Notas do Editor

  1. Hello. My name is Tom Holly, and I’m the director of technology for Midland Independent School District. This presentation is to outline the process we went through to create our current long term plan for technology in 2010.
  2. The technology plan was written and revised by school district stakeholders. A technology committee was formed to create a plan which matches the goals of the district, particularly the campus improvement plans, and district improvement plans. I’d like to describe the members of the committee and the rationale for choosing them. The Superintendent:His final consent and approval should be obtained since the plan guides the district in a comprehensive integration with the district improvement plan. The board should be briefed regarding the technology plan with the full understanding and knowledge of the superintendent.Three assistant superintendents, including the one in charge of instruction. The executive director in charge of instructional services and federal programs. The executive director in charge of accountability and PEIMS. Hardware and software adoptions, especially regarding assessments and inputting data into the student information system (Schoolnet) are agreed upon by 1) executive director of technology 2) the executive director of accountability, the director of the appropriate curriculum department, and the instructional technology supervisor . This person is in charge of assembling the district improvement plan. It is critical to get her input into the technology plan, so we can facilitate instruction, acquire data, train staff, and meet mandatory state and federal requirements.…and last but not least, The district’s textbook coordinator
  3. Next we have the district staff in the technology and facilities departments:The executive director of technology: This individual must implement specific aspects and goals of the plan. He must request or obtain funding, and coordinate periodic updates to the plan. He must ensure that components of the requests for E-rate funding are present in the technology plan.Network Administrator- in charge of implementing any aspect of technical implementation of the district technology plan. Directly responsible for enforcing web filtering policies.Instructional Technology Supervisor- instrumental in researching, testing, training and directly supporting any integration of technology into the classroom.Three technology teacher trainers- they directly train teachers to integrate technology tools into their lessons.Administrative Supervisor/ Facility Control and Compliance Services- knowledgeable regarding facilities and technology infrastructure, including construction, cabling, sound systems, intercoms and P.A.s
  4. Next we have staff from the district’s campuses:Two high school principals- have the largest number of computers on campus. Have a dedicated technology support person for each high school.A junior high principal- a proactive principal when it comes to technology. She has a larger number of computer labs.An elementary principal- has participated in technology pilot programsA high school teacherNominated due to good technology integration in the classroom. A junior high teacherNominated due to good technology integration in the classroom.Three elementary technology teachersChairperson of the Teacher Communication Committee- to encourage communication between teachers and the technology department.
  5. 6. I’d like to go over the highlights of the process we went through in Midland ISD.We assembled the technology committee in 2009 and collaborated in a special blog to write the draft of the plan. We had the superintendent review the final draft of the plan and submitted it on March 12th. It was sent back upon review, for a minor correction, and finally approved several weeks later. The next slide is the certificate of aproval.
  7. This certificate indicates that we have submitted an appropriate technology plan, to meet the requirements for E-rate.
  8. I’d like to talk a little bit regarding the process we went through to revise and update the technology plan.Revisions and InputBlog and Face-to-Face meeting with the technology committee to finalize revisionsOngoing Blog Topics:Minimum Technology in the ClassroomWhat technology items can be utilized every day?ProjectorSmart boardDoc CameraGood teacher computerLaptops for studentsWi-fiStudent Interactive Devices (Student Response Systems)What would an ideal device do?Committee is recommending a standard for the districtStarchart results and goals (last two years reviewed)The district has been consistently in the “developing” categoryThe goal is to reach “advanced” statusWe are implementing a major computer refresh, to hopefully change the perception of our technology status by next school year.
  9. One of the requirements for the technology plan is alignment with the TEA’s long range plan for technology. TEA LRPT Objectives (sections)- annual assessment with Star ChartEducator Preparation and DevelopmentInfrastructure for TechnologyLeadership, Administration and SupportTeaching and Learning
  10. The technology plan must also meet two broad E-rate RequirementsPlan must improve education or library services in the areas of telecommunications and information technology with a clear and realistic strategyPlan should include professional development to ensure successful implementation of new technologies
  11. There are also a number of NCLB requirements the technology plan must correlate with. I’ll cover this over the next two slides:Strategies: Improve academic achievement and teacher effectivenessTechnology literacy of studentsTeacher capacity to integrate technologyGoals: improve academic achievement, aligned with state academic contentSteps for increased Access:Students and teachersHigh needs/poverty, or academically unacceptable (identified for improvement plan) schools have accessTeachers can effectively integrate technology into curriculumPromote curricula to integrate technology based on a review of researchProvide professional on-going professional development for teachers, principals, administrators.Costs for technology must be accounted for and considered
  12. On this slide we have some additional NCLB correlating items:Coordination of Resources: how are local funds supported by Federal , State, and other resources?Timeline for Technology Curricula IntegrationDelivery Strategies such as Distance LearningParental Involvement: increased communication with parents, particularly regarding technology in the child’s educationPrograms with adult literacy service providersAcccountability measures to quantify integration into curricula and instruction, better teaching abilities, improving abilities to achieve on state assessmentsResources to support effective use of technology: Infrastructure, network, technical support, district software licenses.
  13. I would now like to outline the major sections of the technology plan MISD submitted and had approved:District ProfileStatistics regarding the districtPlan IntroductionTechnology Planning CommitteeExecutive SummaryNeeds AssessmentInventoryExisting Conditions/NeedsGeneral Overview of Technology Areas/DepartmentsGoals, Objectives, and StrategiesThis portion is the bulk of the technology plan. There are detailed objectives, each with accompanying strategies, and how assessments will be done. There is a budget for each Objective.Budget An anticipated budget, consisting of local, state, and title monies are listed for the three years. Budgets for each section match the totals from the objectives.EvaluationThere is Assessment and revision at least once per year-Star Chart results-Classroom observations/lesson plans-Technology training, professional development records-Yearly inventory, technology purchase ordersThe technology plan was built with the TEA’s E-Plan tool. TEA’s LRPT (long range plan for technology), E-rate, and NCLB correlates are included when checked from a list. The program checks that all requirements are met before submitting the plan.
  14. I am showing here an excerpt from one objective and strategy to address it from the technology plan.As for all objectives, there is an associated budget. The strategy specifically addresses the objective, and lays out a timeline, people who are responsible, and a method of verification or assessment. The e-plan technology plan builder inserts the references to LRPT categories, E-rate correlates, and NCLB Correlates as selected.
  15. Since I only included a small sample of the actual plan in the previous slide, I would like to refer you to the full technology plan. It can be found on the technology web page, at www.midlandisd.net.Since the plan was originally approved, some minor revisions and updates were made in December of 2010, prior to filing for E-rate Yr. 14There were new committee membersNew District statisticsE-rate yr. 14 updatesPlanned Network overhauls at some schoolsPlanned increased Wi-Fi access pointsPlanned increased districts internet bandwidth
  16. This final slide concludes the presentation. I hope this gave a good overview of the technology plan creation process and what is contained in a technology plan. I would like to say that the revision of a technology plan is a continuous process. We are required to revise and update the plan every year. The updates are done on the TEA’s website, and are time and date stamped. After the plan expires after three years, a new one must be started on the E-planning website.Thank You
