2. The Beginning
Mr. Yogesh Patel (ex-armyman) is a
dealer of TVS motors in Vadodara
He believed that to build a brand, it
was necessary to engage people at
grass root level
His experience tells him that better
brand image can be formed if people
associate and remember it for long
term
Therefore he started using TVS
marketing revenue for innovative and
socially good campaigns
This lead to the establishment of
Vadodara Traffic Educational Trust
(VTET)
3. The Problem
Stagnant number of roads in the city
Rapid growth of vehicles in recent times
It is estimated that in 2008 Vadodara had 5
Lakh vehicles but nearly same number of roads as
in 90’s
Shortage of traffic police and parking space

Same street but with no space for pedestrian and parking
6. Need of hour
Based on the number of junctions in Vadodara, the
city needs 529 personnel to manage and
administrator traffic
(Considering 20% on leave, the actual number is
647 personnel)
However, at present total manpower available is
267; effectively bringing working traffic police to 100
8. The Solution - 2
This problem was solved by establishing
Vadodara Traffic Educational Trust (VTET), a
pseudonym for Volunteer Traffic Brigade
VTET objectives include –
Enforcement: To support police in traffic regulation
Education: To create awareness about traffic rules
and regulations amongst citizens
Engineering: To build a strong traffic engineering
system

Financial functions
Supervision (to stop unethical practice)
VTET does not enforce traffic rules but assists
police in managing traffic rules and regulations

To offer permanent solution and prevent accident
and losses due to poor diving and ignorance of
traffic rules by drivers and pedestrians.

11. VTET Success Story
In first phase, more than 1000 people applied for
300 vacancies.
In second phase, there were 700 applicants for
150 vacancies
Nearly 60% of the applicants belong to tribal
category
Active participation from women candidate
(Woman volunteers prove more effective than their
male counterparts because violators do not argue
with women)

If we observe this model very minutely we find that it
conserves energy on the basic level i.e. properly
managed traffic reduces vehicle fuel consumption and
produces less pollution.
the model also tend to reduce tear-and-wear of
vehicle and traffic equipment.
On the man power side, this model provides
opportunity for backward classes
and unemployed youth to connect with the main
society
As their is always dire need of traffic personnel and
increase in vehicular traffic, the model is very
sustainable

Volunteers - they are awarded allowance and

15. Social Equity Focus
There are no ranks in traffic brigade except
trustee hierarchy.
Volunteers belong to different strata of society but
mostly from tribal areas. Its excellent model for
up-liftment of backward classes economically and
socially.
17. Can this be next practice?
Similar PPP models are in operation for other
projects but they lack society involvement
This model is excellent in terms of social inclusion
and imperative for today's city needs.
We believe this can be the next practice and
should be followed all over India.
