Complete in-house development and deployment of more the 6,000,000 records
received from the East Baton Rouge Assessor’s Office, including encoding,
testing, debugging, installing, training, supporting, system integration,
enhancement, research and development, data acquisitions, and archive
recovery to increase operating efficiency or adapt to new requirements.
Specified user access level for each segment of one or more data items, such
as select, insert, replace, retrieve, or delete data. As a result, the successful
deployment enabled the East Baton Parish - Department of Public Works to
save $250,000 of expenses associated with the manual record retrieval
process.

to determine the record's distribution accuracy, count, and duplication to be
able to match the records which were supplied by the East Baton Rouge Parish
Finance Department to make an informed prediction/ decision on the actual
number of households that had received garbage containers within the parish.
2007 East Baton Parish Traffic Impact Fees Study
Lead Project Designer-Developer
Performed the needed research and analysis of approximately 87,000 permit
records and reverse-calculated all existing records from 2000 to 2007 with
valuation fees to be transformed into an area (sq. ft) factor. Also created all
necessary functional systems’ raw data export tools for DPW - Infrastructure
Planning Division for use in the master study analysis.
2005 City of Baton Rouge’s North Landfill Methane Gas Extraction
Lead Project Manager
Wrote the RFP and negotiated a twenty year contract with Siemens Building
6. Technology for the beneficial use of the methane gas generated by the City of
Baton Rouge’s North Landfill. This resulted in a revenue stream of 1.65 million
dollars annually for the sale of methane gas, at no cost to the City-Parish. The
project delivers landfill gas to ExxonMobil’s Baton Rouge Polyolefins Plant and
Novolyte Technologies’ Chemical Plant for use as a substitute for natural gas as
a boiler fuel. This is environmentally beneficial as it reduces greenhouse gas
emissions in the Baton Rouge region equal to the removal of 59,000 cars from
the road or planting 73,000 new acres of pine forests.
