12. The final grade shall be determined by averaging the marks for the four quarters. In the case of secondary level, averaging across quarters shall be by subject only. Promotion of the secondary level shall be by subject. A student shall be retained in the year level if he/she incurs failures of three units or more during the regular school year and is unable to make up for the failed subject during summer sessions. Retained students need to repeat only those subjects that they failed. Previous issuances that are inconsistent with this Order are amended accordingly. Duly recognized annexes of public elementary and secondary schools with complete curriculum grades or year levels have now been allowed by the education department to choose their own set of honor school children. The DepEd named the school principal as chairman of the School Selection Committee (with three qualified teachers as members) which is required to officially announce the selected honor pupils/students not later than 15 days before the school’s graduation day. It also mandated that any member of the selection committee must not be related within the second degree of consanguinity or affinity to any of the candidate for honor. Lapus said in case of protest, the parent or guardian of the candidate for honor shall file the complaint before the school head, within five days after from the final announcement and the selection committee are mandated to resolve the issue within the same period. 21. The DepEd ICT Curriculum is very late. The latest ICT curriculum was made last 2004 and the basis of this curriculum is still Microsoft Operating System, Microsoft Office, Basic hardware and software with actual or hand on experience, basic web development with little discussion on graphics and basic programming which until 2009 the computer teacher was unable to implement due to lack of programming training and trainors.
