2. What is a Direct Payment?
A Direct Payment is money paid to an eligible
client to enable them to purchase their own
services. It is unlawful to not offer a Direct
Payment to people who are eligible.
(An eligible person is someone who is in need of
support or services from Social Services)
3. Brief History
• A new streamlined and cost effective solution
was required for delivering direct payments
• A system was needed for people who have been
excluded in the past from having a direct
payment t
• Kent County Council in partnership with The

would revolutionise the direct payment process
4. The result was the first pre-loaded card
programme for Direct Payment recipients

5. Why did KCC introduce Kent Card?
• To support the personalisation agenda in social
care and empower individuals
• Reduce the complexity around direct payments:
- Kent Card removes the need to negotiate the
opening of a bank account
