2. What is an Open Government?
Open Government initiatives have been drawing attention throughout the world.
The concept comprises a myriad of actions regarding citizen participation,
transparency, technological innovation and accountability.
The notion advocates that other social spheres have easy access to governmental
red tape when processes are open to public scrutiny. That narrows the edge
between state and society and enhances accountability, thus, emulating the dawn
of a new political culture.
3. Open São Paulo
In January 2014, the 54.794 act created Open São Paulo to
spur endeavors that bring citizenship closer to the public
administration.
The law has created the Interdepartmental Open
Government Committee, which comprises 13 departments.
The committee is responsible for the elaboration of an
Open Government Action Plan for the city.

São Paulo is taking action within the local administration. São Paulo Aberta (or Open São Paulo) is the
initiative that hinges social participation, transparency, technological innovation and accountability.

Data Base Index
A wide range of data coming from all
departments within São Paulo City Hall are
gathered and presented on a Data Base
Index. The Initiative aims to facilitate the
access to information and to enhance
Social Control.
Planning Sampa
Planning Sampa is an online platform on
which citizens may participate in the
Planning and Budget Cycle. It also
displays the execution of the 123 goals
organized into 20 strategic objectives that
compose the city’s Target Plan 2013-2016.
Mobility Lab
The Lab is a physical space where
attendees may share knowledge to
influence
transportation and traffic management, as
well as suggest a wide range of
solutions to city’s mobility issues.
5. City of São Paulo actions
#OpenCabinet
The #OpenCabinet stimulates
greater participation between São
Paulo officials and citizens.
Weekly, an online broadcast
presents one of the city’s
authorities discussing issues with
journalists and invited experts that
concern their departments. Wide
participation happens online,
during the streaming, through
questions sent on Open São Paulo
website and on its channels.

Participation and information on urban
development matters are the goals the
Urban Management, a platform where
citizens can interact and learn more
about the city’s policies on the subject.

Open Government Lab
In order to make the availability more
efficient, the municipality is creating
Open Government Lab whose aims is
to support open data initiatives in three
domains: Open Government, Big Data
and Open Data.
9. Interactive Portal
A virtual territory which seeks
the interaction and virtual
contribution to the initiatives
promoted by the City Hall
within the open government
axis. The portal also contains
the Open São Paulo Channel (
www.saopauloaberta.prefeitura.sp.g
), a tool which can be used by
any authority (the Mayor or
Secretaries) for the dialogue
with citizens. It is through the
portal that the population may
contribute to thematic actions
and get to know, evaluate and
comment on all the City Hall’s
open government initiatives.
