Conservative consumers drive partial development of tobacco market
The tobacco market in Uzbekistan comprises cigarettes only, although other categories continued
to witness various launch efforts in 2011. The cigarette category is well developed and saw solid
growth over the review period. It has generally benefited from a large upcoming generation and
women’s increasing role in society, with both leading to an increase in number of smokers.
Additionally, the category has witnessed numerous new products which have encouraged more
consumers to smoke. On the other hand, the government continued its aggressive promotion of a
healthy lifestyle in 2011 through different organisations. While up until 2010 cigarettes had
2. registered healthy growth rates every year, in 2011 sales started to be impacted by legislative
restrictions.
Sales impacted by legislative restrictions
In 2010, Parliament passed the first batch of legislative restrictions related to cigarettes and
tobacco in general. The market did not respond to this immediately in 2010 as sales were under
the influence of various new product developments. However, in 2011, the impact of legislative
restrictions became visible, with volume sales falling significantly. The government announced a
second round of legislative restrictions in early 2011, which were eventually adopted in autumn
2011 and hindered any strong activity from both producers and distributors.
Distribution channels remain stable
Despite legislative restrictions and subsequent changes in consumer habits, distribution remained
largely unchanged, with consumers remaining loyal to their regular outlets. Although one of the
legislative restrictions was a ban on selling cigarettes by the stick, this did not significantly impact
the sales of street vendors and independent small groceries, which in the past benefited the most
from this practice.
Local production and strong marketing guarantee leadership of British American Tobacco
Uzbekistan
One of the core reasons for the strong development of the cigarette category has been the
presence of local production in Uzbekistan. Thanks to British American Tobacco Uzbekistan
(UZBAT), a subsidiary of British American Tobacco Plc, domestic production has been strongly
driven by competitive prices, traditionally strong marketing campaigns and an impressive product
portfolio. Despite several attempts from other non-domestic companies to reduce the prices of
their imported products, UZBAT’s wide presence, strong customer loyalty and strong cooperation
with retailers has not left room for the further growth of imports.
Despite new legislative changes tobacco market expected to grow
New legislative restrictions were adopted in 2010 and 2011. Despite these restrictions and
consumers’ initial reaction, which led to a decline in volume sales in 2011, cigarettes is forecast
positive growth over the next five years. This will be due to consumers’ rapid adaptation to the new
environment and price competition. Moreover, the growing younger generation is also expected to
strengthen the market’s potential over the forecast period.
