School Board
1. Why do you want to serve on the Durham Public School Board of Education? What
is the role of a board member?
I would like to serve on the Durham Public Schools Board of Education because
equipping our students with a high quality education equals broader
opportunities for their future and a stronger Durham. As a proud product of
Durham Public Schools, I can attest that investing in our students works!
Success does not happen in isolation rather through the collective efforts of
caring people in the lives of others. We must continue to offer and provide our
students with meaningful relationships, a supportive academic environment and
supportive services required to achieve their goals.
The role of a board member is to serve as a guardian in keeping our system on
track; set policies & priorities that fosters a learning environment that motivates
students to achieve their full potential and the skills necessary to pursue and
achieve their goals in college, the workforce and as an engaged citizen; hire,
supervise and evaluate the superintendent; adopt & oversee the annual budget
and regularly engage administrators/teachers, the community, parents and
students. In addition, a board member, in collaboration with the superintendent,
principals & teachers, our community, parents and students, sets the vision and
goals for the district consistent with the mission statement with specific,
measurable, attainable, realistic and timely goals. A board member must regularly
receive updates on progress toward goals and the resources utilized to achieve
the goals to ensure effectiveness of efforts and efficient use of resources. Lastly,
a board member should regularly report to and achieve input from citizens,
including our students.
2. The board will be involved in the hiring of a new superintendent. What should the
search process look like? What qualities should the successful candidate possess?
The most important decision of the Board of Education is the selection of a
superintendent. The process to hire a new superintendent should be efficient,
cost-effective, transparent and involve all stakeholders. Once the Board of
Education has narrowed the list of candidates to the finalist, the finalist should
participate in a public forum to allow questions and answers from all
stakeholders.
The successful candidate for superintendent of Durham Public Schools should
be able to provide visionary leadership in: (1) curriculum & instruction; (2) goal
setting & monitoring achievement; (3) fostering community and/or
intergovernmental partnerships; (4) administration & organization of short-term &
long-term strategic planning, budgeting, and personnel and facility management;
(5) strong communication and effective team-building; (6) procuring additional
funding; (7) visibility and involvement in community activities; (8) leadership in
maintaining safe & orderly school environments; (9) planning and funding of
school facilities; (10) decision making, delegation, and follow-through, (11)
effective board relations and (12) appropriate & effective principal, teacher, &
student engagement and (13) promoting technology in the classroom.
3. How should teachers and administrators be evaluated? Are the current state
standards effective?
Promoting and sustaining students’ academic achievement is arguably the most
important component of a teacher’s job but teachers contribute to their students’
development in myriad ways which must be considered when evaluating the
effectiveness of teachers.
The North Carolina Educator Evaluation Process includes a self-assessment,
goal-setting, observations and conferencing, planning professional development,
and summary evaluations to evaluate teachers provides sufficient evaluation of
teachers and administrators. In addition, Durham Public Schools should survey
parents and students to obtain a holistic perspective to properly assess teachers
and administrators. Student performance on standardized test should also be
considered since the scores are used to measure success.
4. How should students be assessed? What role should standardized tests play in
evaluating students?
High quality student assessment is essential to student learning to access the
effectiveness of instruction and student achievement. Students should be
assessed based on the students’ performance in the classroom as determined by
the teacher. Teachers can effectively assess student comprehension and
academic progress utilizing teacher-made test and projects which incorporate the
concepts taught.
In addition, Durham Public Schools should enlist the resources of Duke
University, North Carolina Central University and North Carolina State University
to develop alternatives to standardized tests to evaluate student achievement.
Until an alternative is developed, standardized tests will continue to be the
measurement of student achievement.
5. In spite of the introduction of magnet schools, it appears that Durham Public
Schools have become increasingly segregated by socioeconomic status and race.
What are your thoughts on this situation?
I am disheartened to see increasing segregation by socioeconomic status and
race in the district. Our system is only enhanced when students are able to learn
with other students from diverse socioeconomic backgrounds and cultures. As a
board member, I will work to ensure we increase our efforts in introducing more
diversity in our schools.
We must strengthen our magnet programs and emphasize their relation to the
workforce to market magnet programs to all students of Durham Public Schools.
We must also work with parents and increase efforts to communicate with them
the potential benefits of their children attending a magnet school and the
correlation of the course offerings to college/career opportunities for the student.
6. Does DPS need to make changes to its school suspension policy? If so, what
changes would you work for as a Board Member?
Durham Public Schools need to make changes to its school suspension policy.
Out-of-School suspensions should automatically be in-school suspensions rather
than out-of-school suspensions unless it is determined that a student poses a
danger to other students and staff
We all have a responsibility to ensure that all of our students graduate from high
school prepared to succeed in college, a career, and as engaged citizens.
Parents, the community, teachers, principals, administrators, and the Board of
Education must all work collaboratively to provide the support and resources
necessary for every student to reach their potential.
Out-of-school suspensions run counter to this notion of collaboration and place
an undue burden on already overwhelmed parents and families to maintain their
child’s academic instruction. To reduce out-of-school suspensions, we must
align policies, practices and support systems with the ultimate goal of keeping
students in school. Instead of enacting disciplinary tactics that strip students of
academic instruction and support, we should utilize in-school suspension and
alternative programs that work to mitigate negative behavior while continuing to
provide students with educational resources. A disrupted education is not the
appropriate response to disruptive behavior.
While disruptive conduct is not acceptable, excommunication from their primary
learning community is not the solution. Rather we must learn how to better
monitor and assess each student’s educational needs so that proper
interventions can be deployed when necessary. This enhancement of assessment
and intervention will be required by parents, teachers and academic support
personnel, working collaboratively to garner the best possible outcomes for our
students.
7. What is your opinion about the Charter School movement?
I do not support the expansion of charter schools in Durham County. Charter
schools are divesting Durham Public Schools of state revenue; not held to the
same academic & accountability standards as public schools and are not open to
all students in the district due to the limitation of not providing free/reduce lunch
and/or transportation.
The best solution for improving public education in the district is to ensure our
system has the necessary financial resources, personnel and academic
environment in every school that allows each student to learn in an innovative,
high quality environment. I intend to work with school administrators and
teachers on policies & initiatives that empower teachers and administrators to be
the best they can be at their jobs, while at the same time ensuring they are being
held accountable for making sure the district becomes the best in the state by
equipping students with the skills and knowledge necessary to be fully prepared
for college, the workforce and to be engaged citizens. We must also work to

8. What is your opinion about school vouchers?
I do not support school vouchers. Similarly, school vouchers divest Durham
Public Schools of state funds to allow students to attend private or religious
schools that are not held to the same academic & accountability standards as
public schools.
The idea behind school vouchers, similarly with charter schools, is to provide
alternatives to students, however such alternatives are not consistent with the
state academic and accountability standards for preparing students for college,
the workforce and to be engaged citizens. Our district should work with parents
to assess the needs and gaps in services for their child and connect the child
with the supportive services necessary to ensure their educational needs are met
within Durham Public Schools. If elected, I will work with teachers, administrators
and parents to ensure that Durham Public Schools is known for providing
assessments and alignment of services to support the education of all students.

9. As a board member how would you lead the decisions addressing the needs of the
students who are at risk for low achievement and dropping out?
As a board member, I would lead the decisions addressing the needs of the
students who are at risk of low achievement and dropping out consistent with the
best interest of the student. The best strategy for long-term academic success is
early intervention. Students should be regularly assessed through course
performance and classroom behavior to determine if additional support services
are needed to improve and sustain the academic progression of the student.
Students should be connected with programs and services within or outside of
Durham Pubic Schools to improve achievement and decrease chances of
dropping out when necessary and appropriate.
Teachers and support personnel should update the students file with respect to
the student’s learning style and support services received to make all teachers
and personnel working with the student aware of services the student receive
thereby ensuring the student receives the support necessary for long-term
academic and personal success. By effectively responding to the learning style
and needs of students, we improve their chances of academic success and
decrease low performance and dropouts.
Sharing information, engaging parents and providing necessary support services
will provide the tools for students at-risk of low performance and dropping out to
achieve the skills and knowledge to prepare them for college, the workforce and
to be engaged citizens.
In addition, teachers and parents must work collectively to assess if an
alternative learning environment such as the Performance Learning Center,
Clement Early College High School and Middle College High School at Durham
Technical Community College that will provide smaller classrooms which may be
more responsive to the learning needs of the student.
Lastly, the Superintendent can work with administrators at schools to develop
and implement peer mentoring programs by matching older students with
younger students in one-on-one or groups to provide academic and personal
guidance to provide supplemental support to students facing problems with
schoolwork and social issues to provide positive influences to aid the student in
achievement.
10. Why do you think that parents choose to take their children out of the public schools
in Durham or don’t choose them at all? How would you address this issue?
I believe some parents choose to take their children out of the public schools in
Durham or do not choose Durham Public Schools at all because of the perception
that our schools are not providing students with the competitive advantage
necessary for success in college admission and/or entering the workforce upon
graduation and/or Durham Public Schools are not responsive to the educational
needs of their child.
As a board member, I will work to review and develop policies and initiatives
consistent with the mission and Strategic Plan for Durham Public Schools with a
commitment to support our students in academic success in ALL our schools.
Developing and maintaining high performing schools will effectively combat the
dissatisfaction of parents with Durham Public Schools. In addition, I would
request the Superintendent conduct a biannual parent satisfaction survey to
assess what is going well and what is not going well in Durham Public Schools
so the necessary adjustments can be made.
The Superintendent will be responsible for ensuring the implementation of the
policies and initiatives approved by the Board do not discourage or frustrate
parental engagement. In addition, the Superintendent will provide an update on
adjustments in policy and initiative implementation based on the parent
satisfaction survey.
11. If you could do three things to improve Durham Public Schools, what would they
be?
Three things I would do to improve Durham Public Schools would be (1) boost
student achievement by incorporating interactive technology in the classroom,
(2) improve teacher retention/satisfaction with pay increases and (3) strengthen
community partnerships with youth-service agencies and local institutions of
higher education to enhance support for students outside the classroom.

Why do you want to serve on the Durham Public School Board of Education? What is the role of a board member? I would like to serve on the Durham Public Schools Board of Education because equipping our students with a high quality education equals broader opportunities for their future and a stronger Durham. As a proud product of Durham Public Schools, I can attest that investing in our students works! Success does not happen in isolation rather through the collective efforts of caring people in the lives of others. We must continue to offer and provide our students with meaningful relationships, a supportive academic environment and supportive services required to achieve their goals. The role of a board member is to serve as a guardian in keeping our system on track; set policies & priorities that fosters a learning environment that motivates students to achieve their full potential and the skills necessary to pursue and achieve their goals in college, the workforce and as an engaged citizen; hire, supervise and evaluate the superintendent; adopt & oversee the annual budget and regularly engage administrators/teachers, the community, parents and students. In addition, a board member, in collaboration with the superintendent,
  • 2. principals & teachers, our community, parents and students, sets the vision and goals for the district consistent with the mission statement with specific, measurable, attainable, realistic and timely goals. A board member must regularly receive updates on progress toward goals and the resources utilized to achieve the goals to ensure effectiveness of efforts and efficient use of resources. Lastly, a board member should regularly report to and achieve input from citizens, including our students. 2. The board will be involved in the hiring of a new superintendent. What should the search process look like? What qualities should the successful candidate possess? The most important decision of the Board of Education is the selection of a superintendent. The process to hire a new superintendent should be efficient, cost-effective, transparent and involve all stakeholders. Once the Board of Education has narrowed the list of candidates to the finalist, the finalist should participate in a public forum to allow questions and answers from all stakeholders. The successful candidate for superintendent of Durham Public Schools should be able to provide visionary leadership in: (1) curriculum & instruction; (2) goal setting & monitoring achievement; (3) fostering community and/or intergovernmental partnerships; (4) administration & organization of short-term & long-term strategic planning, budgeting, and personnel and facility management; (5) strong communication and effective team-building; (6) procuring additional funding; (7) visibility and involvement in community activities; (8) leadership in maintaining safe & orderly school environments; (9) planning and funding of school facilities; (10) decision making, delegation, and follow-through, (11) effective board relations and (12) appropriate & effective principal, teacher, & student engagement and (13) promoting technology in the classroom. 3. How should teachers and administrators be evaluated? Are the current state standards effective? Promoting and sustaining students’ academic achievement is arguably the most important component of a teacher’s job but teachers contribute to their students’ development in myriad ways which must be considered when evaluating the effectiveness of teachers. The North Carolina Educator Evaluation Process includes a self-assessment, goal-setting, observations and conferencing, planning professional development, and summary evaluations to evaluate teachers provides sufficient evaluation of teachers and administrators. In addition, Durham Public Schools should survey parents and students to obtain a holistic perspective to properly assess teachers and administrators. Student performance on standardized test should also be considered since the scores are used to measure success.
  • 3. 4. How should students be assessed? What role should standardized tests play in evaluating students? High quality student assessment is essential to student learning to access the effectiveness of instruction and student achievement. Students should be assessed based on the students’ performance in the classroom as determined by the teacher. Teachers can effectively assess student comprehension and academic progress utilizing teacher-made test and projects which incorporate the concepts taught. In addition, Durham Public Schools should enlist the resources of Duke University, North Carolina Central University and North Carolina State University to develop alternatives to standardized tests to evaluate student achievement. Until an alternative is developed, standardized tests will continue to be the measurement of student achievement. 5. In spite of the introduction of magnet schools, it appears that Durham Public Schools have become increasingly segregated by socioeconomic status and race. What are your thoughts on this situation? I am disheartened to see increasing segregation by socioeconomic status and race in the district. Our system is only enhanced when students are able to learn with other students from diverse socioeconomic backgrounds and cultures. As a board member, I will work to ensure we increase our efforts in introducing more diversity in our schools. We must strengthen our magnet programs and emphasize their relation to the workforce to market magnet programs to all students of Durham Public Schools. We must also work with parents and increase efforts to communicate with them the potential benefits of their children attending a magnet school and the correlation of the course offerings to college/career opportunities for the student. 6. Does DPS need to make changes to its school suspension policy? If so, what changes would you work for as a Board Member? Durham Public Schools need to make changes to its school suspension policy. Out-of-School suspensions should automatically be in-school suspensions rather than out-of-school suspensions unless it is determined that a student poses a danger to other students and staff We all have a responsibility to ensure that all of our students graduate from high school prepared to succeed in college, a career, and as engaged citizens. Parents, the community, teachers, principals, administrators, and the Board of
  • 4. Education must all work collaboratively to provide the support and resources necessary for every student to reach their potential. Out-of-school suspensions run counter to this notion of collaboration and place an undue burden on already overwhelmed parents and families to maintain their child’s academic instruction. To reduce out-of-school suspensions, we must align policies, practices and support systems with the ultimate goal of keeping students in school. Instead of enacting disciplinary tactics that strip students of academic instruction and support, we should utilize in-school suspension and alternative programs that work to mitigate negative behavior while continuing to provide students with educational resources. A disrupted education is not the appropriate response to disruptive behavior. While disruptive conduct is not acceptable, excommunication from their primary learning community is not the solution. Rather we must learn how to better monitor and assess each student’s educational needs so that proper interventions can be deployed when necessary. This enhancement of assessment and intervention will be required by parents, teachers and academic support personnel, working collaboratively to garner the best possible outcomes for our students. 7. What is your opinion about the Charter School movement? I do not support the expansion of charter schools in Durham County. Charter schools are divesting Durham Public Schools of state revenue; not held to the same academic & accountability standards as public schools and are not open to all students in the district due to the limitation of not providing free/reduce lunch and/or transportation. The best solution for improving public education in the district is to ensure our system has the necessary financial resources, personnel and academic environment in every school that allows each student to learn in an innovative, high quality environment. I intend to work with school administrators and teachers on policies & initiatives that empower teachers and administrators to be the best they can be at their jobs, while at the same time ensuring they are being held accountable for making sure the district becomes the best in the state by equipping students with the skills and knowledge necessary to be fully prepared for college, the workforce and to be engaged citizens. We must also work to ensure the Furthermore, Article IX, Education, Section 6, State School Fund states that all moneys, stocks, bonds and other property belong to the State for purposes of public education shall be faithfully appropriated and used exclusively for establishing and maintaining a uniform system of free public schools.   • 5. 8. What is your opinion about school vouchers? I do not support school vouchers. Similarly, school vouchers divest Durham Public Schools of state funds to allow students to attend private or religious schools that are not held to the same academic & accountability standards as public schools. The idea behind school vouchers, similarly with charter schools, is to provide alternatives to students, however such alternatives are not consistent with the state academic and accountability standards for preparing students for college, the workforce and to be engaged citizens. Our district should work with parents to assess the needs and gaps in services for their child and connect the child with the supportive services necessary to ensure their educational needs are met within Durham Public Schools. If elected, I will work with teachers, administrators and parents to ensure that Durham Public Schools is known for providing assessments and alignment of services to support the education of all students. As a board member how would you lead the decisions addressing the needs of the students who are at risk for low achievement and dropping out? As a board member, I would lead the decisions addressing the needs of the students who are at risk of low achievement and dropping out consistent with the best interest of the student. The best strategy for long-term academic success is early intervention. Students should be regularly assessed through course performance and classroom behavior to determine if additional support services are needed to improve and sustain the academic progression of the student. Students should be connected with programs and services within or outside of Durham Pubic Schools to improve achievement and decrease chances of dropping out when necessary and appropriate. Teachers and support personnel should update the students file with respect to the student’s learning style and support services received to make all teachers and personnel working with the student aware of services the student receive thereby ensuring the student receives the support necessary for long-term academic and personal success. By effectively responding to the learning style and needs of students, we improve their chances of academic success and decrease low performance and dropouts. Sharing information, engaging parents and providing necessary support services will provide the tools for students at-risk of low performance and dropping out to
  • 6. achieve the skills and knowledge to prepare them for college, the workforce and to be engaged citizens. In addition, teachers and parents must work collectively to assess if an alternative learning environment such as the Performance Learning Center, Clement Early College High School and Middle College High School at Durham Technical Community College that will provide smaller classrooms which may be more responsive to the learning needs of the student. Lastly, the Superintendent can work with administrators at schools to develop and implement peer mentoring programs by matching older students with younger students in one-on-one or groups to provide academic and personal guidance to provide supplemental support to students facing problems with schoolwork and social issues to provide positive influences to aid the student in achievement. 10. Why do you think that parents choose to take their children out of the public schools in Durham or don’t choose them at all? How would you address this issue? I believe some parents choose to take their children out of the public schools in Durham or do not choose Durham Public Schools at all because of the perception that our schools are not providing students with the competitive advantage necessary for success in college admission and/or entering the workforce upon graduation and/or Durham Public Schools are not responsive to the educational needs of their child. As a board member, I will work to review and develop policies and initiatives consistent with the mission and Strategic Plan for Durham Public Schools with a commitment to support our students in academic success in ALL our schools. Developing and maintaining high performing schools will effectively combat the dissatisfaction of parents with Durham Public Schools. In addition, I would request the Superintendent conduct a biannual parent satisfaction survey to assess what is going well and what is not going well in Durham Public Schools so the necessary adjustments can be made. The Superintendent will be responsible for ensuring the implementation of the policies and initiatives approved by the Board do not discourage or frustrate parental engagement. In addition, the Superintendent will provide an update on adjustments in policy and initiative implementation based on the parent satisfaction survey. 11. Secretary, Criminal Justice Advisory Committee - Durham County Government 07/12 - Present Ensure procedures and policies are followed during meetings, accurate minutes of meetings are taken and approved, send notices of meetings, and manage general correspondence to and from the CJAC. The CJAC works to develop a comprehensive continuum of services for the adult criminal justice system, identify services gaps, and develop intervention strategies and comprehensive solutions through recommendations to the Board of County Commissioners.
