Bye-Laws For Hotels

HOTEL
   •   A hotel is a commercial establishment that offers lodging to travellers. Some may also
       offer lodging to permanent residents.
   •   Hotels may also have restaurants, conference rooms, stores, and other services that are
       available to the general public.

THERE ARE TWO MAIN AREA IN A HOTEL:
   1. FRONT OF THE HOUSE
   2. BACK OF THE HOUSE

The program separate these two areas into four main categories
1.Guest rooms
2.Public areas
3.The back of the house support area
4.Covered non conditioned exterior area

FRONT OF THE HOUSE
•The 'greeting area, is known as the front of the house.
Main areas in front of the house are
•The front of the house comprises every area that the guest will see ; lobbies, dining spaces,
rest rooms, passenger elevators, corridors, hotel rooms, etc.

BACK OF THE HOUSE
•The back of the house, was where food was prepared arid where the guests' service amenities
were taken care of.
THE MAIN FUNCTION OF BACK OF THE HOUSE
•laundering ,foodstuffs, housekeeping supplies, and a great many other items must be received
out of sight of the hotel guests.

CATEGORIES 1star(1 stars)
The Superior flag is provided when traditional service and accommodation provisons are not
sufficient for the next Hotel star. The bathroom facilities are usually at the same level as for to
stars hotels but built from cheaper materials

•Superior Standard(2 stars)
The Standard-Superior does usually offer the same service level as three-star hotels but the
interiors of the hotel are smaller and cheaper .Reception opened 14 hours, accessible by phone
24 hours from inside and outside, bilingual staff.
•Comfort(3 star)
Reception opened 14 hours, accessible by phone 24 hours from inside and outside, bilingual
staff (e.g. German/English. Beverage offer in the room - Telephone in the room ,Internet access
in the room or in the public area - Heating facility in the bathroom. Additional pillow and
additional blanket on demand

1      •Superior Comfort(3 stars)
The accommodation facilities for a superior hotel need to be on a modern level and fully
renovated which is checked regularly. Reception opened 18 hours, accessible by phone 24
hours from inside and outside - Lobby with seats and beverage service - Breakfast buffet or
breakfast menu card via room service .

1      •First Class(4 star)
Reception opened 18 hours, accessible by phone 24 hours from inside and outside - Lobby with
seats and beverage service - Breakfast buffet or breakfast menu card via room service .

1       •Luxury(5 star)
In addition to the first class (****) hotels: - Reception opened 24 hours, multilingual staff ,
Doorman, service or valet parking , Concierge, Spacious reception hall with several seats and
beverage service .Mini bar and food and beverage offer via room service during 24.

2       •Superior Luxury(5 stars)
The Luxury star hotels need to attain high expectations of an international guest service. The
Superior Luxury star is only awarded with a system of intensive guest care.

AREA REQUIREMENT
1      •Corridor space should be about 6msq per room
2      •At least 1.5 to 1.80 m wide
3      •Separate routes should be provided for guests , staff and goods.
4      •Rooms including toilets , bathrooms , shower rooms etc hallways and floor service
should occupy 50 to 60 percent of the floor area.
5      •Public guest rooms , a reception area ,hall and lounges requires 4 to 7 percent
6      •Hospitality areas , restaurants and bars for guests and visitors 4 to 8 percent
7      •A banqueting area with meeting and conference rooms needs 4 to 12 percent
8      •Domestic area ,kitchen ,personnel rooms and stores 9 to 14 percent
9      •Administration ,management and secretarial 1 to 2 percent
10     •Maintenance and repair 4 to 7 percent
11     •Leisure , sport , shops and a hair dressing salon 2 to 10 percent.
12     •Hotel should provide facilities for handicapped and disabled in at least 1 to 2 percent
of rooms(preferably on ground floor),ramps 1:20,corridor 915mm wide doors 815mm clear
opening.
RESTAURANT
KITCHEN
ROOMS ACCORDING TO CLASS
THERE SHOULD BE SEPARATE ENTRY FOR SERVICE AND GUESTS

    •   Maximum permissible ground coverage is 40% in commercial.

    •   Height- Unlimited, if there is any airport in the district, then special permission is taken

from the Airport Authority of India.

    •   F.A.R.-1.75

    •   Parking- 3 E.C.S. / 100sq m. covered area on all the floors

    •   For open parking,1 E.C.S.-23 sq m.

    •   For stilt or ground floor parking,1 E.C.S.-28sq m.

    •   For basement parking,1 E.C.S.-32 sq m.

    •   Stilt & basement parking will not considered in F.A.R.

    •   Stilt floor’s height must not exceed 8’6” beyond the building block except in the set-backs

provided it is used for parking only.

    •   Multi level basement will be allowed behind the building in zoned area except

in set-backs provided it is proposed for parking purposes only and satisfy the

Public Health and Structural requirements.

Parking grid in basements & stilt floors must be between 400-600 sq. feet.

Provision of basement
(1) Basement in case of plotted development if constructed shall not be included in FAR.

(2) Basement area shall not exceed the ground floor coverage and shall be below the Ground floor.
Basement area may, however, be extended below the internal courtyard and shaft.

Hotel
It must have a minimum plot size of 5000 sq. mt.

Frontage should be atleast 200 ft. minimum 80ft. wide road.
It should have a management tie up or franchise arrangement with National / International
hotel chain of repute having at least five hotels consisting of minimum of 50 rooms each in
India /abroad.

The land owner can have joint venture/Development agreement /revenue sharing arrangement
with the developer / Hotelier.

F.A.R is allowed upto 3 ( 20-25% of this FAR can be used for commercial purposes)

Ground coverage upto 50%.

Parking -1 ECS per 100 sq. mt. of covered area.



S.C.O./ S.C.F. bye laws
20’x 80” - includes a corridor of width 8’3” on front & rear side.

’16’6”x 75 - includes a corridor of width 8’3” on front side only.

16’6” x 66’ - includes a corridor of width 8’3” on front side only.

Number of stories allowed – 4.

Maximum height of building-48’ 6”.

1 basement is allowed.

Provision for air light and ventilation to be made @ 10% of the basement area.

Area of the basement not to be counted towards FAR.

 Basement shall have a clear height of 7’-6” from floor to sofit to the beam and height of ceiling
shall not exceed 8’-3”.

10% of the basement area shall be permitted for depression for installation of AC plants.
However, no generator shall be permitted to be installed in the basement.



Booths bye laws
10’x 30’ - includes a corridor of width 7’ on front side only.

8’3” x 24’9” - includes a corridor of width 7’ on front side only.

Number of stories allowed – 1.
Maximum height of building-12’.

1 basement is allowed.

Notes:

   1. * 100% ground coverage shall be eligible for regularization of construction on payment
      of charges as applicable from time to time.

   2. ** 100% ground coverage and 350 FAR shall be eligible for regularization of construction
      on payment of charges as per the notification, in respect plot size between 100 to 175
      sqm.

  • 2. HOTEL • A hotel is a commercial establishment that offers lodging to travellers. Some may also offer lodging to permanent residents. • Hotels may also have restaurants, conference rooms, stores, and other services that are available to the general public. THERE ARE TWO MAIN AREA IN A HOTEL: 1. FRONT OF THE HOUSE 2. BACK OF THE HOUSE The program separate these two areas into four main categories 1.Guest rooms 2.Public areas 3.The back of the house support area 4.Covered non conditioned exterior area FRONT OF THE HOUSE •The 'greeting area, is known as the front of the house. Main areas in front of the house are •The front of the house comprises every area that the guest will see ; lobbies, dining spaces, rest rooms, passenger elevators, corridors, hotel rooms, etc. BACK OF THE HOUSE •The back of the house, was where food was prepared arid where the guests' service amenities were taken care of. THE MAIN FUNCTION OF BACK OF THE HOUSE •laundering ,foodstuffs, housekeeping supplies, and a great many other items must be received out of sight of the hotel guests. CATEGORIES 1star(1 stars) The Superior flag is provided when traditional service and accommodation provisons are not sufficient for the next Hotel star. The bathroom facilities are usually at the same level as for to stars hotels but built from cheaper materials 1 •Superior Standard(2 stars) The Standard-Superior does usually offer the same service level as three-star hotels but the interiors of the hotel are smaller and cheaper .Reception opened 14 hours, accessible by phone 24 hours from inside and outside, bilingual staff.

Beverage offer in the room - Telephone in the room ,Internet access in the room or in the public area - Heating facility in the bathroom. Additional pillow and additional blanket on demand 1 •Superior Comfort(3 stars) The accommodation facilities for a superior hotel need to be on a modern level and fully renovated which is checked regularly. Reception opened 18 hours, accessible by phone 24 hours from inside and outside - Lobby with seats and beverage service - Breakfast buffet or breakfast menu card via room service . 1 •First Class(4 star) Reception opened 18 hours, accessible by phone 24 hours from inside and outside - Lobby with seats and beverage service - Breakfast buffet or breakfast menu card via room service . 1 •Luxury(5 star) In addition to the first class (****) hotels: - Reception opened 24 hours, multilingual staff , Doorman, service or valet parking , Concierge, Spacious reception hall with several seats and beverage service .Mini bar and food and beverage offer via room service during 24. 1 2 •Superior Luxury(5 stars) The Luxury star hotels need to attain high expectations of an international guest service. The Superior Luxury star is only awarded with a system of intensive guest care. AREA REQUIREMENT 1 •Corridor space should be about 6msq per room 2 •At least 1.5 to 1.80 m wide 3 •Separate routes should be provided for guests , staff and goods. 4 •Rooms including toilets , bathrooms , shower rooms etc hallways and floor service should occupy 50 to 60 percent of the floor area. 5 •Public guest rooms , a reception area ,hall and lounges requires 4 to 7 percent 6 •Hospitality areas , restaurants and bars for guests and visitors 4 to 8 percent 7 •A banqueting area with meeting and conference rooms needs 4 to 12 percent 8 •Domestic area ,kitchen ,personnel rooms and stores 9 to 14 percent 9 •Administration ,management and secretarial 1 to 2 percent 10 •Maintenance and repair 4 to 7 percent 11 •Leisure , sport , shops and a hair dressing salon 2 to 10 percent. 12 •Hotel should provide facilities for handicapped and disabled in at least 1 to 2 percent of rooms(preferably on ground floor),ramps 1:20,corridor 915mm wide doors 815mm clear opening.

THERE SHOULD BE SEPARATE ENTRY FOR SERVICE AND GUESTS • Maximum permissible ground coverage is 40% in commercial. • Height- Unlimited, if there is any airport in the district, then special permission is taken from the Airport Authority of India. • F.A.R.-1.75 • Parking- 3 E.C.S. / 100sq m. covered area on all the floors • For open parking,1 E.C.S.-23 sq m. • For stilt or ground floor parking,1 E.C.S.-28sq m. • For basement parking,1 E.C.S.-32 sq m. • Stilt & basement parking will not considered in F.A.R. • Stilt floor’s height must not exceed 8’6” beyond the building block except in the set-backs provided it is used for parking only. • Multi level basement will be allowed behind the building in zoned area except in set-backs provided it is proposed for parking purposes only and satisfy the Public Health and Structural requirements. Parking grid in basements & stilt floors must be between 400-600 sq. feet. Provision of basement (1) Basement in case of plotted development if constructed shall not be included in FAR. (2) Basement area shall not exceed the ground floor coverage and shall be below the Ground floor. Basement area may, however, be extended below the internal courtyard and shaft. Hotel It must have a minimum plot size of 5000 sq. mt. Frontage should be atleast 200 ft. minimum 80ft. wide road.

It should have a management tie up or franchise arrangement with National / International hotel chain of repute having at least five hotels consisting of minimum of 50 rooms each in India /abroad. The land owner can have joint venture/Development agreement /revenue sharing arrangement with the developer / Hotelier. F.A.R is allowed upto 3 ( 20-25% of this FAR can be used for commercial purposes) Ground coverage upto 50%. Parking -1 ECS per 100 sq. mt. of covered area. S.C.O./ S.C.F. bye laws 20’x 80” - includes a corridor of width 8’3” on front & rear side. ’16’6”x 75 - includes a corridor of width 8’3” on front side only. 16’6” x 66’ - includes a corridor of width 8’3” on front side only. Number of stories allowed – 4. Maximum height of building-48’ 6”. 1 basement is allowed. Provision for air light and ventilation to be made @ 10% of the basement area. Area of the basement not to be counted towards FAR. Basement shall have a clear height of 7’-6” from floor to sofit to the beam and height of ceiling shall not exceed 8’-3”. 10% of the basement area shall be permitted for depression for installation of AC plants. However, no generator shall be permitted to be installed in the basement. Booths bye laws 10’x 30’ - includes a corridor of width 7’ on front side only. 8’3” x 24’9” - includes a corridor of width 7’ on front side only. Number of stories allowed – 1.
