The President has the power to control the army and navy, negotiate treaties with foreign nations subject to Senate approval, and oversee the day-to-day operations of federal departments and agencies. However, Congress limits some of the President's powers by declaring war and appropriating money for the military. The President also has appointment, veto, pardon, oversight of law enforcement, inherent emergency powers, and power to inform and influence Congress.
