RESUMEN
La escuela como subsistema abierto cumple una función social en la cual participan
múltiples actores en continua interacción, que generan demandas y expectativas en relación
con el acontecer educativo. En ésta se refleja el propósito de este estudio al proponer una
estrategia en la “Escuela Analizada”, que propicie la participación y el diálogo para
legitimar normas sustentadas en valores que conduzcan a una convivencia escolar
armoniosa. Dado que en la organización se aprecia una limitada interrelación entre
docentes y alumnos en la cual se desconoce cómo trabajar valores e implementar normas
que mejoren la participación, se genera un proceso educativo de mediana calidad. La
investigación se fundamenta en teorías que se vinculan con la convivencia escolar, en la
que se toma en cuenta, entre otros temas, el diálogo, los valores así como la Constitución y
Leyes que sustentan la educación. El estudio se enmarca en una investigación descriptiva,
en la que se hace uso de la técnica de observación-participación y del procedimiento de
triangulación. Asimismo, se toma como estudio de caso los 67 alumnos y los 6 docentes de
I y II etapa de básica de la “Escuela analizada”. Los resultados permiten concluir que se
aprecia la necesidad de buscar herramientas para mejorar comportamientos en los alumnos.
Es por ello, que se toma como recomendación promover la capacitación docente en el uso
de estrategias de participación en el aula para mejorar la convivencia en la institución y el
proceso de enseñanza y aprendizaje.

ABSTRACT
Open subsystem School as a social function in which multiple actors in continuous
interaction, generating demands and expectations regarding the educational events
involved. In this the purpose of this study was to propose a strategy reflected in the "School
Analyzed", to encourage participation and dialogue to legitimize standards grounded in
values that lead to a harmonious school life. Since the organization limited interaction
between teachers and students in which it is unknown how work values and implement
standards to improve participation is appreciated, an educational process of medium quality
is generated. The research is based on theories that relate to school life, which takes into
account, among other things, dialogue, values and the Constitution and laws that support
education. The study is part of a descriptive research, which use the technique of
observation-participation and triangulation method done. Also, it is taken as case study 67
students and 6 teachers I and II stage of basic "analyzed School." The results suggest that
the need to find tools to improve behavior in students is appreciated. It is therefore taken as
a recommendation to promote teacher training in the use of participatory strategies in the
classroom to improve relationships in the institution and the process of teaching and
learning.

RESUMEN
La finalidad de esta investigación fue proponer un modelo de gestión académica basado en
la medición y análisis de los resultados del desempeño docente y su relación con el
rendimiento académico en IES, caso de estudio ERCSA. Aborda
un problema de calidad de sus “productos y servicios” por la falta de una política de
medición periódica del desempeño del personal docente que permita:(a) toma de decisiones
precisas y justificadas, (b) establecer procedimientos para la mejora educativa de la labor
docente, reduciendo el fracaso, la deserción, permitiendo acabar con métodos didácticos
que exigen esfuerzos inútiles tanto a estudiantes como a profesores y (c)elevar los niveles
de excelencia académica. La investigación fue de tipo descriptiva longitudinal retrospectiva
y cuali-cuantitativa, diseño documental y de campo. Las poblaciones objeto de estudio
fueron tres:(a) las asignaturas de las carreras de la Extensión(muestra intencional
seleccionándoselas asignaturas con más del 70% de aplazados), (b) los 21 docentes que
dictan las asignaturas en estudio y (c) los alumnos inscritos en las asignaturas
seleccionadas(la muestra de 324 alumnos fue probabilística aleatoria simple
estratificada).La información estadística alumnos aprobados, retirados y aplazados, fue
suministrada por el DACE.Se realizaron entrevistas estructuradas a los docentes basadas en
el Baremo para la evaluación de credenciales de la UDO y así evaluar su perfil. Se aplicó a
los estudiantes el cuestionario de opinión estudiantil de CREDIUDO para evaluar el
desempeño docente. Se obtuvo un diagnóstico de la Extensión a través de una matriz
FODA, permitiéndola elaboración de estrategias y la determinación de objetivos
estratégicos que apoyaron la elaboración del modelo de gestión académica propuesto. Este
modelo es una construcción teórica que pretende representar la realidad, que busca una
mejora continua del personal docente y sus efectos sobre el rendimiento académico
estudiantil, controlar, evaluar y hacer seguimiento a las actividades que involucra al
personal docente y a los estudiantes a través del uso de indicadores.

ABSTRACT
The purpose of this research was to propose a model of academic management based on the
measurement and analysis of the results of teacher performance and its relationship to
academic achievement in IES, ERCSA case study. addresses
a quality issue of its "products and services" for lack of a policy for periodically measuring
teacher performance that will: (a) accurate and justified making decisions, (b) establish
procedures for the educational improvement of the work teachers, reducing the failure,
dropout, allowing end useless teaching methods require efforts both students and teachers
and (c) raise levels of academic excellence. The study was retrospective and longitudinal
descriptive qualitative and quantitative, documentary and field design. The study
populations were threefold: (a) the courses of study Extension (purposive sample
seleccionándoselas subjects with more than 70% deferred), (b) the 21 teachers who dictate
the subjects under study and (c) students enrolled in selected subjects (the sample of 324
students was simply stratified random probabilistic) .The statistical information passing
students, retirees and deferred, was provided by the DACE.Se conducted structured
interviews with teachers based on the Scale for the assessment UDO credentials and assess
its profile. The students applied the questionnaire CREDIUDO student opinion to assess
teacher performance. Extension diagnosis was obtained through a SWOT matrix, allowing
it to develop strategies and determining strategic objectives that supported the development
of academic management model proposed. This model is a theoretical construct that seeks
to represent reality, seeking continuous improvement of teaching and its impact on student
achievement, monitor, evaluate and track activities involving teachers and students through
the use indicators.

RESUMEN
Este estudio realizado bajo un análisis documental, se dirigió a analizar la participación,
autogestión y liderazgo como la triada sustantiva dela gestión socio comunitaria del director
escolar. La participación promovida desde la dirección de la escuela permite armonizar la
visión de los actores escolares y comunitarios para configurar proyectos específicos
contextualizados en el entorno escolar. La autogestión aboga por una formación y actuación
directiva que brinde oportunidades para el autogobierno. El liderazgo del director dinamiza,
facilita procesos, apoya a su comunidad, motiva y coordina acciones. El no asumir la
gestión socio-comunitaria desde una visión sistémica, obsta para el logro de una escuela
democrática, con calidad educativa, que responda a los intereses de la comunidad.
Asimismo, se limitan las posibilidades de propiciar la incorporación consciente y solidaria
de todos los actores escolares para la búsqueda de alternativas de solución a problemas
comunitarios.

ABSTRACT
This study carried out under a documentary analysis, addressed the participation, self-management
and leadership as the management triad substantive Community partner
school principal. The involvement promotedby the school board can bring the vision of the
school and community stakeholders to set up specific projects contextualized in the school
environment. Self-management, training and calls for direct action to provide opportunities
for self-government. Leadership energizes director facilitates processes, supporting their
community, motivate and coordinate actions. The Socio management not to take from a
systemic, preclude the achievement of a democratic school, educational quality, responsive
to the interests of the community. Also limit the possibilities for the incorporation aware
and supportive of all school actors to search for alternative solutions to community
problems.

RESUMEN
El propósito de la investigación: Proponer un plan de acción comunitaria para la promoción
de la autogestión en las Escuelas Bolivarianas, de la Parroquia La Concepción del
Municipio Dr. Jesús Enrique Losada del Estado Zulia. Metodológicamente la investigación
se ubicó como descriptiva, de campo, no experimental, población conformada por: 137
sujetos, entre directivos, docentes, además padres y representantes, se aplicó censo
poblacional y muestra probabilística. Se estructuró un instrumento de 46 ítemes validado
por tres expertos, la confiabilidad dad se obtuvo aplicando el coeficiente de Cronbach cuyo
índice fue 0.91. Los resultados condujeron a las siguientes conclusiones; la gestión
educativa se desarrolla de adentro hacia fuera, los cambios han modificado la actitud de la
familia, promueven la socialización de la escuela integrándose con su comunidad; las
estrategias de acción comunitaria cumplen una función positiva en la comunidad educativa,
la red social conduce a la efectividad de las metas propuestas; en cuanto a los elementos
transformadores en el desarrollo de la autogestión en las Escuelas Bolivarianas, se
encuentran el Proyecto pedagógico comunitario, Proyecto pedagógico de aula y Proyecto
Pedagógico plantel encontrando receptividad como parte de la Reforma Educativa. En el
mismo orden de ideas, están internalizados factores de la democracia directa, pero la
comunidad no se involucra en decisiones sobre aspectos que le competen, pero si luchan en
la consecución de sus logros dentro del marco de la democracia, existiendo solidaridad,
valor ético, compenetración e identificación al establecer planes de desarrollo. Finalmente
se elaboró el plan de acción comunitaria para promover la autogestión en las Escuelas
Bolivarianas.

ABSTRACT
The purpose of the investigation: To propose a plan of community action for the promotion
of the self-management in the Schools Bolivarian as, of the Parish the Concepción of the
Municipality Dr. Jesus Enrique Losada of the State Zulia. Methodologically the
investigation was located as descriptive, of field, not experimental, population conformed
for: 137 fellows, among directive, educational, also parents and representatives, you applies

validated by three experts; the dependability was obtained applying the coefficient of
Cronbach whose index was 0.91. The results led to the following conclusions; the

function in the educational community, the social net leads to the effectiveness of the
proposed goals; as for the elements transformers in the development of the self-management
in the Schools Bolivarian as, is the community pedagogic Project, I Project
pedagogic of classroom and Project Pedagogic facility finding receptividad like part of the
educational reformation. In the same order of ideas, internalizes factors of the direct
democracy are, but the community is not involved in decisions it has more than enough
aspects that concern him, but if they fight in the attainment of its achievements inside the
mark of the democracy, existing solidarity, ethical value, understanding and identification

RESUMEN
Estudio bajo modalidad: proyecto factible, sustentado en una investigación de base
documental y de campo con diseño descriptivo, tuvo de objetivo Diseñar una Pro-puesta de
Autogestión, para el Departamento de Desarrollo y Bienestar del Instituto Universitario
Experimental de Tecnología “Andrés Eloy Blanco”, aplicable a los Institutos Universitarios
de Tecnología Oficiales de la Región Centro occidental del país, como alternativa de
financiamiento. Los sujetos investigados fueron los Jefes delos Departamentos de
Desarrollo y Bienestar Estudiantil de los Institutos: Lara, Falcón, Portuguesa y Yaracuy; y
los estudiantes, profesores y personal administrativo y obrero del IUETAEB. La muestra
fue de 352 sujetos: 4 Jefes de Departamentos, 24 profesores, 308 alumnos y 16 personal
administrativo y obrero. Para la recolección de datos se aplicó tres encuestas con preguntas
abiertas y cerradas. Una para recabar información de los jefes de los Departamentos de
Desarrollo y Bienestar Estudiantil; otra, para obtener información de personal docente,
administrativo y obrero; la tercera para conocer la opinión de los estudiantes. En el
procesamiento de datos se recurrió, a los programas estadísticos: C.S.S y N.C.S.S, estudio
estadístico no paramétrico, utilizando el cruce de variables para el análisis porcentual; lo
cual evidenció por una parte, que el 98,56% de los encuestados afirma que es necesario
crear programas autogestionarios, un 97,12% está de acuerdo con la creación de nuevos
programas socioeconómicos dirigidos a los estudiantes de este tipo de instituciones;
determinó que la propuesta sobre la creación de una "Librería Rental Universitaria” obtuvo
el mayor porcentaje representado por un 80,17% de aceptación, en segundo lugar quedó la
propuesta de "Asesoría de Empresas" con un 77,87% y la Barbería y Peluquería
Estudiantil" con un 53,16% de aceptación. Los resultados demuestran la viabilidad de un
programa autogestionario y el diseño de la Librería Rental Universitaria como proyecto
factible. El estudio estuvo compuesto por la Fase 1: Diagnóstico, Fase II: Factibilidad que
comprende el estudio de mercado, técnico y financiero, determinándose la viabilidad del
proyecto. La Fase III: Diseño de la Propuesta en la cual se lograrían beneficios para la
comunidad universitaria y los departamentos involucrados. Se concluye que el Programa de
autogestión es una alternativa viable como opción para generar recursos financieros
adicionales, y propicia la cooperación y participación de la comunidad iutaebista como
trabajadores o usuarios. Se Recomienda, tomar en cuenta el diseño de la propuesta y
realizar otros estudios que permitan captar recursos financieros para el desarrollo de los
Departamentos de Desarrollo y Bienestar Estudiantil.

ABSTRACT
Study on mode: feasible project, based on documentary research and field-based descriptive
design, target had Pro-Design a set of self-management for the Department of Development
and Welfare of the Experimental Institute of Technology "Andrés Eloy Blanco" applicable
to the University Institutes of Technology Official Western Central Region of the country,
as a financing alternative. Research subjects were Heads of Departments de los Student
Welfare and Development Institutes: Lara, Falcon, Portuguesa and Yaracuy; and students,
teachers and administrative staff and workers of IUETAEB. The sample consisted of 352
subjects 4 Heads of Departments, 24 teachers, 308 students and 16 staff and workers. For
data collection three surveys with open and closed questions was applied. A to gather
information from the heads of the Departments of Student Welfare and Development;
other, to get information from teachers, staff and workers; the third for getting feedback
from students. In the data processing was used, the statistical programs: CSS and NCSS,
nonparametric statistical study, using the crossing variables for percentage analysis; which
showed on the one hand, the 98.56% of respondents said that it is necessary to create self-management
programs, a 97.12% agree with the creation of new socio-economic programs
for students of such institutions; determined that the proposal for the creation of a "Rental
University Library" had the highest percentage represented by a 80.17% acceptance, in
second place was the proposed "Business Consulting" with a 77.87% and Barber and
Student Barber "with a 53.16% acceptance. The results demonstrate the feasibility of a self-management
program and design Rental University Bookstore as a feasible project. The
study consisted of Phase 1: Diagnosis, Phase II: Feasibility comprising market research,
technical and financial, determining project feasibility. Phase III: Design Proposal in which
benefits to the university community and the departments involved would be achieved. We
conclude that self-management program is a viable alternative as an option to generate
additional financial resources, and facilitates cooperation and participation of the
community iutaebista as workers or users. It is recommended to take into account the
design of the proposal and make further studies to obtain financial resources for the
development of the Departments of Development and Student Welfare.

RESUMEN
El presente estudio tiene como objetivo proponer acciones gerenciales dirigidas al
fortalecimiento de la calidad educativa deportiva como elemento coadyuvante al desarrollo
integral y bienestar estudiantil de la Unidad educativa: José Antonio Anzoátegui. Barcelona
Edo. Anzoátegui. Esta investigación tuvo su basamento en las teorías relacionadas con los
contenidos de: Gerencia Educativa, Funciones del Gerente Educativo, Acciones Gerencial,
Bienestar Estudiantil, Educación Física y Deportes y Gerencia de Recursos Materiales. Para
llevar a cabo este estudio, se apoyó en un diseño de la investigación no experimental de
tipo transaccional descriptivo y centrado en un enfoque cuali-cuantitativo que permitió
desarrollar y analizar todas las actividades para así presentar las respectivas conclusiones.
A tal efecto se aplicó un cuestionario a la muestra de tipo intencional seleccionada
correspondiente a: veinticuatro (24) gerentes de aula del área de Educación Física y
Deportes y otras asignaturas. Los resultados reflejaron que la institución objeto de estudio
no cuenta con instalaciones deportivas ni espacio físico para el deporte y la recreación, por
lo cual esta situación incide en la baja calidad académica del proceso de enseñanza-aprendizaje
en el área de Educación Física y Deportes. Las conclusiones resaltan la débil
acción gerencial por parte del gerente educativo para la creación de una cancha deportiva
de usos múltiples que conlleva mejorar el proceso educativo en el área de Educación Física
y Deportes; por lo tanto se propuso un Plan de Acción Gerencial que presente herramientas
gerenciales dirigidas a la creación de una cancha deportiva de usos múltiples para el
beneficio y desarrollo biopsicosocial de la población estudiantil de esta institución
barcelonés.

ABSTRACT
This study AIMS to propose management actions Aimed at strengthening the quality of
education as an adjunct sports element to the overall development of student welfare and
educational Unit: José Antonio Anzoátegui. Barcelona Edo. Anzoátegui. This research had
its foundation in the theories related to the contents of: Educational Management,
Educational Functions Manager, Management Actions, Student Wellness, Physical
Education and Sports Management and Material Resources. To carry out this study, it
relied on a design of non-experimental research and descriptive transactional focused on a
qualitative and quantitative approach allowed to Develop and analyzes all activities in order
to present the respective findings. Twenty-four (24) classroom manager’s area of Physical
Education and Sports and other subjects: For this purpose a questionnaire to the sample
intentionally selected Corresponding to type was applied. The results showed That the
institution under study has no sports facilities and physical space for sport and recreation,
So This situation Affects the low academic quality of the teaching-learning in the area of
Physical Education and Sports. The findings highlight the weak managerial action by the
educational manager for the creation of a multipurpose sports field That Involves
Improving the educational process in the area of Physical Education and Sports;

RESUMEN
El trabajo tuvo como objetivo, determinar la relación entre Gestión Gerencial y Aplicación
del Proyecto Educativo Integral Comunitario en la Escuela Técnica José Sacramento Cobo
Andrade del Municipio escolar Maracaibo 2 de la Parroquia Chiquinquirá. Sus aportes
teóricos, son Chiavenato (2004), Navarro (2005) González (2006), Alemán (2006) entre
otros Esta investigación se situó dentro de la modalidad, es decir, descriptiva de campo y
correlacionar, bajo un diseño de tipo no experimental y transaccional. La población estuvo
conformada por una muestra censal de 35 docentes y directivo, y 78 entre los representante
es y alumnos de esa comunidad. Para la recolección de los datos se utilizó un cuestionario
dirigido personal directivo y docente, alumnos y representantes, el cual quedo estructurado
con 45 ítemes y alternativas de respuestas, según la escala de Likert. La confiabilidad
obtuvo un valor de 0,8963 para medir la variable Gestión Gerencial y un valor de 0,7803
para la variable aplicación del proyecto educativo integral Comunitario, a través del
coeficiente Alpha Cronbach. Al establecer la correlación entre las variables según el
coeficiente de Spearman, se obtuvo como resultado 0.365, que estadísticamente
significativo, reveló una relación baja, entre las variables objeto de estudio, por lo cual,
existe la necesidad de crear conciencia de aplicar el Proyecto Educativo Integral
Comunitario, que permita mejorar la Calidad Educativa de la institución.

ABSTRACT
The study aimed to determine the relationship between Management and Application
Management Comprehensive Community Education Project at the School Andrade José
Cobo Sacramento School Municipality Maracaibo 2 Chiquinquirá Parish. His theoretical
contributions are Chiavenato (2004), Navarro (2005) González (2006), German (2006)
among others This research was within the mode, ie, field description and mapping under a
type design no experimental and transactional. The population consisted of a census sample

RESUMEN
La presente investigación tiene como propósito fundamental, analizar las diferencias
salariales y beneficios socioeconómicos de las instituciones de educación superior
universitarias privadas ubicadas en los Altos Mirandinos conceden a su personal docente
con base a su categoría y dedicación. En consecuencia, se parte de la categorización de las
organizaciones participantes, para posteriormente realizar la caracterización de su personal
e identificar los criterios que cada institución emplea en cuanto a la clasificación de los
docentes hasta llegar a precisar las subvenciones e incentivos que conceden a su personal,
donde se incluye desde el salario base por hora con fundamento en su categoría y
dedicación, así como la protección laboral que tienen a su favor, el pago por tiempo franco,
facilidades y reconocimiento a su esfuerzo individual. En tal sentido, en las bases teóricas
se parte de la conceptualización de las organizaciones y su racionalidad hasta llegar a la
concepción de universidades como organización, la clasificación docente y la asignación
salarial, teniendo en cuenta diversos aspectos, además de considerar diferentes tipos de
subvenciones o beneficios socioeconómicos. La investigación se desarrolla como un diseño
de campo de tipo explicativo y correlacionar de campo con soporte documental
bibliográfico. La población estuvo conformada por las instituciones de educación superior
privadas (cinco) ubicadas en los Altos Mirandinos, siendo al mismo tiempo la muestra. La
técnica que se utilizó fue la encuesta contentiva de 47 itemnes, debidamente validada por
expertos.

ABSTRACT
This research has as main purpose to analyze wage differences and socioeconomic benefits
of the institutions of higher education private university located in the high Mirandinos
grant their teachers based on their category and dedication. Consequently, it is part of the
categorization of participating organizations, later to make the characterization of their staff
and identify the criteria that each institution uses regarding the classification of teachers up

Se realizó una investigación para diseñar un modelo de planificación estratégica que permita
articular el trabajo de las diferentes unidades de apoyo y del cuerpo docente de una Escuela Básica
con su funcionamiento como centro de fortalecimiento de las potencialidades humanas y eje del
Desarrollo local en un entorno cambiante y de escasos recursos. Se contextualizó el estudio en la
U.E. Jardín Levante. Se inició con la elaboración de un análisis situacional a fin de determinar sus
oportunidades, amenazas, debilidades y fortalezas. Se formuló la filosofía de gestión del plantel
estableciendo la razón de ser, el desempeño y las modalidades de acción escolar. Posteriormente se
elaboró la Matriz FODA. A partir de ella y combinando la Misión y Visión institucional, se con
Figuró el Plan Funcional y el Plan Operativo. Instrumentos básicos para una conducción escolar
Orientada hacia el logro de los objetivos institucionales La aplicación de una metodología de corte
cualitativo con un nivel de conocimiento descriptivo y de tipo investigación acción, permitió
realizar la propuesta resultante, ajustando el diseño del plan a las características de la comunidad
escolar. Como resultado, se construyó un modelo de planificación estratégica participativo y
consensuado adecuado a las características de la Escuela Básica Venezolana.

An investigation was conducted to design a model of strategic planning to organize the

RESUMEN
En la siguiente investigación de campo, de tipo descriptivo se encontró que los Directores
de la Escuelas Bolivarianas del Municipio Libertador del Estado Mérida no cuentan con
formación académica en Gerencia Educativa para asumir las funciones a su cargo, de
acuerdo con lo establecido en el Manual del Director (Ministerio de Educación,
2003).Igualmente se determinó que la solución al problema era de carácter instruccional,
efectuándose un estudio de necesidades en el que se determinaron los niveles de esas
competencias en los directores y las características del contexto. Al encontrarse que la
solución es de carácter instruccional, se diseñó un programa de capacitación para directores
de las escuelas bolivarianas del Municipio Libertador del Estado Mérida en Gerencia
Educativa. Para determinar la factibilidad del proyecto propuesto se hizo un análisis
siguiendo las recomendaciones de Hurtado de Barrera (1998). Entre las conclusiones más
importantes se pueden señalar: (a) Se determinó que el personal directivo de las Escuelas
Bolivarianas cumplen parcialmente sus funciones por desconocimiento, establecidas en el
Normativo de Educación Básica, donde se exige que los directores de los planteles deben
ejecutar actividades de macro administración, tales como: organización, control, valuación,
coordinación y supervisión para lograr un trabajo efectivo junto con el resto del personal
docente, Es necesario que el director se Involucre en el uso de las tecnologías de la
información y comunicación. En cuanto a las recomendaciones se sugiere: (a) Promover la
realización de jornadas de reflexión, análisis, estudio e investigación acción a través de
círculos de acción, como estrategia investigadora, cooperativa, democrática e instruccional
dirigida a mejorar significativamente la actividad gerencial de las instituciones educativas,
(b)Participar en jornadas de actualización que realicen las Autoridades Educativas en
materia de gestión y administración escolar y (c) Cursar estudios de perfeccionamiento a
fin de ampliar los conocimientos en cuanto a las funciones directivas.

ABSTRACT

determined that the solution to the problem was instructional in nature, carrying out a needs
assessment in the levels of these skills in managers and context characteristics were
determined. When the solution is found instructional purposes, a training program for

Management designed. To determine the feasibility of the proposed project, an analysis
following the recommendations of Hurtado de Barrera (1998). Among the key findings can

which requires that the directors of the schools must implement activities macro
