Tainted constituency analysis
There were 450 tainted constituencies where at least one tainted candidate (candidate having criminal
background) contested. As the following analysis shows, if voters have a choice, they prefer a clean and capable
candidate. In the constituencies where there was only 1 candidate with pending criminal cases, voters chose 83%
of the clean candidates and rejected most candidates with pending criminal cases. In the constituencies where
there were 2 candidates with pending criminal cases, they chose clean candidates in 67% constituencies. The
percentage of clean candidates however has gone down to around 35% in constituencies with more than 5
candidates. Given below is the analysis of the tainted constituencies for all candidates and all type of criminal
cases.

Since several independent candidates are non serious ones, if we remove them from the analysis, and if we
consider only the serious nature of criminal cases, the trend of choosing clean & honest candidates is even more
strongly visible.

In the constituencies where there was only 1 party candidate with serious pending case, voters chose clean
candidates 67% of the times. However with limited choice in constituencies where more than 4 party candidates
had serious pending criminal case only 17% time was a clean candidate elected by voters.

Chances of winning based on assets of candidates
As can be seen from the table, the higher the assets the more are the chances of winning of a candidate. In the
2009 Lok Sabha elections, 33% of the candidates who declared assets more than 5 crore and above won. On the
other hand less than 0.5% of candidates with assets less than 10 lakh won. The election results seemed to be
highly influenced by the money power of the candidates.

  • 6. Tainted constituency analysis There were 450 tainted constituencies where at least one tainted candidate (candidate having criminal background) contested. As the following analysis shows, if voters have a choice, they prefer a clean and capable candidate. In the constituencies where there was only 1 candidate with pending criminal cases, voters chose 83% of the clean candidates and rejected most candidates with pending criminal cases. In the constituencies where there were 2 candidates with pending criminal cases, they chose clean candidates in 67% constituencies. The percentage of clean candidates however has gone down to around 35% in constituencies with more than 5 candidates. Given below is the analysis of the tainted constituencies for all candidates and all type of criminal cases. Total number of % winners with % winners with contesting Winner with no no pending Winner with No of such pending criminal candidates with pending criminal criminal cases in pending criminal constituencies cases in such pending criminal cases such cases constituencies cases constituencies 1 150 125 83% 25 17% 2 104 70 67% 34 33% 3 85 50 59% 35 41% 4 55 23 42% 32 58% 5 33 12 36% 21 64% 6+ 23 8 35% 15 65% Table: Tainted constituency analysis includes all candidates with all types of criminal cases Since several independent candidates are non serious ones, if we remove them from the analysis, and if we consider only the serious nature of criminal cases, the trend of choosing clean & honest candidates is even more strongly visible. In the constituencies where there was only 1 party candidate with serious pending case, voters chose clean candidates 67% of the times. However with limited choice in constituencies where more than 4 party candidates had serious pending criminal case only 17% time was a clean candidate elected by voters. • 9. Analysis based on assets In the following pages analysis for MPs based on their assets has been given. A comparison of number of crorepati MPs in 2004 & 2009 Lok Sabha shows that the number of crorepati MPs has increased 102% this time. Similarly the average wealth of a MP of Lok Sabha 2009 is 186% more than their counterparts in Lok Sabha 2004. In 2004 Lok Sabha In 2009 Lok Sabha Increase % Increase Number of crorepatis 156 315 159 102% Average Asset of a MP 1.86 Cr 5.33 Cr 3.46 Cr 186% Increase in Assets of MPs between 2004 and 2009, as per their own affidavits There was a huge increase in the assets of the MPs of 2004 as reflected by their own declarations in the affidavits that they submitted during 2004 and 2009. The following table summarises these findinings: No of MPs from Lok Sabha 2004 who re-contested and their details available for both 2004 and 2009 304 The average assets for these re contesting MPs as declared in 2004 Rs 1.92 The average asset for these re contesting MPs as declared in 2009 Rs 4.8 Cr Average asset growth for these re contesting MPs Rs 2.9 Cr Percentage growth in assets for these re contesting MPs 289% Chances of winning based on assets of candidates As can be seen from the table, the higher the assets the more are the chances of winning of a candidate. In the 2009 Lok Sabha elections, 33% of the candidates who declared assets more than 5 crore and above won. On the other hand less than 0.5% of candidates with assets less than 10 lakh won. The election results seemed to be highly influenced by the money power of the candidates. value of assets no of candidates no of winners % of winners very high (5 cr and above) 343 112 32.65% high (50 lakhs to 5 cr) 1592 294 18.47% medium (50 lakhs to 10 lakhs) 1911 120 6.28% low (less than 10 lakhs) 3964 17 0.43% TH ANALYSIS OF THE MPs OF THE 15 LOK SABHA (2009) Page 9 of 23 Candidates' affidavit with nomination papers is the source of this analysis. www.adrindia.org, http://myneta.info , adr@adrindia.org, 011 6590 1524
