Session by Rolf Alter, Director, Public Governance and Territorial Development, OECD Effective international rules and standards have proven to be beneficial for a sustainable world economy and shared well-being. International organisations play a key role in developing such rules and understanding how they operate and engage with stakeholders is important for ensuring their effectiveness. To shed light on international standard setting, this presentation will illustrate recent OECD work collecting, comparing and assessing the practices of 50 international organisations on their governance arrangements, operational modalities, use of quality management disciplines and co-operation efforts. Looking at different types of organisations, our work identifies avenues for making their legal and policy instruments more effective, inclusive and relevant, in an effort to address the current discontent with globalisation arising from fragmented rules of the game. Recognising the challenges of monitoring and evaluating the implementation and impact of international standards and guidelines, transparency, flexibility, focus and co-operation are vital to ensuring complementarity.

At the outset, CRT Japan introduced some key changes in supply chain sustainability in recent years and their backgrounds, rationale and steps taken in the supply chain sustainability initiatives at global companies, and some common concerns of Japanese companies shared at past workshops run by CRT Japan. Given such context, significance of the following three factors was presented: (1) to discuss whether to implement all the steps in actions (data collection, data use, data capture and reporting) as a single entity or as collaborative efforts with other bodies, in order to optimize efficiency and impact of the actions; (2) actions for data use and data capture be selected and deployed based on impact analysis; and (3) to be aware of ‘who’ are stakeholders, and communicate ‘why’ and ‘how’ clearly in reporting. And as for conclusion, Sedex was introduced as a provider of a collaboration platform for the data collection activity in supply chain.

International commitments in response to the need to avoid climate change are now clear, and these commitments imply significant and potentially rapid changes in emissions, including in Australia. This will have implications for many sectors. The science of probabilistic impacts of climate change are advancing rapidly and allows directors and their advisors to obtain a far more granular view of likely exposure than has ever been possible before. This technological development in itself poses a risk and an opportunity to directors, who can either exploit or ignore new sources of data. Competitors and other external parties such as investors and researchers may be able to access a far more granular risk data on a third party’s physical assets. There is now a substantial and rapidly growing body of research and expertise on the material financial implications of climate change – through direct impacts, transition measures, and related pathways including legal liability risk and technological disruption. Financial actors and authorities are now voicing an expectation for increasingly clear disclosure of climate risks. This has accelerated rapidly in the past 12 to 18 months and is continuing to evolve today, both in Australia and among international markets.

On May 21, 2021, ICLR conducted a Friday Forum webinar titled 'Climate Disclosure, Litigation and Finance'"Climate Disclosure, Litigation and Finance' is a forthcoming chapter in 'Canada in a Changing Climate: National Issues'. In this webinar, chapter authors Paul Kovacs, Gordon McBean, Gordon Beal, Maryam Golnaraghi, Pat Koval and Bohan Li examined the evolving climate risks for businesses and governments. Climate change is now widely regarded as an environmental and an economic issue. While the policy discussion about climate change emphasizes the urgent need to reduce greenhouse gas emissions and adapt to better cope with the impact of extreme events, the business community is increasingly focused on the physical and transition risks and opportunities presented by climate change. The research team will discuss how managing the risks and opportunities associated with climate change affect a company’s ability to access capital, deliver products and services, hire and retain employees and achieve positive financial performance. Paul Kovacs is the Executive Director of the Institute for Catastrophic Loss Reduction. Professor Emeritus Gordon McBean is with the ICLR and Department of Geography and Environment, Western University and the past President of the International Council for Science and former ADM of the atmospheric component of Environment Canada. Gordon Beal, CPA, CA, M.Ed., is the Vice President of Research Guidance and Support for Chartered Professional Accountants Canada and a member of Canada’s National Climate Change Adaptation Platform Plenary. Dr. Maryam Golnaraghi is the Director of Climate Change and Environment at The Geneva Association, a platform of Group CEOs of largest insurance companies, a non-resident senior fellow at The Atlantic Council and serves on a number of boards and advisory councils in the US, Canada and the UK. Patricia Koval, JD, is a Board Director of a number of companies in the United States and Canada, a former partner of a major Canadian law firm, and a member of the Ontario Advisory Panel on Climate Change. Dr. Bohan Li is a research associate at the Institute for Catastrophic Loss Reduction.

My focus today will be climate change and climate risk. Following my remarks here last year, I fielded a question from the floor on climate change and associated prudential risks, and noted some of the implications for financial sector entities. The questions moved on, but I have continued to reflect on these issues with my colleagues over the past 12 months. At the same time, developments in Australia and abroad placed climate-related financial risks firmly in sight. Bank of England Governor, Mark Carney, said last year that the entry into force of the Paris Climate Agreement ‘brings the horizon forward’ for action on climate change. It heightens transition risks and opportunities, makes them more immediate, and ‘puts a premium on the ability of private markets to adjust’. 1Australia’s ratification of the Paris Agreement last November ensures we have a new horizon too. Today I want to reflect on these and other developments. I want to offer some observations about why climate-related risks are likely to be relevant and important, not only for insurers but for all APRA-regulated entities. I will also talk about how we see ‘climate risks’ as part of our broader approach to prudential risk management and supervision. To begin with a generalisation, while climate risks have been broadly recognised, they have often been seen as a future problem or a non-financial problem. The key point I want to make today, and that APRA wants to be explicit about, is that this is no longer the case. Some climate risks are distinctly ‘financial’ in nature. Many of these risks are foreseeable, material and actionable now. Climate risks also have potential systemwide implications that APRA and other regulators here and abroad are paying much closer attention to.
