Citizen monitoring programs in Tanzania have helped increase government accountability. HakiElimu, a nonprofit organization, has implemented seven such programs: (1) working with media to investigate issues, (2) creating media spots to raise awareness, (3) simplifying complex information for public understanding, (4) holding public competitions on corruption issues, (5) developing monitoring tools for citizens, (6) creating a network of education advocates, and (7) systematically engaging the public. These examples demonstrate that public participation can be effective in focusing attention on implementation over just plans. The document also calls on donors to make more information public, improve funding transparency, ensure independent evaluations, and incentivize greater accountability.
