2. Consequences: “Uglydelphia” Litter
* Litter/Debris-caused motor vehicle accidents—KILLS over 35 Philadelphia-Pennsylvania residents
each year.
* Breeds harmful diseases, rodents, insects—by far, THE MOST littered/dumped-on city-county in
Pennsylvania
* 2007, 2008, 2009: Travel/Leisure rated Uglydelphia Most “UNATTRACTIVE” major America city;
Hurts economic development and tourism. Discourages corporate job relocations
*Paper shreds, cigarette filters, cans, bottles—most prominent litter
*Vast majority of deliberate litterers are persons under age 30. Males under 30 driving pickups—
most witnessed litterers. 21 percent local litter is snack “party” litter from male “party gangs”
*Heavy litter along urban streets, vacant lots, unmaintained private-public properties--low income
areas west, south, north of downtown
***Local Police NOT enforcing Act 47, PA Consolidated Statutes and local anti-litter laws, nor
ticketing violators—VIOLATORS ARE NOT PUNISHED!
****Connection: Littering and Local Police/Elected Officials CORRUPTION—
Littering/dumping are not considered reportable property crimes by UGLYDELPHIA PD, yet
littering/dumping ARE INDEED state crimes and their reporting IS mandated to be accomplished

*Visitors from New Jersey, New York:
Largest out-of-town sources for human-dumped litter/ trash found on UGLYDELPHIA
streets/sidewalks/parks/public and private properties.
*NO REAL transparent performance measurements of city litter removal efforts—
UGLYDELPHIA (and many Northeast U.S. cities) lack adequate oversight/accountability
efforts already in effect or mandated by law for most competing, populated urban
locales in Western, Southern, Midwestern states.
*Departments of and City Committees on Streets and Services; Public Property and
Public Works; Environment; Public Health and Humans Services; Inspector General;
Board of Ethics--lag in or indifferent to effective response times and governance.
Longtime, backwards culture of inaction/corruption by tax paid UGLYDELPHIA public
officials not found/already eliminated at most other modern American cities.
*NO county-citywide Pennsylvania CleanWays organization; NO county/city Litter Brigade;
NO effective urban recycling program.
*Keep Pennsylvania Beautiful, other installed anti-littering signs few in number across
highly concentrated litter locations inside UGLYDELPHIA County/City.
*Pennsylvania Drivers License holders scored VERY poorly (“Bottom Five” for all
surveyed 50 states) on basic knowledge of road (including motorist anti-litter) laws on
2009, 2010 GMAC Insurance National Driver Test (NJ, NY drivers scored lowest).

*Act 47—PA Consolidated anti-litter Statutes are still in effect and MUST be enforced inside Uglydelphia.
*City needs stronger litter/dumping removal performance measures, to compete with other cities
*City Public Health Department talks about lessening local air pollution, yet nothing is done about ground/litter pollution, which is killing more locals than the
city/county air pollution deaths
*Establish protocols for alerting public housing mangers to dumpster use by nearby private residences
*311 call center—needs to process and pursue all littering complaints
*Issue citations to property owners and landlords
*Start Police Crackdown on young gang littering across “Uglydelphia”
