A different type of resource pool. Traditional virtualized environments were built for enterprise apps and client-server compute. Scaling was hard (scaled up), overhead was high (1:hundreds) with significant penetration of proprietary vendor stacks.
Clouds are designed around next generation apps, big data and massive scale. Scaling is hortizontal, overhead is substantially lower (1:thousands) and open stacks and frameworks dominate.
The shift is having a profound impact on all companies but many are left confused on where to start. New mindsets and methodologies must be adopted.
