4. Rapid Loss of Arctic Sea Ice
Source: U.S. National Snow and Ice Data Center
Compared to September conditions in the
1980s and 1990s, this represents a 45%
reduction in the area of the Arctic covered
by sea ice.
5. Greenland Ice-Sheet Melting
In just a few days, the melting had dramatically accelerated and an estimated 97
percent of the ice sheet surface had thawed by July 12.

12. Pieni lämpötilaero – iso
muutos
• Lämpötilaero jääkauden ja nykyhetken välillä 4-5
o
C, ero merenpinnassa 120 m.
• 2-4 o
C lämpenemisestä todennäköisesti
dramaattisia muutoksia.
• Kun viimeksi oli 3 o
C lämpimämpää, merenpinta
oli 30 m korkeammalla.
• Ilmakehän hiilidioksidipitoisuus ennen
teollistumista 270-280 ppm, 2011 oli 392 ppm.
• Kun viimeksi 550 ppm, oli +5 o
C ja meri + 50 m.
• Merien happamoituminen ylittämässä korallien
kestokyvyn – heijastuu kaikkiin
meriekosysteemeihin.
16. Snapshot of recent scientific literature on 4°C: impacts & likelihood
FOCUS: developing countries
17. UNEP 21.11.2012:
• Jotta lämpeneminen pysyisi alle 2 o
C,
globaalit päästöt 2020 max 44 GtnCO2-ekv
• Nykypäästöt n 50 Gtn/v.
• Nykytrendi viemässä -> 58 Gtn
• Vaikka maailman maiden
Kööpenhaminassa 2009/Cancunissa 2010
lupaamat päästövähennykset
toteutettaisiin, päästöt 2020 olisivat 49-57
Gtn
18. IEA marraskuu 2012:
Jos maailma haluaa tosissaan
hillitä ilmastonmuutoksen, 2/3
tunnetuista fossiilivarannoista
pitäisi jättää maahan
19. IEA 2011: aika käy vähiin
• Kohta on myöhäistä estää maapallon
lämpeneminen yli 2 asteella
– Nykytrendeillä vuoteen 2017 mennessä
rakennettava energiainfrastruktuuri ”lukitsee”
päästöihin, jotka johtavat yli 2 asteen
lämpenemiseen
• Seuraavien 25 vuoden päästöt johtavat
todennäköisesti 3.5°C - 6°C lämpenemiseen
• Fossiilienergian tuet maailmassa 2010 olivat 6-
kertaiset verrattuna uusiutuvien tukiin.
20. Global energy related CO2 emissions from
existing infrastructure and room of maneuvre
to achieve 450 ppm scenario
21. Ilmastonsuojelu on vaikea
urakka
• Kyse suurista muutoksista, etenkin
energiantuotantoon
• Myös taloudellisesti iso asia
• Globaali epäoikeudenmukaisuus:
Ilmastonmuutoksesta kärsivät ensimmäisiksi
ja pahiten ne jotka ovat sitä vähiten
aiheuttaneet
22.
23. Kansainvälinen kuuma
peruna
• Suurin osa maista, jotka kärsivät
ilmastonmuutoksesta eniten ja
ensimmäisinä, on maita joilla vähiten
historiallista vastuuta ilmastonmuutoksesta
• Vaikka kehitysmaat voisivat jatkaa päästöjen
kasvattamista hiukan pitempään kuin
perinteiset teollisuusmaat, myös niiltä
tarvitaan jyrkkää käännettä jotta estettäisiin
yli 2 asteen lämpeneminen
24.
25. EU-komission pj. Barroso:
EU:n ilastolakipaketin julkistaminen 23.1.2008
• Tarvitaan uusi teollinen vallankumous
• Paras tapa turvata EUn kilpailukyky on
olla ilmastonsuojelun kärjessä
• Komission ehdottaman
ilmastolakipaketin hinta 3€ kansalaista
kohti viikossa (jos öljyn hinta 60$ barrelilta, jos öljy
kalliimpaa, hinta pienempi)
26. Juuri nyt kuuma kysymys:
Tiukennetaankö päästökauppaa,
“backloading”
27. Miksi päästöoikeuksista on
ylitarjontaa?
• EU-maiden hallitukset jakoivat päästöoikeuksia
2008-2012 kaudelle turhan avokätisesti.
• 2008 lama suurensi yli jääneiden olevien
päästöoikeuksien määrää.
• 2013 alusta vain sähköntuotanto joutuu
maksamaan kaikista päästöistä, muu teollisuus
saa ilmaiseksi alakohtaiseen vertailuarvoon asti.
• CDM-hyvitysten käyttöoikeus.
• -> Päästöjä ei tarvitse alentaa vuoteen 2020.
30. Bisnesargumentteja
• Jos päästökauppa romahtaa, ajaudutaan
27 kansallisen järjestelmän tilkkutäkkiin
• Niin kauan kuin päästöoikeuden hinta
alhainen, houkuttelee investoimaan hiili-
intensiivisiin vaihtoehtoihin, jotka
todennäköisesti kuitenkin osoittautuvat
elinaikanaan virheinvestoinneiksi (vrt IEA).
• Ennustettavuus bisneksen kannalta
parempi jos päästöjen hinta ohjaa
oikeasti.

34. McKinsey 2009:
• There are many available technical
solutions to cut emissions. Some come
at a negative cost, i.e. the savings
exceed the investment.
• If the world implemented all emission
reduction measures that cost under 60
€/tCO2, the average cost would be 4
€/tCO2 in 2030.

36. Pricewaterhouse Coopers
29.3.2010:
• Europe can source all its electricity
from renewables by 2050:
– Large onshore and offshore windfarms in the
Baltic and North Sea
– The vast concentrating solar potential of southern
Europe and the arid deserts of North Africa
– The hydro capability of Scandinavia and the Alps
– Biomass and ocean tidal and wave power
• Not significantly more expensive than
business as usual, difference at most a
few percentage points of GDP over the
coming decades.
• Necessary technologies already
available.
37. McKinsey et al, Roadmap 2050 (1)
• Decarbonisation of electricity
production possible by 2050
• The cost approximately the same
regardless of whether the share of
renewables 40, 60, 80 or 100% (the
rest is nuclear and fossil fuels with
CCS)
• Investment in renewables big but lower
operating costs
• The majority of fossil fuel and nuclear
power plants will come offline and need
to be replaced in any case
38. McKinsey et al, Roadmap 2050 (2)
• Necessary technology already exists and
further development most likely to bring down
prices
• Supergrid a crucial part of decarbonised

46. Uusi tuulivoima ohitti uuden
ydinvoiman vuosituhannen
vaihteessa
• Viime vuosisadan lopulla tuulivoima
ohitti ydinvoiman vuoden aikana
käynnistettyjen uusien megawattien
määrässä
• 2006-2010: Maailmaan 139 GW uutta
tuulivoimaa, 8 GW uutta ydinvoimaa
–Tämä uusi tuulivoima tuottaa sähköä
saman verran kuin 52 ydinreaktoria
47. Investoinnit uusiutuvaan energiaan
ohittivat fossiilit 2010
• Bloomberg: Rahassa mitattuna
investoinnit uusiutuvaa energiaa
hyödyntävään sähköntuotantoon ylittivät
ensi kertaa investoinnit fossiilisiin 2010
• Uusiutuviin investoitiin $187 miljardia
2010, fossiilisiin $157 mrd
• 2011 was a record year for global
investment in clean energy
– Investment grew by 5% to $260bn
48. Uusiutuviin perustuvaa
sähköntuotantoa on enemmän
kuin ydinvoimaa
• Vuoden 2011 lopussa maailmassa oli yli
565 GW puhtaan energian kapasiteettia
– 50 % enemmän kuin ydinvoimaa
• Aurinkopaneelien hinnat laskivat
voimakkaasti, aurinkosähkö yli puolet
vuoden 2011 puhtaan energian
investoinneista
52. Saksan päästöt laskivat 2011 vaikka
ydinvoimaloita suljettiin
• Kasvihuonekaasupäästöt laskivat 917
miljoonaan tonniin vuonna 2011
• Lasku oli 2 prosenttia verrattuna vuoteen 2010
huolimatta talouskasvusta ja vanhimpien
ydinvoimaloiden sulkemisesta
• Pääsöt olivat 26,5 % alle Kioton sopimuksen
vertailuvuoden 1990, päästövähennys ylitti
reippasti Saksan 21 %:n tavoitteen
• Päästökauppaan osallistuvien teollisuuslaitosten
CO2-päästöt laskivat n. 1 prosentilla vuonna
2011 verrattuna vuoteen 2010
55. Öljyriippuvuutta pitää
vähentää
• EU-maiden tuontienergialasku, etenkin
tuontiöljylasku, korreloi voimakkaasti
vaihtotaseen vajeen kanssa
• Öljyriippuvuuden vähentäminen on talouden
perustan tervehdyttämistä
• Pahimmissa talousvaikeuksissa olevat maat
paljolti myös öljyriippuvaisimpia.
Note the tight correlation between greenhouse gases and temperature (red). The temperature curve shows natural variations with cycles related to variations in earth ’s orbit around the sun, amplified by feed-back effects. All scientists agree that we have raised CO2 level 30% above the highest experienced for the last 1 million years (blue line), and probably for the last 30 million years. All scientists also agree that this must have a climate effect. The disagreement is on the future balance between anthropogenic effects and natural climate variations, which have many poorly known elements. There are also important uncertainties related to feed-back processes.
Schellnhuber et al., 2012 „ Turn Down the Heat: Why a 4°C Warmer World Must be Avoided “, A Report for the World Bank by the Potsdam Institute for Climate Impact Research and Climate Analytics, 119 pp This report provides a snapshot of recent scientific literature and new analyses of likely impacts and risks that would be associated with a 4° Celsius warming within this century. It is a rigorous attempt to outline a range of risks, focusing on developing countries and especially the poor. A 4°C world would be one of unprecedented heat waves, severe drought, and major floods in many regions, with serious impacts on ecosystems and associated services. But with action, a 4°C world can be avoided and we can likely hold warming below 2°C. A Condensed Science Update Climate Analytics - SURVIVE Project UNFCCC - Cop18 Doha 2012
Four-fifths of the total energy-related CO2 emissions permitted to 2035 in the 450 Scenario are already locked-in by existing capital stock, including power stations, buildings and factories. Without further action by 2017, the energy-related infrastructure then in place would generate all the CO2 emissions allowed in the 450 Scenario up to 2035. Delaying action is a false economy: for every $1 of investment in cleaner technology that is avoided in the power sector before 2020, an additional $4.30 would need to be spent after 2020 to compensate for the increased emissions.
