Web archiving has become imperative to ensure that our digital heritage does not disappear forever, yet many institutions have not begun this work. In addition, archived websites are not easily discoverable, which severely limits their use. The return on investment for academic libraries is chiefly tied to access, usage and impact. Without accurate, consistent and quality metadata on the one hand, and an easy-to-use and effective discovery service on the other, these valuable resources may remain invisible and inaccessible to users. In this talk, Getaneh aims to present four overarching metadata principles, namely: metadata enriching, linking, openness and filtering. And how these ideas help shape the metadata creation and discovery services at Solent University – focusing on the implementation of RDA and FRBR as well as the use of subject headings and authority controls.

The edge of the world. Theta 2013: the Higher Education Technology Agenda. Hobart, Tasmania, 7-10 April, 2013. The network continues to reconfigure personal and organizational relationships. Libraries face three important challenges in this environment. 1. Rightscaling infrastructure. Libraries were predominantly ‘institution-scale’ – they provided services at the level of the institution for their local users. However, their users now look to the network for information services (e.g. Google Scholar, Wikipedia, …). And libraries now look to the network to collaborate or to externalize services (e.g. HathiTrust, cloud-based discovery or systems, shared systems infrastructure, …). In this environment the need for local infrastructure declines (e.g. extensive print collections, redundantly deployed local systems which provide necessary but not distinctive services). The scale advantage manifests itself in both impact and efficiency. 2. The shift to engagement. Users used to build their workflows around libraries. Now the library needs to build services around user workflows, as those workflows form around network services. Libraries used to acquire and organize ‘published’ materials. Now they are engaged with the full range of creation, management and disclosure of learning and scholarly resources. Library spaces were configured around print collections; now they are configured around experiences, expertise, and specialist facilities. These are all examples of how libraries are reallocating resource and effort to engage more strongly with the learning and research lives of their users, improving the learning experience and making research more productive and research outputs more visible. 3. Institutional innovation Innovation is important, especially to support greater engagement. But in many ways the most important form of innovation is institutional. Libraries have to develop new and routine ways of collaborating to achieve their goals. At the same time they have to negotiate internal boundaries and forge new structures within institutions. In each case, they are developing new ‘relationship architectures’. Think for example of the institutional innovation required to move to shared systems and collections in the Orbis Cascade Alliance or 2CUL for example. Or think of the innovative approach which makes new relationships within institutions (with Learning and Teaching Support, with the Office of Research, the University Press, emerging e-research infrastructure, IT, etc, for example, or with various educational or social services in a public setting). Evolving such relationships requires an enterprising approach and ensures continual learning.

Metadata enriching and discovery at Solent University Library / Getaneh Alemu In today’s challenging financial environment, we at Solent are convinced that access, usage, impact and return on investment in library resources are ever more important. At Solent, 90% of the resources budget goes onto digital resources (e-books, e-journals and databases), and usage drives everything. We place particular emphasis on the function of the cataloguing and metadata part of our work. Metadata plays an important role to ensuring print and electronic resources are discoverable and usable by users as well as supporting the circulation, acquisition and interlibrary loan functions of a library (Alemu & Stevens, 2015; Haynes, 2018; Gartner, 2016; Zeng & Qin, 2016). “Metadata plays a critical role in the function of any discovery service. Search, relevancy ranking, faceted refinement, and recording grouping function (FRBR) all respond to the metadata present” (Han & Weathers, 2016, p, 276 in Varnum, 2016). Metadata aides acquisition – the more we know about a resource, the more likely we acquire the right one. Metadata also aides usage – as undiscoverable resources do not get used. To this end, we are early adopters of RDA and FRBR. Currently, we are also part of the Jisc Hub Discovery where we share our bibliographic data. This short paper argues that metadata that is enriched, linked, open and filtered drives usage of resource (Alemu, 2014). Open data is a crucial prerequisite for inventing and disseminating the innovative practices needed for agricultural development. To be usable, data must not just be open in principle—i.e., covered by licenses that allow re-use. Data must also be published in a technical form that allows it to be integrated into a wide range of applications. The webinar will be of interest to any institution seeking ways to publish and curate data in the Linked Data cloud. This webinar describes the technical solutions adopted by a widely diverse global network of agricultural research institutes for publishing research results. The talk focuses on AGRIS, a central and widely-used resource linking agricultural datasets for easy consumption, and AgriDrupal, an adaptation of the popular, open-source content management system Drupal optimized for producing and consuming linked datasets. Agricultural research institutes in developing countries share many of the constraints faced by libraries and other documentation centers, and not just in developing countries: institutions are expected to expose their information on the Web in a re-usable form with shoestring budgets and with technical staff working in local languages and continually lured by higher-paying work in the private sector. Technical solutions must be easy to adopt and freely available.

In contrast to the principle of metadata simplicity and sufficiency, the principle of metadata enriching can be considered a departure from traditional cataloguing approaches where the focus was on metadata simplicity. Metadata created and managed following the principle of metadata enriching better responds to users’ needs. Whilst the principle of enriching results in a potential abundance of metadata, the principle of filtering is used to simplify its presentation by enabling a user-centred/focused/led design.

The LODE-BD Recommendations present a reference tool that assist bibliographic data providers in selecting appropriate encoding strategies according to their needs in order to facilitate metadata exchange by, for example, constructing crosswalks between their local data formats and widely-used formats or even with a Linked Data representation. The LODE-BD Recommendations aim to address two questions: how to encode bibliographic data hosted by diverse open repositories for the purpose of exchanging data across data providers; and how to encode these data as Linked Open Data (LOD) - enabled bibliographic data. The core component of the LODE-BD Recommendations report contains a set of recommended decision-making trees for common properties used in describing a bibliographic resource instance (article, monograph, thesis, conference paper, presentation material, research report, learning object, etc. - in print or electronic format). Each decision tree is delivered with various acting points and the matching encoding suggestions, usually with multiple options. LODE-BD is a part of a series of LODE recommendations overarching a wide range of resource types including the encoding of value vocabularies used in describing agents, places, and topics in bibliographic data.

Adopting a Constructivist Grounded Theory Method, this thesis conducted in-depth interviews with 57 purposefully selected participants, comprised of practising librarians, researchers, metadata consultants and library users. The interview data was analysed using three stages of iterative data analysis: open coding, focused coding and theoretical coding. The analysis resulted in the emergence of four Core Categories, namely, metadata Enriching, Linking, Openness and Filtering. Further integration of the Core Categories resulted in the emergence of a theory of digital library metadata; The Theory of Metadata Enriching and Filtering. The theory stipulates that metadata that has been enriched, by melding standards-based (a priori) and socially-constructed (post-hoc) metadata, cannot be optimally utilised unless the resulting metadata is contextually and semantically linked to both internal and external information sources. Moreover, in order to exploit the full benefits of such linking, metadata must be made openly accessible, where it can be shared, re-used, mixed and matched, thus reducing metadata duplication. Ultimately, metadata that has been enriched (by linking and being made openly accessible) should be filtered for each user, via a flexible, personalised, and re-configurable interface. The theory provides a holistic framework demonstrating the interdependence between expert curated and socially-constructed metadata, wherein the former helps to structure the latter, whilst the latter provides diversity to the former. This theory also suggests a conceptual shift from the current metadata principle of sufficiency and necessity, which has resulted in metadata simplicity, to the principle of metadata enriching where information objects are described using a multiplicity of users’ perspectives (interpretations). Central to this theory is the consideration of users as pro-active metadata creators rather than mere consumers, whilst librarians are creators of a priori metadata and experts at providing structure, granularity, and interoperability to post-hoc metadata. The theory elegantly delineates metadata functions into two: enriching (metadata content) and filtering (interface). By providing underlying principles, this theory should enable standards-agencies, librarians, and systems developers to better address the changing needs of users as well as to adapt themselves to recent technological advances.

Beyond the EU: DORA and NIS 2 Directive's Global Impact

In BC’s nearly-decade-old “new” curriculum, the curricular competencies describe the processes that students are expected to develop in areas of learning such as mathematics. They reflect the “Do” in the “Know-Do-Understand” model. Under the “Communicating” header falls the curricular competency “Explain and justify mathematical ideas and decisions.” Note that it contains two processes: “Explain mathematical ideas” and “Justify mathematical decisions.” I have broken it down into its separate parts in order to understand--or reveal--its meaning. The first part is commonplace in classrooms. By now, BC math teachers—and students—understand that “Explain mathematical ideas” means more than “Show your work.” Teachers consistently ask “What did you do?” and “How do you know?” This process is about retelling, not just of steps but of thinking. The second part happens less frequently. Think back to the last time that you observed a student make—a necessary precursor to justify—a mathematical decision. “Justify” is about defending. Like “explain,” it involves reasoning; unlike “explain,” it also involves opinion and debate. In order to reinterpret the curricular competency “Explain and justify mathematical ideas and decisions,” I will continue to take apart its constituent part “Justify mathematical decisions” and carefully examine the term “mathematical decisions.” What, exactly, is a “mathematical decision”? Below, I will categorize answers to this question. These categories, and the provided examples, may help to suggest new opportunities for students to justify.
