                              years time, this capital city of
                              Oriental Mindoro and two of its
                              neighboring low-lying towns will
                              submerge in three to seven-
                              meter deep water should a
                              rainfall in a magnitude of what
                              Typhoon “Ondoy” brought to
                              Metro Manila occurs, unless
                              “engineering interventions” be
                              done by the government.
                              This alarming scenario was
                              brought to open by Oriental
                              Mindoro          First       District
                              Congressman          Rodolfo      G.
                              Valencia in a press conference
                              here last March 26 as he detailed
                              the recent findings of Norwegian
                              Agency       for       Development
                              Cooperation (NORAD) regarding
                              the present topographic situation
                              of the province.
OVERFLOWING OF MAG-ASAWANG TUBIG RIVER CAUSED MOST OF THE
FLOODING IN THE AREAS OF CALAPAN CITY, NAUJAN, VICTORIA , AND
PARTIALLY BACO.
SERIES OF STUDIES, CONSULTATION AND COORDINATIVE MEETINGS WERE
UNDERTAKEN IN THE PAST 30 YEARS -   NO POSITIVE RESULT

              NOT EFFECTIVE IN MOST AREAS.

Oriental Mindoro starts anti-flood plan
The Philippine Star, March 30, 2008

CALAPAN CITY – Rep. Rodolfo Valencia of Oriental Mindoro’s 1st
District was able to secure latest model of dredging equipment
from Finland worth P70 Million. DPWH Sec. H. Ebdane approved
the award to First District of Oriental Mindoro.

HOUSE BILL 4899
 AN ACT PROVIDING THE CONSTRUCTION OF
MAG-ASAWANG TUBIG MULTI-PURPOSE PROJECT

 Hon. RGV filed the Bill on 05 July 2011

 It will serve as flood control, irrigation system,
  power and energy, among others.

 approximate length of 49 kilometers from Mt.
  Halcon down to the Calapan Bay and Tablas
  Strait

 The Bill is now pending with the Committee on
  Public Works and Highways since August 2011.
RELATED INITIATIVES UNDERTAKEN THRU
THE OFFICE OF CONG. VALENCIA
AND K4

      An Orthophoto Map
     (Satellite Digital) of the
        Mag-asawang Tubig,
      costing about PhP 25
           Million, has been
                    obtained.

   Its contour mapping will
              be the basis of
    appropriate engineering
       design and the proper
                     costing.
 Hon. RGV sought the support
  of local Chief Executives.

 On 30 April 2012, the
  Sangguniang
  Panlalawigan, the Municipal
  Mayors and the Sangguniang
  Bayan of the seven (7)
  municipalities in the first
  district have endorsed the
  approval of the Mag-
  asawang Tubig Multi-purpose
  Bill.
 The City Government of Calapan has not responded despite the fact that
  Calapan City is the first hard-hit by flashfloods and the biggest beneficiary of
  the project.
 Memorandum of Understanding (MOU) entered into with DCCD
  Engineering Corporation, a prominent and credible engineering firm, to
  undertake preliminary review of the project.
 A Memorandum of Agreement (MOA) was executed among RGV, Gov. A.
  V. Umali, K4 President Nico P. Valencia and Mr. Armando de Rossi of CMC-
  Asia, Inc. The primary objective to obtain from the European Community
  at least US$200,000.00 to partly finance the cost of the technical study.
 A consultative meeting organized by Hon RGV and the K4 was held last
  May 17, 2012 at RGV Executive Lounge, Makati City.
 Attendees were Gov. Umali, District and Regional Office of the
  DPWH, Office of Foreign Assisted Projects, DPWH, among others.

OPERATIONAL PLAN

I. OBJECTIVE
      The principal objective is to solicit the support of
         H.E. President Benigno S. Aquino III and to certify
         House Bill No. 4899 as a priority,

     Ensure its approval by both the House of Representative and the
      Philippine Senate.

II. DURATION

    This Oplan shall officially commence in May 2012 until the closing of
    the 15th Congress on 30 June 2013.

Rodolfo Valencia of Oriental Mindoro’s 1st District was able to secure latest model of dredging equipment from Finland worth P70 Million. DPWH Sec. H.   • 54. HOUSE BILL 4899 AN ACT PROVIDING THE CONSTRUCTION OF MAG-ASAWANG TUBIG MULTI-PURPOSE PROJECT Hon. RGV filed the Bill on 05 July 2011 It will serve as flood control, irrigation system, power and energy, among others. approximate length of 49 kilometers from Mt. Halcon down to the Calapan Bay and Tablas Strait The Bill is now pending with the Committee on Public Works and Highways since August 2011.

  • 56. RELATED INITIATIVES UNDERTAKEN THRU THE OFFICE OF CONG. VALENCIA AND K4  An Orthophoto Map (Satellite Digital) of the Mag-asawang Tubig, costing about PhP 25 Million, has been obtained.  Its contour mapping will be the basis of appropriate engineering design and the proper costing.
  • 57.  Hon. RGV sought the support of local Chief Executives.  On 30 April 2012, the Sangguniang Panlalawigan, the Municipal Mayors and the Sangguniang Bayan of the seven (7) municipalities in the first district have endorsed the approval of the Mag- asawang Tubig Multi-purpose Bill.  The City Government of Calapan has not responded despite the fact that Calapan City is the first hard-hit by flashfloods and the biggest beneficiary of the project.
  • 58.  Memorandum of Understanding (MOU) entered into with DCCD Engineering Corporation, a prominent and credible engineering firm, to undertake preliminary review of the project.
  • 59.  A Memorandum of Agreement (MOA) was executed among RGV, Gov. A. V. Umali, K4 President Nico P. Valencia and Mr. Armando de Rossi of CMC- Asia, Inc. The primary objective to obtain from the European Community at least US$200,000.00 to partly finance the cost of the technical study.
