What is Disability?
In 2011, the Welfare Department World Health Organisation estimates
of Malaysia had 350,000 that 10% of any population has
registered people some form of disability;
with disabilities one third are children
below 15 years old.

As such, there could be 2.8 million People With Disabilities (PWDs) with
about 900,000 children with various disabilities in Malaysia.

Definition of Persons With Disabilities (PWD)

“Persons with Disabilities” include
those who have long-term
physical, mental, intellectual or
sensory impairments which in
interaction with various barriers
may hinder their full and effective
participation in society.

Meet Aizat. He is 26 years old.

Born with learning disabilities, he was in a Special Education
school in Kuala Lumpur until the age of 20.
As one of the first students of an empowerment program in
June 2007, Aizat graduated in July 2008.

A SPECIAL PERSON
Amongst Normal People
Mohd Aizat is a cheerful guy & loves new
challenges in his life…

He was offered a permanent job at a hotel
in April 2009…

He has a manager who really understands
him and all the other workers have been
told about his condition…

“So far he has no problems working with
normal people.”


This is Aizat today

He works in the Laundry Dept. at the
Sheraton Imperial Hotel KL since April 2009.
Aizat now brings home a minimum of RM1,400.00 per month.

EEP OBJECTIVE

Empowering youths with
learning disabilities through
specialised skills training for
independent living and life-
long employment.


EEP THE PROJECT Selangor Cheshire’s Economic
Empowerment Program (EEP) began
as a 3 year pilot project in June 2007
for youths (age 18 to 26 years)

• Initiated to support Persons with Disabilities Act 685
legislated by Malaysian Parliament in 2008;
• Introduce a structured development program inline with
the UN Convention on the Rights of Persons with
Disabilities, ratified by the Malaysian Government in 2010;
• To complement Government and NGO efforts
• To harness potential talents
• To unlock potential local work resource


EEP RESOURCES & FACILITIES

It is a Structured Residential Program

•Full-time Experienced Teachers
•Certified Job Coach
•Qualified Physiotherapist
•Full room & board facilities w/ Cafeteria &
Laundry Facilities
•Teaching premises w/ Computer lab
•Bakery Training Facility
•Transport services for On-The-Job Trainings


EEP CURRICULUM
A 5 months Skills Based Residential Programme

Upon employment, Job Coach services is provided for 2 weeks & up to 1 month
and periodic visits thereafter, including employer consultations whenever needed.

EEP A SPECIAL PARTNERSHIP
A Hospitality Skills Certification Program
for People with Learning Disabilities
• 3-Year collaboration with

Objectives:
• To create a Sustainable & Scalable hospitality skills training program
developed with certified hospitality Trainers
• Develop skills certification endorsed by the Malaysian hospitality industry
• Leverage the association’s national network for Employment
Opportunities and Job Placements

Planned Outcomes 2012-2015

• Achieve 60% employment rate for EEP graduates
2012 • Produce a pilot Hospitality Skills Certificate course for PWDs
• Initiate corporate sponsored scholarship fund for eligible students

• Increase student intake by 50%
• Support at least 3 hotels to achieve 5% of their employees hired
2013 from the disabled community
• Introduce HRDF certified Job Coach courses for HR practitioners
• Develop Accessible Assessment services for Hotels & Public Spaces

• Work with an accredited college for a Twinning Hospitality Program
for the learning disabled

• To introduce “Best Hotel En-Abled Employee” in Malaysian Hotel
Association’s bi-annual employee achievements awards


EEP A GOOD DAY’S PAY

Current average monthly salary of the 71
graduates employed is RM750.00 each
Total annual income per person is RM9,000.00
Total annual group income is RM639,000.00

EEP SOCIAL RETURNS
Contributions to EPF

Total Employee Contribution @ 11% of group annual income:

Total Employer Contribution @ 13% of group annual income:

Meet Mohd Azizi
• Before EEP, he could not
hold a job for long as he was
sensitive to how others talk
about his disability
• Completed EEP in 2009 and
since March 2010 he works
in Shangri La Hotel KL with
a monthly average salary of
RM1,800
• Contributes to his family’s
monthly expenses and
saves RM500 a month
• His mother is proud of him
as he has learned to live
independently with a stable
job to support himself and
his family


This is him showing off his new car!

He pays his sister RM200 a month
to drive him to work.
And takes the bus home after work.
