3. Mandate of the Ministry of Livestock and
Fisheries Development (MLFD)
MLFD is mandated with overall management and
development of livestock and fisheries resources for
sustainable achievement of the:-
Millennium Development Goals;
National Strategy for Growth and Reduction of
Poverty (NSGRP);
Improved Livelihood of Livestock and Fisheries
Dependent Communities; and
Food Safety & Security without compromising Animal
Welfare and Environmental Conservation.

4. The Importance of Livestock Industry in Tanzania
Livestock farming - one of the major agricultural
activities in the country contributing significantly
towards achieving development goals of the NSGRP.
According to NSCA 2007/2008, about 40%
(2,329,942 households) out of the total agricultural
households (5,838,523 households) in the country
are involved in keeping livestock
Livestock contributes 2.4 percent to National Gross
Domestic Product (GDP) (Economic Survey 2010) -
beef, dairy, poultry and small stock production.

best source of animal protein and household food

evidence-based policies and strategies and decision-making
(increased demand for good statistical information);
monitor the contribution of livestock industry in the
implementation of the NSGRP :–
emphasis is placed on ensuring the availability of timely and reliable
information on poverty.

taken to achieve the objectives of the strategy.

16. Key Concerns on Livestock Data
Ever increasing demand of livestock data by many stakeholders
Insufficient budgetary allocations (funding, staff, transportation & data
collection tools.
Inadequacy in designing a particular set of data as “official data” for the
sector because of multiplicity of sources. Sometimes data are potential
for stakeholder influence.
Absence of “one stop center” for livestock data – data scattered among
different sources.
Survey & questionnaire design –
requesting too much information,
takes time to collect, process & analyze - some not obtainable,
heavy emphasis on data for numerous M&E indicators detracts from
efforts to obtain reliable basic information,
potential for data inconsistencies - inadequate methodology and lack of
clarity in concepts, definitions, reference dates/periods,

17. Key concerns on livestock data
sample designs & sizes used in surveys and censuses
designs may not be effective enough to address complexity of agricultural
situations – National Sample Census of Agriculture
sizes may be too small for desired degree of precision, desired detail and
desired level of aggregation – National Panel Survey
use of dated parameters in livestock projections
limited statistical and analytical capacity
limited public dissemination of livestock data
lack of institutional coordination and cost-effectiveness
use of vastly different methodologies leads to inconsistent results
duplication of effort leads to inefficient use of limited resources
Weak field organization – missing links between LGAs and MDAs

and other stakeholders to improve the data collection,
analysis, storage and dissemination.
