• The Australian Home Insulation Programme had funded the installation of
insulation in over 1 million. It was terminated in February 2010 amidst concerns
regarding poor quality workmanship and materials, and four deaths
Among other things The Hawke report: found:
• A strong and consistent regulatory framework is important to minimise risks
and safety issues in relation to installation of insulation.
Note: in April 2011 …a quarter of inspected households that received insulation under the scheme were
found not to comply with Australian building code standards.

• Understanding risks and of internal/external solid wall
insulation will part of PAS 2030.
• Government recognise training is vital
10. How can installers comply?
• Only installers authorised and certified under a new Green
Deal standard will be able to undertake the work.
• The PAS 2030 standard will be implemented through
certification bodies, using existing structures
• Installers will need to:
Carry the Green Deal Mark;
Take full responsibility for quality; and
Comply with the requirements set out in the Green Deal Code
of Practice.
11. Common Minimum Technical Competencies (CMTC)
• are used by the Competent Persons Scheme Operators (CPSOs),
DCLG etc. as a minimum ‘level’
• when CPSOs measure competency for GD they will look for all of
the technical competencies to be covered across the entity or
individual
• holding a route technical competency you will still need to cover
the non-technical (by annex) section of the PAS 2030 (if
appropriate)

Adult Upskilling Programme in external wall insulation

15. Apprenticeships / New Entrants
• Specialist Apprenticeship Programme in external wall insulation:
• Comprehensive 2-year EWI training programme leading to NVQ
level 2 Insulation and Building Treatments.
• National Specialist Accredited Centre (0300 456 5561).
• Traditional apprenticeship pathways for Insulation and Building
Treatment occupations now available:
• Draft-proofing, Loft, Cavity, External Wall insulation
• Possibility for future additional apprenticeship frameworks to
include new bolt-on units
Carbon Emissions Reduction Drive Energy Act: put in place provision for financial mechanisms to support the Green Deal. Green Deal: Flagship energy efficiency improvement scheme which supports the installation of energy efficiency measures to buildings at no upfront cost to the property owner – loan paid back on the electricity bill. Summary below- building regs to finance and personnel Dept link may be worth making(seems as disconnected as england) In NI , DOE takes a lead on the climate change Works closely with DECC and DEFRA and in the Devolved Administrations of Scotland and Wales. Collective departmental responsibility in achieving the NI Government target to reduce greenhouse gas emissions in 2025 by 25% from 1990 levels. In February 2011, the Executive approved a Northern Ireland Greenhouse Gas Emissions Reduction Action Plan. (1MB) WHAT WE DO Climate Change Unit supports the Minister in policy issues such as: • Developing and delivering arrangements to support the UK Climate Change Act 2008 including links with other UK administrations •Developing and delivering the CRC Energy Efficiency Scheme; • Climate change adaptation policy including development of a UK risk assessment and ultimately a Northern Ireland Adaptation Programme; WHAT WE DON’T DO DOE does not lead on all policies that touch on climate change. For example: • The Department of Enterprise Trade and Investment has responsibilities for energy policy including renewables; • The Department of Finance and Personnel is responsible for energy efficiency improvements through building regulations; • The Department of Regional Development is responsible for transport policy; • The Department of Agriculture and Rural Development plays a role in emission reductions through its forestry and land use policy • The Department for Social Development plays a role in energy efficiency
The Code will underpin consumer and business confidence in the Green Deal. It will ensure consumers are protected and that in the Green Deal delivers high quality work for their customers.
