3. LEAVE
Leave is to stay away from work for genuine
reasons with prior approval of the authority for a
casual purpose or a planned activity, on medical
grounds or in extra-ordinary conditions.
Revised Leave Rules, 1980 cover the earned
leave whereas Home Affairs Division O.M. No.
34/27/48-Public dated 13-3-1948 provides for
casual leave.
Leave cannot be claimed as a right.
Leave to be applied in terms of days (Rule-7)
4. Rule -2 When leave is earned?
Leave is earned by the period of duty we perform . It
shall not be earned during the period of leave.
Rule-3 Earning & Accumulation of leave. 4 days in a
calendar month.
Rule-3(2) If a civil servant proceeds on leave during a
calendar month and returns from it during an other month
and the period of duty in either month is more than 15
days , he will get credit for one full credit month only.

6. Can we claim the leave as a matter of right?
leave cannot be claimed as of right (FR67)
A civil servant shall be allowed leave in accordance with the
leave rules applicable to him, provided that the grant of leave will
depend on the exigencies of service and be at the discretion of
the competent authority(Sl No 18.Esta Code)
Can nature of leave applied for be changed?
No. The nature of leave due and applied for by a Government servant can
not be altered at the option of the sanctioning authority.(FR-87(a)
Refusal of leave on medical certificate.(Rule-20)
Leave applied for on medical certificate shall not be refused.
7. Reasons for Leave (Rule-20)
No reason is necessary to specify.
Leave when starts and end(Rule 21).
Leave may be commence from the following that on which a
civil servant hands over the charge of his post and may end on
the day preceding that on which resumes duty.
OVER STAY OF SANCTIONED LEAVE. (RULE-23),(FR-73)
On over stay after sanctioned leave, double period of such
absence shall be debited to his leave account . He shall not be
entitled to any remuneration for the period of such absence if
leave not extended.
8. Leave Account.(Rule-30) and FR-76.
(Gazzeted & Not Gazzeted)
In case of Gazzetted Officer no leave can be
granted until title of leave has been obtained
from the Audit Office.

10. LEAVE ON FULL PAY (LFP)
RULE-5
4 Days a month.
Duty period more than 15 days in a month.
Maximum period.
Without Medical Certificate 120 days.
With Medical Certificate 180 days.
On Medical Certificate from leave account in entire
service 365 days.
11. LEAVE ON HALF PAY (RULE-6)
Option to convert leave on full pay into half
pay.
No limit for conversion of leave on full pay
into leave on half pay as long as available.
Debit to leave account will be one day for two
days half pay.
12. EXTRAORDINARY LEAVE (LEAVE
WITHOUT PAY) RULE # 9
Extraordinary leave admissibility on any ground
Maximum for five years at a time if continuous
service is not less than ten years
If service less than ten years EOL of two years at the
discretion of the head of his office
EOL admissible whether employee is permanent or
temporary
EOL may be granted retrospectively in lieu of
absence without leave
13. LEAVE NOT DUE
Up-to maximum 365 days on full pay in entire service provided in first 5
years, it will not exceed 90 days.
It shall be granted only when there are reasonable chances of resuming
duty.
To be offset against leave to be earned in future.
Can be converted into half pay.
Not admissible to temporary government servant.
Showing by (-) minus entry in leave account.
14. SPECIAL LEAVE (RULE-12)
• To a female Government servant on the death of
her Husband.
• Leave Salary – Full pay.
• Period 130 days.
• Not debit-able to her leave account.
• Death certificate may be required for
sanctioning of leave.
15. MATERNITY LEAVE(Rule-13)
To a female servant.
Period – 90 days.(45 days before the date
of confinement and 45 days after the date
of commencement.)
Three times in the entire service.
May be granted in combination with
other type of leave.
16. DISABILITY LEAVE: (RULE 14)
It is granted to a government servant who is disable by
injury, ailment or disease contacted in course or in
consequence of due performance of his official duty or
official position
Maximum period 24 months (720 days).
Not debit-able to leave account.
Leave Salary:
Full pay for 180 days.
Half pay for remaining period.
Leave will be granted on the certificate issued by the
Medical Board.
17. LEAVE EX-PAKISTAN(RULE-15)
Who proceeds abroad during leave, or takes
leave while posted abroad.
Period – 120 days in one occasion.
Leave salary shall be payable in Pak
Rupees irrespective of the country where
he spends leave.
18. REST & RECREATION LEAVE
(Rule-10)
May be granted for 15 days in a
calendar year.
Debit to leave account be for 10 days
leave on full pay.
Not admissible to a Civil Servant in a vacation
Department.
19. L.P.R(Rule-16)
Leave Preparatory to Retirement
365 days subject to availability of leave at his credit.
May be taken partly on full pay or half pay.
Officers of BPS21 and 22 who opts to retire voluntarily
after completing of 25 years service
for pension may be granted entire leave at his credit in his
leave account on full pay till the date on which he completes
the 60th years of his age
20. Encashment of refused leave preparatory to
retirement (Rule-17) :- In case of retirement on
superannuation or premature retirement on
completion of 30 years of Service will be
granted lumpsum pay equal to 365 days in lieu
of refused LPR.
Can be refused partly and sanctioned partly.
Leave salary : either at the retirement or month
wise.
21. Option for encashment of leave (18-A)
15 months before the date of
superannuation or completing 30 years
qualifying service.
If a government servant opts for pre-mature
retirement after completion of 31 years
qualifying service. 3 months notice would
be required for encashment of LPR.
22. IN SERVICE DEATH ETC,(RULE 19)
In case of Death or permanent disability for
further service , a lumpsum payment equal to
leave pay up to 365 days out of the leave at his
credit shall be made to the family of the
deceased or as the case may be to the civil
servant.
23. CASUAL LEAVE
Maximum period (20 days)
C/L not treated as absence.
Lapsable.
Can’t be combined with other type
of leave or joining time.
24. QUARANTINE LEAVE(Rule-37)
It is granted to a government servant on
account of absence from duty necessitated by
order not to attend office in consequence of
infectious disease in the family like Cholera,
Smallpox, plague, typhus fever, meningitis or
any other disease declared as infectious.
25. STUDY LEAVE(Rule 39) (FR-84)
Granted to a Government Servant to enable him to study
scientific, technical or similar problems or to under go special
course of Instructions.
• Maximum period (4 years).
• Not Debitable to leave account.
• Leave salary.
Half pay.
All compensatory allowances ,which are other wise
admissible to a civil servant during leave on half pay , will
be payable during study leave (F.D OM No. F.12(3)-R.13/81
dt.21.3.1981.)
Study Allowance.
