When the Food Safety Modernization Act authorized the Food and Drug Administration to regulate farm
environments for fresh produce, for the first time; FDA released a proposed rule in January 2013
describing exactly how the agency would exercise its authority to minimize the risk of biological
pathogens that are associated with fresh produce. This proposal aroused a lot of controversies.
