49. Roles and Responsibilities Special Circumstances. There are special circumstances where the Federal Government exercises a larger, more proactive role. This includes catastrophic incidents when local and State governments require significant support, and incidents where Federal interests are directly implicated, such as those involving primary Federal jurisdiction or authorities.
