To drill companies must have a pad and wells. Typically or on average we see a pad as about 3 to 5 acres. It takes about 4 to 6 weeks to develop the site and we see 6 to 8 wells per padThe number one impact is the significant overnight increase in heavy truck traffic

In comparing 5-year average counts for total traffic and truck traffic which is represented by the red a and green bars on the left to recent traffic counts which are the purple and black bars on the right.On areas of TR 14 and TR 6 between West of Burlington to West of Towanda significant increase. Location were traffic doubles and truck traffic increased 4 to 5 fold in magnitude. Other locations we are evaluating include TR 220, TR 187 and TR 15.

Let’s take a real look at the impact a truck over 10 tons is facing – you can see the stark difference in the number of posted roads from 2008 to now. This does make it very difficult to get around in those areas.This slide depicts the posted roadway system in 2011 versus pre-2008. 3-0 had just over 700 miles of posted roads April of 2010.One method of protecting our roadway infrastructure is by posting roads that are unable to carry such a large number of trucksBetween 2000 and 2008, average 40 miles of new postings/year In 2009: 468 miles addedIn 2010: 2,554 miles were added. To-date in 2011: 1,370 miles (As of November 18, 2011)4,594 miles posted since 2008. Vast majority of roads posted since 2008 attributable to Marcellus Activities. Total: 11,651 miles Statewide. Note: D1, 9, 10, 11 & 12 (western side of PA) had a lot of miles posted prior to 2008 due to coal, shallow gas and oil industries.D2 & D3 (north/central PA) miles posted prior to 2008 are mostly related to timberD4 (northeastern PA) miles posted prior to 2008 are mostly related to quarries
This is a 7-mile road they started restoration on. Several are restoring with additional structure if they are going to be on the road for several years. This area has numerous water impounds and well pads.In 2008 we had 30 posted roads and now over 170 posted roads.A roadway is posted with a weight limit when the structure can’t support heavy truck traffic. We have a large volume of roads that have a pie crust of thin base structure, even traffic routes.User has to obtain a permit and enter into an Excess Maintenance Agreement. There are local exemptions. There are Type 3 county wide permits with $15 fee and $10,000 bond. Most of the permits to gas companies are Type 2 with no permit fee. We can only recoup an inspection cost for initial, after repairs, and final. Charge is $40 first mile and $25 for every mile after, with a max of $200 at $7.4 miles. Bonds are required $6,000/mile for unpaved and $12,500 for paved roads.Implemented this year a requirement for gas companies to provide how they plan to maintain a road during the winter as a result of the problems we experienced in the Northern Tier this past year.

With the exception of projects that involve a federal permit – or when the project area is more than ten acres – proposed gas drilling projects do not come to PHMC for review for effects on historic and archaeological resources. As a result, neither developers nor PHMC are aware of historic and archaeological resources that could be impacted by such projectsPHMC – Pennsylvania Historical and Museum CommissionPHMC has issued a pamphlet encouraging gas extraction developers to site wells, basins, infrastructure, and pipelines in areas that avoid archaeological sites, burials, historic buildings, structures and other resources that may be considered important.
