to advance towards
becoming a high-income, high value-added
economy in the next decade, with growth that is

enhanced efficiency. Key initiatives to address this
area are in the areas of human capital development,
developing a conducive and competitive business
environment and establishing the required physical
infrastructure for a modern economy.
Accounting and Finance
The increasing trend of Malaysian corporations
venturing abroad to leverage on joint partnership
and expansion of business globally has resulted in
fundamental measures to support the presence of
domestic businesses globally. Given the importance
of having appropriate risk management practices to
the financial health of companies, middle to senior
levels of auditors, accountants, and credit managers
are in continually sought after.
There is also a continued demand for business
partners who can value add in terms of providing
sound business advice and acumen due to stricter
internal controls via expense management and push
for profitability.
Banking and Financial Services
The development of talent for the financial sector
continues to present considerable challenges for
the industry as demand continues to exceed supply.
In the medium to longer term, this can increase
pressure on wages, and could undermine the ability
of financial institutions to maintain competitive
positions and effectively control risks.

The foreign exchange market experienced robust
growth during the year with Malaysian financial
markets continuing to support the effective and
efficient intermediation of funds for economic
activity, diversifying domestic funding sources which
contribute to financial stability. For 2011, growth in
total financing by the banking system to businesses
remained strong, increasing at a faster pace of
13.5% (2010: 9.4%)
Engineering and Technical
The construction sector is projected to record a
stronger growth with a projected rate of 6.6%
compared with 3.5% in 2011, supported by the
implementation of major infrastructure projects
and the special stimulus package. This robust
performance benefitted both the fabricated metal
and non-metallic mineral product industries.
However, civil engineering and special trade
sub-sectors registered a slower growth following
completion of several major highway projects,
maintenance and upgrading works.
Capital investments in the resource-based industries
and new growth areas encompassing renewable
energy, oil and gas, utilities and advanced electrical
and electronic products provides opportunities
for continued demand for engineers and technical
workforce. The higher demand for natural gas from
Japan provided opportunities of employment at
processing plants and facilities in Peninsula Malaysia.
Human Resources
As the role of HR practitioners transform from
a transactional to a transformational scope, the
demand for HR specialist handling a full spectrum
of HR activities continues. As more companies are
focusing on hiring the right talent to compete within
their industry and markets, there is an unabated
demand for Human Resources professionals with
a focus on areas such as compensation & benefits,
learning & development and talent acquisition and
retention.
Information Technology
The communication sub-sector growth was led
mainly by the continued expansion in the broadband
segment. The broadband penetration rose to 62.3%
of households at end 2011 as a result of wider
and improved coverage by key industry players.
Expansion into rural areas boosted the higher
broadband penetration rate due to provision of
broadband facilities and this resulted in continued
hiring demand for ICT job positions. In promoting
e-payments as a viable alternative to paper-based
payment, IT professionals in the middle level space
continued to be in demand. Contracting is expected
to pick up in the IT industry where roles such as
project managers, technical architect, infrastructure
managers and software specialists will be required
to meet the development of offering on mobile
banking, payment services via a multi-bank and
mobile network-neutral infrastructure.
Procurement, Supply Chain
and Logistics
In line with the moderation in trade and
manufacturing-related activity, the transportation
and storage, and utilities sub-sector recorded a
modest expansion. Demand for cargo-related
transport services was lower amid the weakness in
external demand and reduction in exports and the
weaker performance in the manufacturing sector.
With organizations placing a higher importance in
improving processes and productivity, mid and senior
management positions such as project managers,
operations directors and supply/demand/inventory
planners are in demand.
Sales and Marketing
Sales talent with strong performance track records
are still sought after, as companies compete for
bigger and wider share of the markets. Commission-
based packages are favoured for sales workforce
while brand managers, marketing directors, channel
managers continue to be in demand as companies
extend marketing and advertising campaigns
beyond conventional and traditional advertising,
moving into digital and online marketing.

With slower than expected economic performance,
sliding consumer confidence and a complex
international picture of patchy recovery, New

Accounting and finance
As in most OECD countries, the New Zealand
accounting and finance sector is continuing to
manage the fallout from the international debt crisis.
After a number of years of restructuring, and the
influence of a considerable change in consumer
debt patterns and business investment, the industry
is yet to stabilise, with jobs still to be shed. The
performance of the sector in Australia, where many
of New Zealand’s major financial institutions and large
enterprises are headquartered, also continues to
restrict hiring intentions.
Information Technology
After weathering much of the recession with
little impact, the IT sector has returned strongly
to growth, outperforming most other industries
outside the agri-business sector. Convergence in
smart devices, consumerism, hi-tech manufacturing,
and bioinformatics and strong swelling in the
gaming and digital content domain is seeing the
IT sector enhancing its credentials dramatically
both domestically and internationally. This growth
transformation and all round solid performance
has been reflected in continued skills shortages
across all categories of knowledge workers. Areas of
particularly critical scarcity include programming and
development disciplines.

Engineering
The Canterbury recovery is likely to exert the
biggest influence over the demand for experienced
engineering sector candidates over the next 12 – 24
months.
Civil engineering and infrastructure
In addition to a significant investment in the
redevelopment of Christchurch’s badly damaged
infrastructure, both local and central government
investment is planned in major transport initiatives,
particularly in Wellington and Auckland. A resurgent
housing market, and the shift of the Christchurch
population – with a projected 25,000 residential
sections being brought onto the market in the next
five years – will also increase demand from the
private sector.
Construction
Christchurch will be the focus of considerable
demand for the construction sector once the rebuild
gains momentum. This is predicted to occur by the
end of 2012, and with over $20 billion of investment
to be made into the rebuilding of the city, will
continue to exert a major influence in the economy
for up to a decade.
Mining
While the Australian industry has been the major
attraction for skilled local candidates, a major focus
on mineral resources development on the part of the
National Government, and a number of promising
investigations throughout the country, could
significantly change the local sector in coming years.
Mechanical and Electrical
Despite softness in the wider market, the hi-tech
manufacturing field, in particular, is going from
strength to strength, and will continue to see strong
demand for expert staff across a variety of disciplines.
Longer term
Taking a longer-term view, nearly 200,000 jobs
will be created in New Zealand during the 5-year
period from 2010-2015. Employment growth will be
seen in almost all of the higher-skilled occupations,
including business, finance and ICT professionals,
and technicians and associates.

Although Singapore’s economy grew 4.9% in 2011,
the government has maintained a growth forecast of
between 1-3% for 2012. The Singapore employment
rate is relatively strong with a total employment
growth of 122,600 in the whole of 2011 or 3.9%
higher as compared to 2010.
Accounting and Finance
In 2012, we see a continued demand for business
partners who can value add in terms of providing
sound business advice as compared to traditional
accountants. Middle level positions such as senior
accountants, auditors and credit managers are in
demand due to stricter internal controls via expense
management and push for profitability. This increase
in controls and regulations has also created strong
appetite for professionals in the compliance domain.
Banking and Financial Services
Banks have been retrenching employees in Europe
and America but this has had a less radical impact
in Asia due to the fact that we have two major
banking hubs located in Singapore and Hong
Kong. Although the banking and financial services
industry is relatively stable in Singapore, we do see
some caution in hiring. Banks are focusing on more
business critical positions especially in the area of
risk and compliance as regulatory requirements
continue to become more stringent. This said,
whilst the investment banking community continues
to be somewhat unpredictable, there seems to
be a refocus on consumer wealth-based business
lines management professionals in particular. The
insurance, asset management and reinsurance
sectors are experiencing solid growth creating
appetite for skills such as quantitative analysis and
actuarial related disciplines
Engineering and Technical
Similar to other industries, most organisations
will have a cautious approach in hiring. We see
continued hiring in the oil and gas, construction
and water sectors due to consistent growth and
potential. As the Singapore government continues to
support the construction sector via housing projects
and major public works, the construction industry is
expected to continue its buoyancy throughout 2012
leading to a strong demand for all categories of
construction engineers.

The aggressive expansion of global companies looking to access BRICS*, ASEAN and Australasian markets with their wealth of resources, consumers and technological knowhow has placed the knowledge of how to source, attract, retain and develop talent firmly at the top of corporate boardrooms’ agendas. The APAC region is home to more than 4.2 billion people, over half the world’s population, with China and India alone accounting for almost 40% of this figure. People and potential labour pools are in abundant supply, in principle, but this availability of labour contrasts sharply with the availability of what we have come to term as “talent”. These experienced professionals with niche knowledge, specialist skill sets and leadership capability continue to be highly sought after across all industry categories and role functionalities across the region. Continued strong demand for talent drove employee turnover rates up to an estimated 14.1% across APAC during 2011. Whilst there is a slight softening in demand from previous year, 2012 is showing that there is still profound competition in all countries for knowledge workers. Talent scarcity in specialist areas of Engineering, Accountancy, Technology and Financial Services, has heightened in the light of a continual overall downward trend in unemployment rates, which are anticipated to approach 7% by 2013. Other factors that enter the mix include a spate of tragic natural disasters in 2011 precipitating mammoth post disaster reconstruction plans, which are expected to boost investment spending in 2012 and beyond. Our expectation however is that this may be offset by more moderate private sector hiring, particularly in countries with high exposure to export demand. Hiring is still expected to grow despite the new challenges emerging in 2012, with inflation edging up and capacity shortages starting to limit expansion. This growth will exacerbate wage pressures in all countries and employers should expect to increase employee pay rates or find other creative solutions in response to these talent dynamics, if they are serious about attracting and retaining critical skill sets within their organisations. Therefore we expect to see the APAC labour markets hold a steady upward trajectory as we progress through 2012. This may not be as steep as previous years but the region will continue to lead the world’s economic growth. Against this backdrop APAC professionals with niche skills, critical knowledge and evolved leadership credentials can expect to see more than modest salary increases across the region, particularly in the more developing economies, where employers must hike salaries to keep pace with inflation and to attract and keep hold of their talent. Accounting and Finance The impact of the international debt crisis has directly impacted the accounting and finance sector, with the entire sector being cautious. Jobs continue to be shed as companies consolidate, move back- office processes offshore to drive down costs and aUSTRALIA NATIONAL OVERVIEW simply downsize. This trend will continue until the middle of this year when it is expected to stabilise. Early 2012 has seen resurgence in mid to long term contract engagements in lieu of permanent hiring activity. Banking and Financial Services Banks, in particular, are shredding numbers from their finance and IT departments with the back office being worst hit. There are some bright points however. Demand for roles with experience in risk and compliance is growing in response to tightening governance rules and regulations. There is still strong hiring activity in areas such as credit, wealth management, financial planning, private and corporate banking. Some areas of corporate finance remain steady and, although not hiring as aggressively as last year, they continue to offer opportunities to the right level of candidates. In 2012, the career focal point for experienced bankers will shift dramatically from Europe and the Americas to the Asia Pacific region. Information Technology The IT industry has stabilised with more job openings available for skilled candidates in 2012. Roles that are increasingly in demand include application testing, storage and data centre management. Banks continue to create much of the demand for IT roles even though they are moving many development projects offsite. This is largely because much of the strategy, architecture, maintenance and program development work remains in Australia.

  • 7. 5Figures are in AUD and represent base salary only Engineering Mining sector As the Australian mining industry continues to boom, employers are looking for people who have core engineering skills as well as on-site mining experience. There is ongoing strong demand for workers right across every part of the mining sector, from blue collar through to senior management. Finding qualified employees to meet this demand will remain a challenge for the mining sector for the foreseeable future. Civil engineering and infrastructure sector Increasing population growth in Australian capitals and satellite cities is putting extra pressure on public infrastructure such as rail links, roads, health and education. Funding these basic public services will remain a key priority for government, which will underpin steady job growth in this sector. Construction sector The construction jobs market has steadily declined post Australian Government stimulus packages. The commercial fit out and refurbishment sub sector is particularly struggling and it is not uncommon to find businesses that employed 30 staff two years ago to have cut back to less than ten. Employers are now relying on contractors to meet short-term peaks in work. This is expected to continue at least for the first half of 2012. Architecture There is an emerging skills gap in this sector with many experienced architects not trained to use REVIT, the dominant 3D modelling and design software. As a result, graduates with a high degree of skill in this and similar software, are being increasingly sought after. Mechanical & Electrical While the high Australian dollar and resulting decrease in exports in the high tech manufacturing industry has led to an uncertain start, the overall skill shortage in M&E means that this sector will continue to be relatively buoyant for 2012. Industries associated with the mining and resources boom will continue to grow rapidly during the year. Scientific A significant shift toward the use of temporary and contract staff has been one of the standout changes to the scientific industry over the past twelve months as funding sources become less reliable. Demand for temporary or contract staff continues to climb across all industries, particularly the chemical, pharmaceutical and food/beverage manufacturing sectors. Hiring levels for permanent staff have remained relatively stable throughout 2011. However there are marked differences state by state. A significant demand gap has opened up between Western Australia/South Australia and the Eastern states. Most notable is the slight decline for permanent positions in Victoria throughout 2011. The National Peoples Congress (NPC) has set a 7.5% growth target and highlighted seven ‘Strategic Emerging Industries’ where we expect to see an upswing in recruitment over the coming year, namely: Clean Energy, Next Generation IT, Biotech, High End Equipment Manufacturing, Alternative Energy and New Energy Vehicles. 2012 sees both domestic and multinational companies in competition for the best talent. China NATIONAL OVERVIEW General Industrial & Manufacturing We see weakening in hiring in this segment, with many companies being cautious about their hiring plans in the second quarter. Demand for sales talent is now increasing compared to marketing roles particularly at junior level. Senior technical roles are ‘hot’ this year with Chinese companies increasingly trying to attract more multinational talent. The government extension of policies on rebates on electronics and appliances should continue to support increased sales, resulting in more companies establishing manufacturing inland in Central and Western China. Accounting and Finance In 2012, we see a continued demand for business partners who can value add in terms of providing sound business advice as compared to traditional accountants. Middle level positions such as senior accountants, auditors and credit managers are in demand due to stricter internal controls via expense management and push for profitability. This increase in controls and regulations has also created strong appetite for professionals in the compliance domain. Banking and Financial Services Banks have been retrenching employees in Europe and America but this has had a less radical impact in Asia due to the fact that we have two major banking hubs located in Singapore and Hong Kong. Although the banking and financial services industry is relatively stable in Singapore, we do see some caution in hiring. Banks are focusing on more business critical positions especially in the area of risk and compliance as regulatory requirements continue to become more stringent. This said, whilst the investment banking community continues to be somewhat unpredictable, there seems to be a refocus on consumer wealth-based business lines management professionals in particular.
