DDA and the evolution of its role - The Delhi Development Authority (DDA) constituted under DDA Act 1957 looks after land disposal and development in Delhi - DDA undertakes development in Delhi for various purposes including housing. In addition to its own work, DDA also disposes land to private developers and cooperative housing societies. - DDA has been Iargely unable to tackle the housing challenges of Delhi and this has necessitated the chalking out of Master Plan Delhi 2021

Master Plan Delhi- 2021 - MPD - 2021 looks to address all shortcomings of the earlier Land Acquisition policies of DDA in terms of the falling short of public supply of land and the delays in meeting physical targets - Major pain areas in earlier policies led to disputes and Iitigations over compensation, delays in allotment, encroachment by unauthorized colonies etc. - MPD - 2021 has introduced a new Land Pooling Policy where in land parcels owned by individuals or groups are Iegally consolidated by transfer of ownership rights to a designated Land Pooling Agency.

Land Pooling Policy - HIGHLIGHTS - Reconstitution of designated zones earmarked for development will enable DDA to develop the land without fully acquiring it and give positive control over design and timing of urban growth. - Reconstituted plots have better accessibility and potential for development and hence their value gets enhanced. Part of incremental land value is attributed to developmental work and the same is adjusted in compensation payable. - DDA has declared 5 such zones as per MPD-2021: Zone-J (South Delhi), Zone-K 1 (Part of Dwarka), Zone-L (Next to Airport & Dwarka), Zone-N (Next to Rohini) & Zone - P2 (Narela & Bawana)
