3. Overview of the country energy status,
including EE/RE share in the country energy
sector
Primary energy production for fiscal year (July
1, 2008 – June 30, 2009 was 84.195 toe,
broken down to 41.47 % from oil, 54.44 % from
natural gas, 3,79 % from hydro and only 0.25 %
from RE mainly wind (excluding large hydro and
based on commercial energy sources only)

4. In terms of power generation for the same fiscal
year, the installed capacity reached about 23.5
GW including 550 MW from wind equivalent to
2.34 %
In terms of electric energy generated, it reached
about 131 TWh, out of which 86.3 % was produced
by thermal power plants using conventional fuel
(broken down to 78 % from N.G. and 22 % from
heavy fuel oil) and 11.9% from hydro.
RE – Wind accounted for 1.8 % energy wise.

5. We should indicate that Egypt is considered
a net exporter for petroleum products, oil &
N.G., but for N.G. mainly and to a greater
extent compared to oil.
A national strategy for RE utilization was
adopted and announced by the Supreme
Council of Energy, headed by the Prime
Minister, on February 2008, targeting to meet a
20 % of total electricity generation by 2020.

6. This RE contribution includes 12 % from wind
translated to about 7200 MW of installed
capacity, while the rest of 8% will be met
through the use of mainly hydro in addition to
other renewables.
Energy efficiency measures, particularly on the
consumption side, has not been given enough
consideration in the past.
Main reason could be heavy conventional
energy subsidies.

7. The situation is changing very quickly since the
formation of the supreme council of energy in
2007.
Subsidies to conventional energy are being
decreased faster than before.
Very lately an overall EE target was announced
of saving 20 % of primary demand by 2022.
However, elaboration of targets along with each
sector specific quantifiable goals should be
developed.

8. Determination of the selected EE and RE
technologies and measures of interest was
based on a selection criteria including briefly:
Relevance to the Egyptian context
Availability of an accessible and considerable potential.
Considered in present and future strategies
Ease of measuring and evaluating the impact both technically and
economically.
Data and information availability particularly to assess the life
cycle.
Cross sector and interdisciplinary impact

9. The methodology adopted for selection
included:
Literature review
Review and analysis of annual reports as well as special
reports of major energy players; Ministry of Electricity and
Energy and its affiliated companies as well as Ministry of
Petroleum and its affiliated companies,
Contacts, meetings and personal communications with
selected industries representatives.
Holding special meetings to achieve live interact with major
players and get better information about actual tangible
potentials.

10. Review of the status of countries in the MENA region
particularly those with situations comparable to Egypt
Ensure that selected RE & EE technologies and measures
are made in close coordination with the Egyptian main
energy agencies.

11. The overall objective of BAC study is to develop
and disseminate the “Budget Allocation Efficiency
Charts to the public and private sector decision
makers who determine investment profiles and
spending Charts”
Communication to decision makers the
technologies and measures that are most cost
effective to achieve energy supply diversification,
energy security and sustainability.

12. The methodology will be based on the following:
Business as usual SSM scenario: kWh cost is based
on World Bank levelized electricity cost which is the
same for all 10 countries participating in the project.
Technology/measures cost: this will be based on
international price. It should be noted that the
proposed technologies and measures will be
implemented through national programs that ensure
market efficiency.

13. The methodology will be based on the following:

saving/generation will be country (Egypt) specific,
based on i.e. prevailing conditions, depending
on technology/measures under investigation

17. Preliminary outputs were obtained which need
to be further investigated and developed
While it was convenient to provide relevant
data& information needed for calculation and
running the Excel sheet being more visible and
tangible
It was less easy to avail EE data and
information, being less available due to being
seriously addressed only recently

18. Detailed and more elaborate energy audits still
needed to enable formulating an effective
energy efficiency strategy along with
quantifiable targets to be achieved across
specific time frames.
Very recent conventional energy price raises
and subsidies decrease are an encouraging
factor enabling better selection among
alternatives.
Nevertheless, it was very interesting to observe
how BAC responds to:

19. * Different forecast scenarios of RE&EE
potential developments
BAC flexibility will clearly assist decision
makers in Egypt to evaluate transparently
different energy saving and generation
alternatives in the coming period where the
Egyptian economy would be viewed as being in
transition situation where decisions could have
important implications in the future.
